Objective: the aim of this paper is to test a sociology of welfare; that is, two analytical tools are argued to gain an understanding of the sociological content of welfare: 1) the identification of the forms of social precariousness existing in Mexico; 2) the idea of the continuum of inequality of violence and its visibility. Methodology: in defending their theory, the authors use analytical and qualitative sociology as a methodological perspective, where classical concepts of sociology function as reflexive tools to promote the elaboration of a qualitative, critical and normative thinking around the forms of precariousness and their opposite, welfare. Results: presented in two sections: 1) The emergence of violence as a structure for the precariousness of life, a section that reflects on the increase in the forms of violence and their importance when addressing the issue of well-being; 2) Analysis of the forms of social precariousness, which proposes a matrix of the main forms of precariousness that actually exist in Mexico, where the elements of the continuum of inequality of violence are identified. Conclusions: it is proposed that a qualitative sociological knowledge of social precariousness and violence, of the forms and dynamics of social action is necessary to understand the substantive meaning of welfare; useful knowledge to guide public actions in favor of welfare in democratic societies, especially to test innovation in the design of social policies. This article examines how María Guadalupe Urzúa Flores worked to consolidate her leadership and political ascent in Mexico's Confederación Nacional Campesina (CNC, "National Confederation of Peasants"), and in the Partido Revolucionario Institucional (PRI, "Institutional Revolutionary Party") during her time as Director of the CNC's Secretariat of Women's Action. It explores the process through which women became affiliated to the PRI In the decade of 1950, and identifies the social policies that the Secretariat of Women's Action strove to have implemented from 1953 to 1955; two key years for the political participation of women in Mexico. El artículo tiene como propósito estudiar las condiciones de pobreza en México y en los estados de la frontera norte empleando las bases de datos de: a) los Estudios de Línea de Base y Seguimiento en 31 y 25 ciudades; y b) de Evaluación de Impactos en 40 ciudades, ambos del Programa Habitat, aplicados en 2002, 2003 y 2004. El in es detectar el aumento o la disminución de la pobreza y del grado de marginación en los barrios encuestados, infiriendo a partir de estos resultados las trayectorias recientes que han seguido los barrios de escasos recursos en las ciudades de la frontera norte del país. Se establece un marco histórico y otro conceptual orientado a explicar las razones de la adopción de la política social y de combate a la pobreza. Asimismo se analizan la evolución del crecimiento y la distribución del ingreso en los estados de la frontera norte, durante los últimos años del siglo xx y primeros del nuevo milenio. Dicho análisis arrojará algunas conclusiones en torno a la evolución reciente de la pobreza para la formulación de políticas económicas eficientes y, también, como base a estudios posteriores de corte transversal y longitudinal de carácter econométrico que profundicen sobre sus causas y trayectorias. There are multiple forms and representations to define poverty, as well as a wide assortment of methods to measure it; nevertheless, this has not been reflected in decreasing this social problem. Based on that, the aim of this work is to show the existing interrelationship between the different conceptualizations and methodologies used to measure poverty and the social policy developed by the Mexican government, from the seventies of the previous century to the beginning of the 21st century.
