It is generally felt in the water resources community that the most significant twenty-first century public works projects will be those undertaken to correct environmental damage caused by twentieth century projects. A second axiom is that the switch from economic development to restoration and mitigation, what we call redemption, often will be precipitated by disaster. Finally, it must be expected that the repair project will cost far more than the initial public investment but also may have economic revitalization potential far exceeding anticipated environmental benefits. We examine this cycle for the federally funded Mississippi River Gulf Outlet (MRGO) navigation project east of New Orleans, beginning with its much heralded birth in 1963 as a 122 km long free-flowing tidal canal connecting New Orleans to the Gulf of Mexico and ending with its recent de-authorization and closure. We track the direct and indirect effects of the project through its commercial failure, and then on to the official denial, the pervasive environmental impacts, and finally exposure of its role in flooding New Orleans during Hurricane Betsy in 1965 and more seriously during Hurricane Katrina in 2005. Post de-authorization planning to curtail continuing environmental and economic damage now offers an opportunity to apply lessons that have been learned and to reinstate natural processes that were disrupted or interrupted by the MRGO during the half-century of its operation. One surprising outcome is that the restoration program may turn out to be more commercially successful than the original navigation project, which was conceived as an agent of economic transformation. The U.S. Army Core of Engineers still does not acknowledge, even in the face of compelling scientific evidence, that the MRGO project was a significant cause of early and catastrophic flooding of the Upper and Lower 9th Wards, St. Bernard Parish, and New Orleans East during Hurricane Katrina. A modeling effort that removed the MRGO from the landscape, and restored the cypress swamps and marshes killed by the MRGO, reduced flooding from Hurricane Katrina by 80%. We conclude that the MRGO spelled the difference between localized flooding, and the catastrophe that killed 1464 people and inflicted tens of billions of dollars of property damages. If the MRGO-caused economic damages associated with Hurricanes Betsy and Katrina are combined with those of construction, operation and maintenance, and wetlands destroyed, then the total economic cost of the MRGO is in the hundreds of billions of dollars. Two explicit landscape simulation models were used to investigate habitat shifts in coastal Louisiana due to varying river forcing and sea level rise scenarios. Wetland conversion to open water and yearly shifts of marsh habitats in two contrasting estuarine regions were examined; the Atchafalaya delta which is a prograding delta area with strong riverine input, and the Barataria Basin is a regressive delta with high wetland loss which is isolated from riverine input. The models linked several modules dynamically across spatial and temporal scales. Both models consisted of a vertically integrated hydrodynamic model coupled with process-based biological modules of above and below ground primary productivity and soil dynamics. The models explored future effects of possible sea level rise and river diversion plans for 30 and 70-year projections starting in 1988. Results showed that increased river forcing had large land preservation impacts, and indicated that healthy functioning of the Mississippi Delta depends largely on inputs of freshwater, nutrients, and sediments in river water. Phragmites australis is a globally distributed wetland plant. At the mouth of the Mississippi River, P. australis on natural levees of the network of distributary channels appears to increase the flow in the deep draft navigation channel, which, in turn, may reduce the sedimentation and benefit the navigation dredging. For several years, P. australis has been dying in the Mississippi River's Bird's Foot Delta, which appears to be shortening the distributary channels and increasing the lateral flow from the remaining portions. A conceptual model based on D-FLOW FM was applied to calculate channel sedimentation in a series of idealized deltaic systems to predict the consequences of P. australis dieback and other factors that diminish the delta complexity, such as sea-level rise and subsidence, on sedimentation in the distributary channels. Channel complexity in each system, which was quantified with an index ranging from 0 to 10 that we developed. Model results indicate that sedimentation was insensitive to the channel complexity in simple deltas but was sensitive to the channel complexity in complex deltas, such as the current Mississippi River Delta with extensive P. australis. Channel sedimentation remains stable from 0 until the channel complexity index reaches 6. In more complex deltas, the sedimentation decreases rapidly as the channel complexity increases. The sedimentation is also affected by waves, river discharge, sediment concentration, grain sizes, and bed level. River managers in Louisiana may benefit from new models based on bathymetric data throughout the Bird's Foot Delta; data on the effects of the P. australis belowground biomass on bank erodibility across a range of current velocities; and data on the effects of P. australis stem density, diameter, and height on the lateral flow across a range of river stages and tidal stages to help them decide how much to respond to Phragmites dieback. Options include increased navigation dredging, increased restoration of the channel complexity via a thin layer of sediment deposition on natural levees and the planting of more salt-tolerant vegetation on natural levees. Climate change forcings are having significant impacts in coastal Louisiana today and increasingly affect the future of New Orleans, a deltaic city mostly below sea level, which depends on levee and pumps to protect from a host of water-related threats. Precipitation has increased in the Mississippi River basin generally, increasing runoff, so that in recent years the Mississippi River has been above flood stage for longer periods of time both earlier and later in the year, increasing the likelihood that hurricane surge, traditionally confined to summer and fall, may compound effects of prolonged high water on river levees. The Bonnet Carré Spillway, just upstream of New Orleans has been operated more often and for longer periods of time in recent years than ever before in its nearly 100-year history. Because all rain that falls within the city must be pumped out, residents have been exposed to interior flooding more frequently as high-intensity precipitation events can occur in any season. A sustainable path for New Orleans should involve elevating people and sensitive infrastructure above flood levels, raising some land levels, and creating water storage areas within the city. Management of the lower Mississippi River in the future must include consideration that the river will exceed its design capacity on a regular basis. The river must also be used to restore coastal wetlands through the use of diversions, which will also relieve pressure on levees. [ABSTRACT FROM AUTHOR]

The objectives of this study were: (1) to carry out a baseline study of water quality parameters in the Maurepas forested wetland in Louisiana, USA; and (2) to estimate potential nitrate uptake of a proposed Mississippi River diversion into the wetland. Water sampling trips were carried out monthly from April to October 2000. Average water quality parameter concentrations and ranges were: nitrate 0.008 mg-N l−1 (non-detectable (n.d)-0.143 mg-N l−1); ammonium 0.007 mg-N l−1 (n.d-0.048 mg-N l−1); total nitrogen 0.577 mg-N l−1 (0.193–1.285 mg-N l−1); phosphate 0.034 mg-P l−1 (n.d-0.369 mg-P l−1); total phosphorus 0.055 mg-P l−1 (0.022–0.424 mg-P l−1); total suspended sediment 16 mg l−1 (4–101 mg l−1), salinity 3‰ (0–12‰), and chlorophyll a 11 μg l−1 (1–31 μg l−1). A UNET hydrodynamic model was constructed to predict hydrologic patterns as diverted water flowed through the Maurepas swamp. The study area was divided into 53 storage cells based on topographical features that mostly consisted of natural bayous and degraded artificial levees. Nitrate loading was high in the initial cells and removal efficiencies were on the order of 40–70%. Loading in subsequent cells was much lower and simulated nitrate retention was greater than 90%. Since most nutrients will be retained in the swamp, the proposed diversion of Mississippi River water should not cause adverse water quality conditions or extreme or persistent algal blooms in the Lake Maurepas. Abstract: Louisiana has had a high rate of coastal wetland loss due mainly to the isolation of the Mississippi River from the deltaic plain. We conducted a feasibility analysis of using once-through, non-contact industrial cooling water for restoring subsiding forested wetlands in coastal Louisiana. We considered the impacts of heated water and high nutrient and sediment concentrations. River diversions introduce sediments and nutrients to stimulate the productivity and accretion of coastal wetlands. Since increases in sediments and nutrients can cause water quality problems, we analyzed the assimilative capacity of the swamp. Based on a loading rates analysis, we estimated that the following nutrient reductions would occur: 75% for NO3, 50% for TN, 60–75% for TP, and 100% for suspended sediments. Because of the concern of impacts from heated water, it is likely that the temperature of the cooling water will have to be decreased before discharge. Altering the duration and location of the discharge are ways to minimize the impact of temperature. We recommend that a pilot study be carried out to determine the effects of heated water on the functioning of the system, the retention of sediments and nutrients, and the impacts of different discharge scenarios.
