The article looks at reasons why rebuilding the city of New Orleans, Louisiana after Hurricane Katrina is in U.S. national interest. New Orleans is one of the busiest ports in the U.S. If nothing is done shortly then port facilities and all the energy-producing infrastructure in the Gulf of Mexico will be at risk due to continued land loss. The author looks at the cost of rebuilding energy and port infrastructure elsewhere if New Orleans was not rebuilt.
