Why is it that U.S. citizens at the border between Mexico and the U.S. show a distinctive set of foreign policy orientations? In fact, why is it that residents of this border show a distinct lack of interest in international affairs and organizations? A representative survey of El Paso, TX residents tests the following counterintuitive hypotheses: (1) reliance on major English language broadcast news networks as opposed to non-English news or non-broadcast news increases the likelihood that residents have a strong local identity; (2) that those who make border crossing a daily part of their lives are more likely to have a strong local identity; (3) the respondent?s national identity and local identity are unrelated to how strongly cooperative internationalist the respondent will be; and (4) that support for militant internationalism is negatively related to affinity towards Mexicans among border residents. A representative survey of El Paso, Texas residents tests the following counterintuitive hypotheses: (1) Those who share a strong borderlands identity are the most likely to hold essentially isolationist attitudes; (2) Affinity for Mexicans and Mexico is inversely related to cooperative internationalist attitudes; and (3) Those most integrated into the local socio-political system will be the most economically protectionist. Migration has been taken as a key issue in the recent Mexican foreign policy. It is important to analyze the interests of the Mexican government as well as the strategies planned for achieving those interests in order to understand the actions and reactions of the Mexican government. It is necessary to understand the basis of the proposal for a Bilateral Agreement between Mexico and the United States, as well as the national and external events that have influenced the course of the bilateral negotiation of the agreement.
