The article takes up the issue of partnerships in the knowledge age, with particular reference to the Education Guarantee Scheme (EGS), an initiative for universal primary education adopted by the state of Madhya Pradesh in India. According to the author, EGS is an innovation in public policy built around the idea of partnership redefining the way government does business in the primary educations sector. The article then seeks to demonstrate the need for lateral thinking so as to make development tasks achievable in the short-term and to privilege ideas and innovation.
