The lack or low state transparency in public procurement procedures is one of the problems that has been affecting the citizen's right to free access to public information, in addition to generating acts of corruption, little competitiveness, lack of state legitimacy, among others. The objective of this study is to analyze the importance of the Electronic System of State Procurement (Seace) in the free access to information and transparency of public procurement procedures in Peru. The general methods of logic and the dogmatic legal method have been used. We will present a theoretical development, built based on regulations, doctrine, Peruvian jurisprudence, and comparative law. The results show that the Seace portal, through the option "Seace Public Search Engines", allows the search for information in ten different categories related to public procurement. It is concluded that the Seace has become a fundamental tool in the free access to public information. However, it presents problems since in some cases it presents damaged, incomplete, or simply non-existent information. [ABSTRACT FROM AUTHOR]
