The term 'affordable housing' has been rapidly gaining currency over the last decade across Europe, both in policy and research circles. While it is often used as a synonym or close relative of the term 'social housing', more recently it is finding its own definition and policy instruments in specific cities and countries. However, boundaries between both concepts remain unclear. To shed light on recent developments of each of these terms, this paper presents findings from a study commissioned by the European Investment Bank, which investigated current trends in definitions, programmes and policies both in social housing and affordable housing. This paper focuses on findings for England, Italy, Poland and The Netherlands. Methods used included desk research and interviews with key informants in each of the four countries. In addition, in-depth information about Italy and The Netherlands was gathered through stakeholder workshops carried out between September and November 2016. Findings show that affordable housing in all four countries is becoming a more distinct field, in parallel to developments in social housing. In addition, the paper describes some innovative policies undertaken to develop affordable housing solutions. Introduction: The present study was aimed at comparing the antihypertensive efficacy, tolerability, and side effects profile of nebivolol/hydrochlorothiazide (NH) vs irbesartan/hydrochlorothiazide (IH) combination in elderly patients with isolated systolic hypertension (ISH).Methods: 124 ISH patients aged 69.1 ± 5.1 years (mean ± SD) were enrolled by 13 general practitioners in Netherlands and Belgium and randomized in a double-blind fashion to receive either NH (5/12.5 mg day, n = 62) or IH (150/12.5 mg day, n = 62) for a 12-week period. The primary efficacy endpoint of the study was the comparison of the two combinations in terms of sitting office systolic blood pressure (BP) reduction after 12 weeks of treatment. In addition ambulatory BP, 24-h BP variability, tolerability, and safety profile were also investigated.Results: 122 patients were included in the intention-to-treat analysis. After 12 weeks of treatment the reduction of systolic BP with NH was significantly greater than IH (-25.8 ± 12 vs -21.2 ± 14 mm Hg, P < 0.03). Diastolic BP reduction was significantly greater with NH after 4 and 8 weeks of treatment but similar at the end of the study (or after 12 weeks). In contrast, the magnitude of the 24-h, daytime, and nighttime systolic and diastolic BP reduction was almost similar in the two groups, while heart rate reduction induced by NH was significantly (P < 0.001) greater during the 24-h, daytime, and nighttime period than that induced by IH. NH caused a reduction in 24-h BP variability significantly greater than IH (standard deviation -4.4 ± 2.7 vs -2.2 ± 5.1 mm Hg, P < 0.02, variation coefficient -2.0 ± 2.6 vs -0.3 ± 3.4%, P < 0.01). Both treatment regimens were well tolerated.Conclusions: These data provide evidence that NH reduces office BP more than IH but has similar effects on 24-h BP. NH reduces 24-h systolic and diastolic BP variability more than IH, suggesting a greater protective effect on a variable known to adversely affect prognosis.Trial Registration: EU clinical Trials Register identifier, 2010-023104-28.Funding: Menarini International Operations Luxembourg. Mergers among housing associations have become a frequent phenomenon in both the Netherlands and England. The general literature on mergers highlights the need for research to consider the wider political and business environment, managerial motives and strategic choices, to adopt a process perspective and to evaluate outcomes in relation to competing definitions of goals and success criteria. This article applies these perspectives to consider drivers for and experience of housing association mergers in the Netherlands and England, competing motivations such as efficiency savings in relation to borrowing and procurement costs, improved professionalism and organisational capacity and external influence. We discuss the pace and motivations of mergers, the expected positive and negative effects, and actual outcomes. We focus on the impact of mergers on stakeholder satisfaction, housing production and operational costs. Based on our findings we discuss the implications for policies and practice in both countries. Our main conclusion is that the relationship between the size of housing associations and their performance is not straightforward. This is partly because large and small associations are generally trying to do different things in different ways and have contrasting strengths and weaknesses; thus judgements about whether mergers and concentration of ownership in third sector housing is a change for the better are dependent upon considerations of underlying purposes and success criteria. This article contributes to the development of ideas about place leadership by focusing on the role played by housing associations within 'place-shaping networks' in neighbourhoods that have faced a long history of regeneration interventions in two cities in the Netherlands and England. It maps key features of place leadership in comparison with the more established paradigm of network governance. It explores the origins and purpose, content and approaches, and some key challenges faced by each of these perspectives. Longitudinal research on neighbourhood regeneration in priority neighbourhoods in Groningen and Birmingham is used to consider seven themes derived from our conceptual mapping. The article draws some conclusions about the value that place leadership and network governance concepts add to understanding neighbourhood regeneration, and reflects on the notion of 'successful places' as the ultimate outcome of place leadership activities. Theories on network governance constitute a promising approach to a better understanding of complex decision-making and problem-solving. Network theories are increasingly used in housing research. In this paper we present case-study findings on urban regeneration decision-making in Groningen, a medium-sized city in the North of the Netherlands. We used a network governance approach as an analytical framework. Social landlords and local government in Groningen have been collaborating in urban regeneration processes for many years. In 2006 negotiations between these actors on a renewal of the Local Urban Regeneration Covenant ran into difficulties and encountered seemingly insurmountable differences of opinion. These difficulties were largely caused by the increased complexity of the decision-making process, the large number of actors involved and a shift in focus from ‘bricks-and-mortar’ investments to a more balanced approach including social and economic aspects of urban regeneration. In this paper we analyse decision-making on urban regeneration policy in Groningen over the past 10 years. The outcomes of the case study demonstrate the usefulness of the network approach as a framework to analyse decision-making processes. In the past 15 years Dutch housing associations have undergone a transformation from strictly regulated and heavily subsidized organizations to financially and administratively independent enterprises. This transformation has sparked a lively debate on regulation and the role of the government in social housing. There is a broad consensus that something needs to be done about the operations of housing associations in the Netherlands. Hence, their position and performance are a current topic of discussion in the Dutch Parliament. In this paper we examine public management from a network perspective. We envisage the policy environment as a network of players and explore three key concepts: "multiformity", "closed-ness" and "interdependence". The government is not the dominant party in this scenario, but one of several players with their own specific goals and resources. To be sure of a good performance, instruments of governance need to be in tune with the characteristics of the network. This paper discusses the instruments applied in the Dutch social housing network and uses the results of a case study in The Hague to illustrate the efficacy of the network perspective in social housing analyses and to highlight the strengths and weaknesses of the current governance structure.
