In this paper we explore the tensions in metropolitan-level governance between strategic planning and desires for political decentralisation. We do this through a threepart analysis. First, we focus on the 2008 election strategy of Boris Johnson to become Mayor of London, with its aim of gaining suburban votes and giving more autonomy to the local borough level. We then look at the impacts of this campaign on electoral results; and, finally, we look at the outcome of the Outer London Commission, which was set up by the Mayor after the election to deal with strategic issues concerning London's suburbs. We find that a strategic intent to benefit suburban residents and the decentralisation of power to the boroughs are contradictory and have led to a policy stalemate. [ABSTRACT FROM AUTHOR]

The article focuses on the legacy promise of the 2012 London Olympic Games in London, England. It says that the concept of legacy is not expressed and not included in different aspects. It mentions that another difficulty in assessing the legacy of Olympic Games is the development of the games in financial and planning process. It notes that the arrangement for legacy issue was also bringing new approach, the Olympic Legacy Co. (OPLC) which reviewed the Legacy Masterplan. Moreover, it adds that Olympics could viewed as a contributing factor to the regeneration process of the country, wherein it provides urgency to the decision-making process.

The article informs that London, England's Millennium Dome on the Greenwich peninsula is the home for Great Britain's most important millennium festival. It is intended to demonstrate to the world the country's creativity and ingenuity. During its construction the Dome was described as the largest development project in Europe. However, despite its importance, it has been built as an isolated project, divorced from any strategic planning context. As this article will show, this lack of contextual thinking led to considerable difficulties and lost opportunities.

Abstract. This article starts from the premise that institutional arrangements have a strong influence on economic growth. It takes the case study of London and shows how the major shifts in the governance of London have altered the context within which decisions are made, using the example of urban policy. There has been increasing complexity in institutional arrangements over the last decade involving fragmentation, centralisation and weakening of local democracy. The dilemmas posed by these trends are explored through three aspects of recent change: the abolition of the Greater London Council, the development of city marketing and the competitions for urban regeneration funding.
