Emotional, behavioral, and mental health challenges make it difficult for many children and adolescents to engage and succeed at school. Research indicates that at least 20% of all children and adolescents have been diagnosed with one more mental health disorders. Behavioral problems, anxiety, and depression are the most diagnosed mental health issues, and they often co-occur. Moreover, these conditions are being diagnosed at increasingly younger ages. In the past several years there has been a rise in the number of adolescents and young adults with serious mental health issues such as major depression and suicidal ideation, and the COVID-19 pandemic has exacerbated mental health problems for children and adolescents. Schools offer promise for providing intensive clinical support to the most at-risk students, and schools are necessary environment to explore the implementation of multi-modal youth mental health services. This paper provides an analysis of an intensive, in-school mental health services model developed and implemented by Effective School Solutions (ESS), a New Jersey based provider of high acuity school based mental health services for K-12 students. We analyze this multi-modal model for its effectiveness in improving educational outcomes for over 3,000 students identified as requiring intensive clinical mental health support across the 2021-22 school year. This analysis reveals that those students receiving High- versus Low-fidelity programming (i.e., multiple sessions per week for at least half of the school year versus for less than half of the school year) had better educational outcomes. Students receiving High-fidelity programming had greater improvements in grade point average (GPA) and greater reductions in absences across the school year. A higher number of in-school clinical sessions per week significantly predicted a greater increase in GPA and a greater reduction in total disciplinary incidents (including out of school suspensions) across the school year. This report provides initial promising evidence that in-school intensive mental health clinical services yield positive effects on students' educational outcomes. Though future research is needed to validate and extend these findings, schools may consider implementing such services onsite to meet students where they are and to optimize students' mental, behavioral, and educational well-being. The growth of homeschooling from a somewhat fringe movement during the 1970s and 1980s to a more widespread and socially accepted approach in recent decades has provided a strong foundation of flexible learning models. When Florida's school choice expansion, House Bill 1, was introduced in January 2023, one of its goals was to allow more homeschoolers to participate in the education savings account (ESA) program. But many homeschoolers and homeschool advocacy groups balked at the proposal. Having worked hard to achieve independence, they were loath to be linked to government funding. Even if the program were optional, they feared that associated regulations would eventually extend to traditional homeschoolers. In the end, the bill passed with new language that satisfied traditional homeschoolers by creating a new option for parents to educate their children at home. As states continue to enact and expand education savings accounts, Colleen Hroncich argues that it is crucial that policymakers craft bills in a way that maximizes freedom and minimizes roadblocks.

Sixty-seven school finance reforms (SFRs) in 26 states have taken place since 1990; however, there is little empirical evidence on the heterogeneity of SFR effects. We provide a comprehensive description of how individual reforms affected resource allocation to low- and high-income districts within states, including both financial and non-financial outcomes. After summarizing the heterogeneity of individual SFR impacts, we then examine its correlates, identifying both policy and legislative/political factors. Taken together, this research aims to provide a rich description of variation in states' responses to SFRs, as well as explanation of this heterogeneity as it relates to contextual factors.

States increasingly need a more highly skilled workforce to meet the requirements of businesses, keep up with a rapidly changing economy and accelerate growth that leads to economic opportunity for workers and families. As a result, governors recognize that their role is to bring together education, workforce and economic development as talent pipeline partners to better equip workers with skills businesses need. Work-based learning approaches have emerged from these partnerships as a promising strategy to address the mismatch between employer needs and the skill levels of available workers. "States Continue Advancing Strategies to Scale Work-Based Learning" summarizes key actions governors can take to embed work-based learning across education, workforce and economic development systems.

This paper is the third in Pioneer Institute's "UMass at a Crossroads" series. This report takes a closer look at the university's growing dependency on increases in tuition and fees and expansion of out-of-state and international student enrollment to support continued expansion of the university. The first report examined whether UMass' continuing strategy of enrollment expansion makes sense given forecasts by the Western Interstate Commission for Higher Education of an 11.4 percent decline in Massachusetts high school graduates over the next twelve years. This study examines more closely the university's strategy of increasing out-of-state and international enrollment as a means of increasing revenue through higher tuition rates paid by this group of students. As this paper explains, UMass-Amherst made offers of admission to more out-of-state and international applicants to its 2015-2016 freshman class than it did to Massachusetts applicants for the first time in university history. Growing out-of-state enrollment is not limited to undergraduate programs at UMass. Overall, in-state students are in the minority in UMass graduate programs, representing 30 percent of the total master's degree student population. This study also examines state funding as measured by state support per full-time equivalent student (FTE), showing that Massachusetts' higher education institutions (including UMass, the state colleges and community colleges) receive the second highest level of state financial support of New England higher education systems by this metric, and also receive more than the national average. Pioneer Institute questions whether UMass' current strategy of increasing out-of-state and international enrollment is consistent with its primary mission of serving in-state students. Furthermore, this report raises the question of whether it makes sense to provide UMass with additional state funding for capital expansion if the intent of the expansion is in large part intended to attract and educate a rising percentage of out-of-state students. The recommendations of this report call for the Governor, state education leaders, the state legislature, and university leaders to consider whether UMass' current strategy of expanding the university's facilities and enrollment capacity in order to serve a growing percentage of out-of-state students serves the financial and educational interest of Massachusetts residents. Industries in every state are struggling to find qualified applicants for jobs, while job seekers too often find they lack the skills needed to enter or move along a career pathway to a good job. Preparing a workforce that is poised to meet the needs of businesses and ultimately to make the state more economically competitive is a top priority for many governors. "State Strategies to Scale Quality Work-Based Learning" highlights strategies governors can implement to increase opportunities for high-quality, demand-driven work-based learning and prepare their citizens for the modern workforce.

The education system of the United States is not adequately preparing a large proportion of its students for college, career-training, and, ultimately, jobs that provide enough income to support a middle class standard of living. Because the education system has failed to attain hoped-for outcomes, some states are investigating new systems, including competency-based education (CBE). A model based on CBE starts by assessing what a student knows and then allows that student to advance at a pace that reflects his or her knowledge and skills. In the process, CBE encourages student success by providing targeted learning support, thereby creating a more personalized educational experience. Once in higher education or job training, CBE allows older students (traditional-age college students or adult learners) to learn on their own time at their own pace. As competency-based pilot projects are developed in kindergarten to high school classrooms and schools (K-12) and higher education institutions, policymakers at the federal, state, and local levels are discussing options about how to support and expand CBE in both K-12 and higher education, as well as strengthen the bridge between the two systems. CBE has the potential to improve the education system of the United States by allowing more students to receive the support they need when they need it to learn effectively and master the desired content and skills, and governors are in a position to bring these efforts together and explore the transition from an education system that holds time constant and varies what students learn to a CBE system that varies time but holds content mastery constant. The promise of such a system is that it can adjust the methods of instruction and assistance to provide deeper, more personalized learning and help ensure that all students meet or exceed the high expectations of rigorous and relevant standards.

This brief discusses the rates of participation in structured and unstructured outdoor activities as Coös County youth age, along with the relationship between outdoor activity involvement and indicators of place attachment throughout this period. The analysis is based on data collected between 2008 and 2013 as part of the Carsey Institute's Panel Study of Coös County youth. Authors Jayson Seaman and Sean McLaughlin, who concentrate on a subsample of 222 youth who completed surveys in both eighth and twelfth grade, report that Coös County youth participated in outdoor activities at a rate 20 percent higher than national averages for youth their age between 2008 and 2013. Participation in unstructured outdoor activities remained fairly constant throughout adolescence, while participation in structured activities declined by 50 percent. The most highly involved youth showed the strongest connection to community in twelfth grade, but also reported the lowest commitment to the area. The research described in the brief supports the idea of cultivating youth interest in the outdoors and should be framed as not only a possible source of personal identity and place attachment, but also--insofar as activity involvement helps foster goal setting and affinity for the region's natural amenities--a potentially viable source of economic vitality for future generations of Coös residents.

This paper explores the proposition that if American higher education has been broadly successful in serving its society, it is in large part because American colleges and universities, and the system of which they are part, were created under conditions of weakness, both academic and financial. A September 8, 2006, ruling by the New Hampshire Supreme Court that the state's current education financing system is unconstitutional was the latest in a long string of court decisions, legislative responses, and subsequent court opinions that have made school funding one of the state's most contentious issues. This report summarizes how the issue of defining and funding an adequate public education reached this point in New Hampshire. It describes key legal findings and other background behind the string of court decisions defining a constitutional educational system. It examines major education funding bills proposed since the 1997 "Claremont ruling," assessing whether they would likely meet the state's constitutional requirements. Two appendices are included: (1) Key New Hampshire court decisions on education funding; and (2) Key New Hampshire education legislation. (Contains 21 footnotes.)

Afterschool and competency-based learning are increasingly emerging as student-centered, supportive learning models to prepare students for college and career. This white paper explores the intersection and relationship between these two fields, recommends ideal policy environments for implementing successful programs, provides real-world examples, and shines a spotlight on emerging trends for the future.

This fact sheet explores whether Coös youths' mentor experiences and their academic attitudes and well-being are linked. Authors Kent Scovill and Corinna Jenkins Tucker analyze data from the Coös Youth Study collected in 2008, focusing on seventh and eleventh grade students from all public schools in Coös County, New Hampshire. Of the Coös youth surveyed, 82 percent with a mentor relationship reported believing that they were likely to graduate college, compared to 72 percent of those without a mentor, and 63 percent of Coös youth with a mentor agreed that they could do anything they set their minds to, while 53 percent of youth without a mentor agreed. The authors conclude that, given the benefits of mentor relationships for youth, increased efforts should be made in Coös County to promote and increase the longevity of mentor relationships either informally or through established mentoring programs like Big Brother/Big Sister.

In this brief, authors Kent Scovill and Corinna Jenkins Tucker describe Coös youths' mentor relationships using data from the Carsey Institute's Coös Youth Study collected in 2007. They report that, in 2007, a majority of Coös youth in seventh and eleventh grade (60.2 percent) report having a mentor. In addition, 68 percent of Coös youths' mentors are extended family members, and females are more likely than males to report a mentor relationship. Considering how mentoring relationships can play a crucial role in adolescents' lives, they conclude that efforts to strengthen the capacity for arranged and naturally occurring mentor relationships in Coös County could be strengthened with local and broader support.

We present evidence from an ongoing field experiment in college coaching/mentoring. The experiment is designed to ask whether mentoring plus cash incentives provided to high school students late in their senior year have meaningful impacts on college going and persistence. For women, we find large impacts on the decision to enroll in college and to remain in college. Intention to treat estimates are an increase in 15 percentage points in the college going rate (against a base rate of 50 percent) while treatment on the treated estimates are 30 percentage points. Offering cash bonuses alone without mentoring has no effect. There are no effects for men in the sample. The absence of effects for men is not explained by an interaction of the program with academic ability, work habits, or family and guidance support for college applications. However, differential returns to college and/or occupational choice may explain some of the differences in treatment effects for men and women.

A brief description is provided of ways in which vocational programs have been modified for handicapped students at Portsmouth High School (New Hampshire). Examples are: (1) regular vocational programs with support services and modification curriculum; (2) special vocational programs in which pre-vocational entry level skills are developed prior to integration into regular vocational programs; and (3) self-contained vocational programs designed for the more severely handicapped. Career education and work experience are seen as valuable components to all vocational programs. Twenty-one instructional strategies and curriculum modifications are listed to assist educators in making materials more relevant and appropriate for students with special needs. Using contract grading, evaluating the reading level of materials used, taping lectures, using pictures to describe processes, providing for repetition, and giving only one or two instructions at a time are examples of suggested instructional strategies. In addition, a cooperative effort between vocational instructors and specialists from other subject areas is recommended. (LH)

A brief description is provided of a successful peer tutoring model implemented by Portsmouth High School (New Hampshire) in which student tutors volunteer to work under the direct supervision of the special educator on reading, math, science, and pre-vocational skills. Peer tutor responsibilities on assisting students in reading are presented, with emphasis on tutor training in goals, lessons, and the use of individualized checklists. Organizational studies are advocated as a way peer tutors can aid students in organizing their work and study more effectively. Resource math courses are seen as an opportunity for "reversed mainstreaming" in which peer tutors from regular education programs are integrated into special education programs to facilitate positive peer interaction as well as learning. Positive ramifications of peer tutoring are: additional one-to-one attention to students with special educational needs, shared social experiences, improved self-esteem, decreased disruptive behavior, improved work habits, reduced stigma of special needs, and new and positive peer friendships. The lack of research on grading policies for handicapped students is pointed out, and results of a survey completed by 14 high schools in New Hampshire are summarized. Results reveal a variety of grading and graduation approaches including weighting grades or courses, developing a basic level curriculum geared for students having academic difficulty in the regular classroom, and using goals specified in students' individualized education programs. A list of 10 common concerns about grading (including that parents are not usually receptive toward alternate methods of grading and that teachers need more training on ways to evaluate student ability and progress) was revealed from the survey, and findings emphasized the need for districts to establish equitable policies regarding grading, credits, and graduation requirements for handicapped students.
