Abstract

The article discusses the changes in the role of the governor in higher education in Oregon. Governor Neil Goldschmidt has made higher education one the top priorities of his administration. He has accomplished 90 percent of his agenda in the past legislative session that benefited higher education. However, it was all done at the expense of state agency heads.
