The article argues that targeted tax incentives are bad in the long run for businesses and communities. Established businesses tend to bear the burden of financing the cuts for newcomers. Memphis (Tenn.)'s Payment-in-Lieu-of-Tax program is a case in point, with employment rates and city revenues falling since the program was implemented. The author suggests low taxes for all will lure businesses and keep city economies profitable.
