The transcription of parliamentary proceedings is essential for democratic governance. Traditional methods are manual and time-consuming. This work introduces an Automatic Transcription System for the Assembly of the Republic of Portugal (STAAR) that uses an automatic speech recognition model and speaker diarization technologies. STAAR was developed after analyzing existing technologies and the Assembly's specific needs, leading to an effective solution that integrates with current processes. STAAR stands out for its efficiency in transcribing debates and adapting to parliamentary language nuances. It significantly exceeded expectations by presenting a low transcription error rate, ranging from 1.7 to 11.3%, depending on the context and speech style, reducing the time required to produce the official parliamentary debates journal, and improving overall transcription efficiency. Additionally, STAAR enabled the transcription of previously undocumented parliamentary committee meetings, enhancing the documentation of parliamentary activities. This achievement marks a significant step in modernizing parliamentary processes, increasing transparency and accessibility of political information, and positions the Portuguese Parliament at the forefront of technological innovation in parliamentary debates transcription. The current paper explores the relation between deliberation, political legitimization and decision making in educational policy in the aftermath of the intervention by the troika in Portugal in 2011. Centring on political debates about equal opportunities in education in the Portuguese parliament, it explores how arguments, such as 'crisis' and 'change', were employed to frame – and covertly promote – a concession of sovereignty to international organizations and legitimize a turn in policy-making to an austerity doctrine regarding education policies. Findings reveal the interplay between a loose and polyphonic discourse of international organizations, and the construction of a narrative of failure regarding educational policies previously adopted, recontextualized and thus enabled the change towards neoliberal policies in Portuguese education policies, bringing about a leaner concept of equal opportunities in education at the national level. This article explores what happens when the term "austerity" becomes a global catchword. Specifically, we study how this term has been used in national policy making in the Portuguese and Spanish parliaments from the 1970s until recently. We show that although Portugal and Spain were in a somewhat different situation regarding the 2008 economic crisis, the increased popularity of the term austerity occurred practically simultaneously in the Portuguese and Spanish parliaments. This suggests that the term's popularity in political debates is not solely determined by a nation's political or fiscal situation. Rather, our contention is that employing the term austerity to discuss government policies became a global fashion after the fiscal crisis of 2008. The study also shows why austerity became an increasingly popular concept: the term changed from being mainly used in fiscal policy to being commonly used in other policy areas too. In Portugal, public and political discussions about same-sex marriage have been going on since the 1990s. In 2010, same-sex marriage was legalized under intense dispute since it excludes same-sex couples from adoption and reproductive rights. During parliamentary debates, political parties and civil organizations linked to the Catholic Church resorted to conflicting ideas of ‘equality’ and ‘difference’ to advance their claims. In this article, we analyse the contents of petitions, bills and parliamentary proceedings concerning the legal recognition of same-sex unions, highlighting the presence of conflicting notions of equality linked to pervasive beliefs about the inadequacy of homo-erotic desire and practices.
