Extant literature neglects the impact of state regulation in a dual structure of port governance by both the government and private terminal operators (via the public‐private partnership). Using the Nigerian experience, this article interrogates the impact of the implementation of Nigerian Ports Authority (NPA) regulatory frameworks on the management of 2006 port concession in the maritime industry. Based on qualitative and content analysis of data, the article argues that poor articulation and implementation of the NPA regulatory frameworks are implicated in the level of port asset management, operational efficiency, quality of port service, compliance capacity of terminal operators, and patronage system in the maritime industry. The terminal operators capitalize on the complications and gaps in the NPA regulatory frameworks to substantially subvert the government's port control and undermine effective port‐asset management in the maritime industry. The fundamental role of foreign direct investments (FDIs) in the economic development (especially job creation) of many nations has well been acknowledged in literature, the basics of which depends on favourable conditions for its (FDIs) attraction. The paper assessed the relationship between FDIs and employment generation in the Nigeria maritime sector. Primary data on the impact of foreign direct investments (FDIs) in port infrastructural development in Nigeria was collected using questionnaires administered in Apapa, Onne and Calabar Ports through stratified sampling technique. At 77.7 percent success rate on about 600 administered questionnaires was used for the analysis. Initial factor analysis was employed in articulating the opinion of respondents drawn from the study area. The study confirmed that there is a significant relationship between volume of FDIs attracted to Nigeria maritime sector and the number of jobs created, t(313) = 8.263, p <0.01, using linear regression analysis. The study recommended improved policy and regulatory environment, investors' tax friendly and legal systems, removal of capital controls as essential to the FDIs' attraction and contribution to growth in the economy of Nigeria, among others. It is therefore recommended that adequate investment in critical maritime infrastructure such as communication, power, transportation and energy should be undertaken to enhance the inflow of our foreign direct investments and stimulate a boost for the economic growth of the host country. The Cabotage Law and other enabling legislations should be enforced to attract FDIs as well as protect the local population against job-imports into the destination country. [ABSTRACT FROM AUTHOR]
