The importance of conserving migratory populations is recognized across a variety of ungulate taxa, yet the demographic benefits of migration remain uncertain for ungulate populations that exhibit partial migration. We hypothesized that migratory pronghorn (Antilocapra americana) would experience greater survival compared to residents by moving longer distances to avoid severe winter weather and access higher quality forage. We used a Bayesian time‐to‐event approach to analyze the fates of 175 radio‐collared adult female pronghorn monitored over 8 biological years (2004–2011) in the Northern Sagebrush Steppe ecosystem. Annual survivorship of migratory pronghorn was 7% higher on average compared to residents but not statistically different. Migratory pronghorn had higher survivorship in summer and winter compared to residents, and few mortalities were observed during the short autumn and spring migration periods. Mortality risk for both movement tactics intensified under more severe winter weather; winter weather severity alone best explained annual pronghorn mortality risk. The top model predicted survival rates to decline on average by 56% over the range of observed winter climatic conditions. To minimize human impacts to pronghorn during extreme climatic events, we recommend working with transportation departments and land managers to enhance pronghorn crossings of roads and railroads, and landholders to modify fences to wildlife‐friendly standards. © 2020 The Authors. Few studies have examined differential responses of partially migratory ungulates to human development or activity, where some individuals in a population migrate and others do not. Yet understanding how animals with different movement tactics respond to anthropogenic disturbance is key to sustaining global ungulate migrations. We examined seasonal resource selection of a partially migratory population of pronghorn (Antilocapra americana) in the Northern Sagebrush Steppe of Alberta, Saskatchewan, and Montana from 2003 to 2011. We developed step‐selection functions (SSF) for migrant and resident pronghorn during the summer and winter at two spatial scales (second order and third order) and then integrated SSFs across scales to estimate pronghorn responses to fences and subsequent habitat loss from these features while accounting for responses to other resource use. Both migrant and resident pronghorn showed the strongest responses to natural and anthropogenic features at the second order and weaker responses at the third order. Selection responses of migrant and residents differed the most in response to normalized difference vegetation index, topography, and anthropogenic features. Seasonally, selection for intermediate greenness was strongest in summer, whereas avoidance of roads strongly influenced winter resource selection of both tactics. Both migrant and resident pronghorn showed strong avoidance of fencing at both spatial scales during summer and winter. Model predictions with complete removal of fences from the landscape (i.e., natural conditions) predicted an increase in the area of high‐quality habitat of 16–38%. In contrast, doubling fence density on the landscape decreased the amount of high‐quality habitat by 1–11% and increased low‐quality habitat by 13–21%. Our results suggest that pronghorn winter and summer ranges can be improved by reducing the density of fences on the landscape, or mitigation measures to enhance fence crossings, to alleviate the indirect loss of habitat for this important endemic prairie species. Rewilding is an increasingly popular approach to ecosystem-level restoration whereby strengthening ecosystem resilience and functionality is achieved through restoring previously extirpated species and/or ecological processes. Although rewilding has been broadly applied in many systems globally, there are limited examples that use sociological information to inform multi-species restoration efforts under this paradigm. We surveyed Montana, USA residents representing five stakeholder groups (local ranchers, statewide ranchers, rural residents, urban residents and members of conservation organizations) to assess public attitudes and behaviors towards a suite of species and ecological processes targeted for multi-species restoration in the Northern Great Plains. We also evaluated levels of public support for conservation incentive programs that are commonly used as a mechanism to increase restoration potential on private lands. We found that there were differences in how stakeholders perceived and behaved towards species subject to or targeted for restoration. Species perceived as potential risks to humans and livestock, or possessing regulatory constraints, yielded more negative attitudes, had increased potential for negative behaviors, and support for incentives for those species was lacking. Conversely, we found that stakeholder attitudes towards conserving migration as an ecological process were generally favorable. Our results illustrate how using public tolerance as a metric of social suitability will reveal barriers to acceptance for individual species restoration as well as insights into potential mechanisms for increasing public support for rewilding. More broadly, our study highlights how achieving rewilding in working lands will require community engagement to increase public support and continued assessments of social processes that may limit multi-species restoration. Barbed and woven wire fences, common structures across western North America, act as impediments to wildlife movements. In particular, fencing influences pronghorn (Antilocapra americana) daily and seasonal movements, as well as modifying habitat selection. Because of fencing's impacts to pronghorn and other wildlife, it is a potentially important factor in both wildlife movement and habitat selection models. At this time, no geospatial fencing data is available at regional scales. Consequently, we constructed a regional fence model using a series of land tenure assumptions for the Hi-Line region of northern Montana--an area consisting of 13 counties over 103,400 km(2). Randomized 3.2 km long transects (n = 738) on both paved and unpaved roads were driven to collect information on habitat, fence densities and fence type. Using GIS, we constructed a fence location and a density model incorporating ownership, size, neighboring parcels, township boundaries and roads. Local knowledge of land ownership and land use assisted in improving the final models. We predict there is greater than 263,300 km of fencing in the Hi-Line region, with a maximum density of 6.8 km of fencing per km(2) and mean density of 2.4 km of fencing per km(2). Using field data to assess model accuracy, Cohen's Kappa was measured at 0.40. On-the-ground fence modification or removal could be prioritized by identifying high fence densities in critical wildlife areas such as pronghorn migratory pathways or sage grouse lekking habitat. Such novel fence data can assist wildlife and land managers to assess effects of anthropogenic features to wildlife at various scales; which in turn may help conserve declining grassland species and overall ecological functionality.

Terrestrial long-distance migrations are declining globally: in North America, nearly 75% have been lost. Yet there has been limited research comparing habitat suitability and connectivity models to identify migration corridors across increasingly fragmented landscapes. Here we use pronghorn (Antilocapra americana) migrations in prairie habitat to compare two types of models that identify habitat suitability: maximum entropy (Maxent) and expert-based (Analytic Hierarchy Process). We used distance to wells, distance to water, NDVI, land cover, distance to roads, terrain shape and fence presence to parameterize the models. We then used the output of these models as cost surfaces to compare two common connectivity models, least-cost modeling (LCM) and circuit theory. Using pronghorn movement data from spring and fall migrations, we identified potential migration corridors by combining each habitat suitability model with each connectivity model. The best performing model combination was Maxent with LCM corridors across both seasons. Maxent out-performed expert-based habitat suitability models for both spring and fall migrations. However, expert-based corridors can perform relatively well and are a cost-effective alternative if species location data are unavailable. Corridors created using LCM out-performed circuit theory, as measured by the number of pronghorn GPS locations present within the corridors. We suggest the use of a tiered approach using different corridor widths for prioritizing conservation and mitigation actions, such as fence removal or conservation easements.
