We explored how academic departments, university teachers and students in one research-led university in New Zealand identified and addressed challenges in achieving three particular graduate attributes. These attributes (global perspective, environmental literacy and those aspect of ethics that involve personal social responsibility) are distinctive in that they may encompass values, attitudes and future behaviours, in addition to knowledge and skills. We documented formal processes in each participating department; interviewed university teachers to understand how they conceptualised these attributes and the processes of teaching them; explored student perspectives via individual and group interviews and written responses to verbal questions in groups; held project-based and departmental discussions to help us understand how the diversity of perspectives and processes extant in this institution were understood; and developed resources to explore and support future academic engagement with the issues that have arisen in this research. We discuss a potential mismatch between what this institution's strategic documentation aspires to and how departments and their teachers are managing these expectations, and we link this concern to the academic discourse on roles, responsibilities and capabilities of higher education. Our research has implications for all higher education institutions that express their aspirations or intentions for the values that their students will learn and we propose a research agenda to address our concerns.

We explored opportunities, advantages and barriers to enabling students to establish student-led learning events at a New Zealand university. We used an action-research approach to explore if students felt empowered to use the infrastructure of this university to realise something that they themselves set out to achieve. We discovered that, in achieving a series of open discussions about sustainability, students adopted a democratic, distributed form of decision-making, not unlike a typical academic model, with leaders taking temporary roles that included passing on responsibility to those who followed. Students were proud of the events they created and identified the discussion format as something different from their experience as undergraduate students in our institution. This article, co-authored by staff and students, considers whether higher education processes that do empower students do so adequately and the extent to which students are prepared by higher education to take on powerful roles after they graduate.

A growing body of literature argues that achieving radical change in the agri-food system requires a radical renegotiation of our relationship with the environment alongside a change in our thinking and approach to transformational food politics. This paper argues that relational approaches such as a more-than-human ethic of care (MTH EoC) can offer a different and constructive perspective to analyse agri-food system transformation because it emphasises social structures and relationships as the basis of environmental change. A MTH EoC has not yet been applied to regenerative agriculture, yet other literature on regenerative agriculture suggests that care may be present in these spaces and calls for the need for social science analysis of the regenerative movement. This paper uses a MTH EoC lens to reveal a diverse array of ways in which power is and can be deployed for change in the regenerative agriculture movement in Aotearoa, New Zealand. Globally, regenerative agriculture tends to be analysed through positivist, scientific approaches that focus on biophysical markers of ecological improvement. Yet, a relational approach reveals how engagement in regenerative agriculture is creating significant shifts in mindset towards more holistic and relational understandings of biological and social ecosystems. A regenerative mindset framework is suggested as a method of understanding the connection between a regenerative form of thinking, being and doing for farmers. Interviews suggested that this shift in farmers' socio-ecological relations is crucial to the transformational potential of regenerative agriculture. This paper argues that relational analyses such as the MTH EoC approach used to analyse regenerative agriculture in this research, refresh the way we analyse agri-food system change. New Zealand's freshwater management has traditionally operated under effects‐based legislation which neglects socio‐political dimensions and a 'democratic deficit' persists between government organisations and individual landowners. Frustrated communities have formed catchment management groups to readdress this democratic deficit. We investigated catchment group aspirations to understand their motivation and potential and contribution to water governance. We found disparity between scientific water quality indicators and perceptions of water quality from the community. The resultant tension and distrust between stakeholders can be best understood through a hydrosocial lens, as freshwater challenges are the product of both biophysical and social dynamics of the catchment. According to the international literature, small towns are most likely to reorient following structural change if they are rich in natural or built amenity, accessible to large urban areas and have local capacity for change. However, not all places have these characteristics. Focusing on places less blessed with these features, this paper develops a conceptualisation that extends beyond these simplistic empirical regularities/characteristics and enhances understanding of the processes underlying small town change. Drawing on two cases from both the UK and New Zealand, key drivers for small town reorientation are explored, their meaning illustrated in terms of the likelihood of reorientation of the towns' development trajectory and the key policy choices emerging are highlighted. Whilst small town reorientation is inherently unpredictable, positive forces for change are likely to occur within most small towns. Informed by the adaptive cycle model and how this links to observed case realities, the findings suggest the need for an emergent strategic approach that focuses on supporting a local rediscovery/re-imagination of potential, local adaptive processes of emergence and connectivity as it emerges. Consistent with recent research into placeleadership and place-based revival, there is a need for public support to encourage positive local activity and the development of policies that are flexible to the changing place-based opportunities/synergies that emerge. • Small town reorientation is most likely when they are rich in amenity, accessible and strong local capacity. • There is a need to conceptualise beyond these simplistic empirical regularities/characteristics, which this paper does through exploring the processes underlying small town change. • The paper explores the value of using complex adaptive systems to help explain the transitions which small towns experience. • This conception and empirical evidence supports a flexible emergent strategic approach. • Policies need to be more supportive to place-based opportunities/synergies as they emerge. A significant percentage of the smaller urban centres around the world are losing people which raises questions regarding the appropriate responses to this challenge. Responses from the state have generally been muted, and as a result, concepts of new localism and new regionalism are useful for understanding the role played by place‐based leadership and partnerships between local businesses, community groups and individuals. Key within this space is the role of endogenous responses anchored on local social capital and resilience. This paper overviews key themes in the literature before examining statistical evidence of small town growth, stabilisation or decline in New Zealand. This leads into an examination of how three small towns in the country are responding to demographic and economic change. The cases illustrate the importance of local‐led responses to the debilitating effects of change and the degree to which place based development can be critical in the context of coping with change in small towns. Regional development has evolved in response to shifting local and global priorities. These shifts have transformed both the way we think about regions, their role and how that shapes the outcomes and benefits that might occur from engaging in regional development. Key debates centre around the ability (or desirability) of regional development interventions to unsettle path dependence and "lock‐in" created by past approaches and to create opportunities for alternative development futures and to provide choices between sectoral‐based investments to support economic activity in contrast to a more place‐based approach to regional development. This paper overviews the dynamic nature of regional development to offer reasons for its recent resurgence by highlighting the key debates about the purpose and function of regions and what regional development can or should do. We then discuss the New Zealand context specifically and use the first year of Provincial Growth Fund investments to reflect on how the processes, objectives and goals reflect particular interpretations of the meaning and purpose of regional development. We conclude that a strong adherence to a growth imperative has the potential to reinforce path dependencies at the expense of alternative development pathways. [ABSTRACT FROM AUTHOR]

Diverse local and 'alternative' food networks offer a variety of context-specific responses that aim to challenge the global, conventional food system. These community-based interventions are often supported by local governments, who are attempting to engage with food issues through local-level policy and governance arrangements, most notably through food policy councils. In New Zealand, such practices are in an emergent phase and there is relatively little research on food system planning, despite the emerging engagement with food at a local level. Drawing on case studies from two New Zealand cities (Dunedin and Christchurch), this research explores the role of different actors, including planners in mediating tensions between community and government and identifies potential points of interventions for planners in attempts to transition towards more resilient and just food systems. Compared with other countries in the Organisation for Economic Co-operation and Development (OECD) New Zealand's engagement with regional and local development has been a rather modest undertaking reflected more in political pronouncement than in significant intervention and policy support on the scale which characterised post-war Britain and the European Union over recent decades (see Barca, McCann, & Rodgriguez-Pose, [1]; Pike, Rodriguez-Pose, & Tomaney, [10]; McNeill, [5]). The papers which follow in this special issue provide insight into the post-1980s experience of local and regional development in New Zealand (NZ), paying particular attention to the regions that is, the smaller towns, rural areas and administrative regions which make up non-metropolitan NZ. • Indicates the conflicts over access to land for productive purposes on New Zealand's West Coast. • Highlights the challenges of path dependence in formerly resourced based areas. • Indicates the contested nature of governance and local-national tensions. The West Coast region of New Zealand has experienced significant structural economic changes since the 1980s. These changes have been a result of state imposed land use restrictions that limited productivist activities such as logging and mining, which in turn have been overlain by the effects of changes in national and global resource demand. This has led to both job loss and local resentment to what is seen to be external political and environmental interference in the region. Such changes overlay on-going boom-and-bust cycles experienced in the region's resource dependent communities and the state's pursuit of neo-liberalism from the 1980s, leading to the loss of state support and employment in the region. Regional path-dependence and 'lock-in' centred on productivist activities and the slow realisation of the need to diversify the economy have not helped. The region has under-performed in comparison with national trends economically and demographically reflecting and reinforcing local path dependence. The gradual growth of the service and tourism economies marks a new use for land resources and slow structural economic change. However, in the absence of governance processes that allow for collaborative planning to resolve conflicts over future trajectories for the region, conflicts over land uses, resources and access are likely to persist. The present study focused on adding to the understanding of meat consumption and potential drivers for its reduction in New Zealand. Using the Theory of Planned Behaviour (TPB) and the recently developed Meat-Attachment Questionnaire (MAQ), this study investigated New Zealand consumers' attitudes, motivations and behaviours in regards to meat consumption. Results derive from a questionnaire sent across New Zealand in March 2017, in which 841 responses were obtained from representative consumer panels. Consumer awareness of the severity of meat's environmental impacts was found to be quite low in comparison to other sustainable food behaviours. Motivations for reduction seem to shift across consumer groups, with different considerations rising and falling in importance depending on current meat consumption habits. Among the TPB components, only attitudes were found to accurately and consistently predict willingness and intentions to reduce personal meat intake, while both attitudes and subjective norms predicted agreement with proposed structural measures that would promote meat reduction and/or plant-based food consumption. In addition, the MAQ was found to provide explanatory power above and beyond that of the TPB components alone and this research supports its use as a tool to further understand meat consumption and potential motivations for reduction.
