This paper is the second of two. In the first (this issue) the authors described a system (Framework for Invention), analogous with the Code of Practice (DfE, 1994a), for dealing with behaviour problems. The current paper describes the links between the underlying philosophy and practice of the Framework and the principles of quality management. Roots in psychology and sociology, as well as the practice and evidence from educational psychology, are cited. The paper concludes with a brief note on the relationship of Framework for Intervention with current views on inclusive education. [ABSTRACT FROM AUTHOR]
