Global-scope scientific journals have played an important role in upholding a colonial legacy of north-south inequities in ornithology, and they now have a key role to play in increasing equity in scientific publishing. We explore common barriers faced by ornithologists in the Neotropics (Latin America and the Caribbean) and suggest priority actions that Ornithological Applications, Ornithology, and other global-scope ornithological journals can take to increase equity in publication and research uptake. Among the most important problems, we identified (1) restrictive (and north-biased) criteria for assessing research “importance” and “novelty,” (2) the high publication costs of the Author Pay (Gold) Open Access model, (3) language hegemony, (4) under-representation of ornithologists from the Neotropics on editorial boards and as lead authors on invited articles, and (5) lack of attention to ethics of collaboration and citation. We recommend that Ornithological Applications, Ornithology, and other global-scope ornithological journals (1) adjust their criteria for publication with the aim to publish all scientifically robust and ethically rigorous ornithology research submitted by first authors based in the Neotropics, including negative results and articles on basic biology; (2) maintain or create options for free or low-cost publication; (3) offer the option of a submission and review process in Spanish (and possibly other languages in the future); (4) increase the representation of ornithologists based in the Neotropics (especially women and those belonging to other marginalized groups) in core editorial teams and on editorial boards; and (5) introduce structured reflexivity statements, in which authors declare how local scientists were involved in the research and how equity was promoted in the collaboration that resulted in the manuscript. For these changes to be broadly effective in the long term, ornithologists across the Global South, and Indigenous, Brown, and Black ornithologists globally, should play lead roles in designing, implementing, and assessing the effectiveness of journal policies and programs. Purpose: This is a comparative investigation of how university libraries in the United States, Canada and Spanish-speaking Latin America are responding to predatory publishing. Design/methodology/approach: The Times Higher Education World University Rankings was used to identify the top ten universities from each of the US and Canada, as well as the top 20 Spanish-language universities in Latin America. Each university library's website was scrutinized to discover whether the libraries employed scholarly communication librarians, whether they offered scholarly communication workshops, or whether they shared information about scholarly communication on their websites. This information was further examined to determine if it discussed predatory publishing specifically. Findings: Most libraries in the US/Canada sample employ scholarly communication librarians and nearly half offer workshops on predatory publishing. No library in the Latin America sample employed a scholarly communication specialist and just one offered a workshop addressing predatory publishing. The websites of the libraries in the US and Canada addressed predatory publishing both indirectly and directly, with US libraries favoring the former approach and Canadian libraries tending towards the latter. Predatory publishing was rarely addressed directly by the libraries in the Latin America sample; however, all discussed self-archiving and/or Open Access. Research limitations/implications: Brazilian universities were excluded owing to the researchers' language limitations. Data were collected between September 15 and 30, 2019, so it represents a snapshot of information available at that time. The study was limited to an analysis of library websites using a fixed set of keywords, and it did not investigate whether other campus units were involved or whether other methods of informing researchers about predatory publishing were being used. Originality/value: The study reveals some best practices leading to recommendations to help academic libraries combat predatory publishing and improve scholarly publishing literacy among researchers. If science is a human right, according to the United Nations' (UN) Declaration on Human Rights, then open science (OS) is also one and, by thinking in such a way, we can start enabling society in general to know about, share and harness the possibilities of scientific developments while educational institutions finally fulfill their social mission. Fortunately, trends indicate that, although slowly, but steadily, OA is growing - the number of scholarly documents in OA is growing and the total number of OA journal titles that are present in the most popular bibliometric indexes. By doing that, it actually detracts researchers from engaging in real OA practices, such as self-archiving their work, supporting OA journals or at least trying to publish under green OA journals. Drawing on de Sousa Santos's work on Epistemologies of the South (2014), this paper critically examines the patterns of publication in higher education studies in mainstream and non-mainstream journals in Latin American between 2000 and 2015. An analysis of 1370 papers—130 indexed in the Web of Science (WoS) core collection indexes and 1240 indexed in the Scientific Electronic Library Online index (SciELO)—indicates that Latin American academics are engaged in lively practices of publication. However, a dual pattern of publication is identified, characterised by researchers extensively publishing in non-mainstream journals and also maintaining a presence in mainstream journals. Issues related to language, rankings and prestige, the North/South divide, the distinction between hard/basic and soft/applied sciences and the nature of higher education studies are used to explain such a pattern. Although there is a tense process of securing a dual epistemic recognition, there is also a positive tension that involves collaboration across a plurality of knowledges. Finally, this paper offers the concept of zones of epistemic influence, which opens spaces for an ecology of knowledges in which knowledges from both the North and the South constitute a new assemblage that accords due weight to a plurality of epistemic interests. The evolution in scientific production and collaboration of Venezuela is discussed, identified as a country that has been characterized by the loss of leadership in recent years. The universe of analysis is composed by 1.117 Ibero American open access journals indexed by the database redalyc.org with over 250.000 articles in a period of 10 years (2005-2014). The fall of Venezuelan science is seen from mainstream science databases (in Scopus, through SJR, it showed 1.857 papers in 2005 that represented 3,4% of the region. In 2014 it had 1.592 papers, that accounted for 1,44% of the region. That is, it had a drop of -14,27%) and from Redalyc (which it had 875 articles in 2005 that they accounted for 5,5% of the region; in 2014 had 791 articles, which represented 3.0% of the region. So, it fell -9,6%); this database allows further appreciation about a high rate of concentration in the scientific and editorial production of Venezuela, as well as an endogenous behavior in terms of production and collaboration. The article presents the author's response to scholar Marília Carvalho's viewpoint article on a Latin American perspective on the journal "Gender and Education," highlighting ways in which the journal can address Carvalho's concerns regarding a lack of perspectives from the global South in the journal. Topics addressed include efforts to promote more global coverage and seek articles from outside of Great Britain, research on policy issues, and the journal's feminist viewpoint on knowledge.

The review of the terms used as keywords in three journals (published in Mexico and Chile) and the Brazilian meetings of regional and urban research are used to analyze the trends in housing research. Their dynamics are interpreted in the light of the general changes identified for urban and regional research, synthesized by other authors as the emergence of new research topics and agents of urban change (civil society, participation, environment, gender) and the process of globalization (in its facets of productive restructuration, job flexibility, social exclusion) as a general framework of analysis. It is found that the central themes of research in housing relate primarily to government action in housing. New concerns, such as citizen participation, the environment or gender are linked to these actions as normative elements to the evaluation of programs or policies, but not as autonomous fields of study of the housing.In addition to this central concern, a significant growth of academic production and some indication of the internationalization of research are mentioned. This article studies the strategies for visibility of some of the most outstanding publications from Mexico, Venezuela, Brazil, Chile, Argentina, and Colombia, and the relationship between open access and the visibility of these journals. By means of in-depth interviews with the editors, we explored their indexing and circulation strategies and examined certain organizational and contextual variables that may have helped them to remain in circulation. We also considered whether a combination of electronic publication and open access to the contents of the journals have increased the visibility of science from these developing countries. When these journals were not available electronically, even if they were distributed at no cost, their distribution was necessarily selective, and one could not properly speak of open access; once they were put on the Web, however, they became widely available at no cost to the reader. The article provides statistical information regarding article submissions received between May 1, 2008 and April 30, 2009, as well as regarding the peer review process, by the journal "Latin American Research Review." The journal received 120 manuscripts during the period, the majority from the U.S., Brazil, and Argentina. Authors were associated with academic disciplines such as cultural studies, political science, and sociology. The journal's involvement at the Rio Congress of the Latin American Studies Association is discussed.

The topics addressed in this issue are presented including the relationship between higher education policies in Venezuela, the communication of academic research and the production of academic knowledge.

The article presents the author's response to scholar Marília Carvalho's viewpoint article on a Latin American perspective on the journal "Gender and Education." The author discusses her perspective as an educational researcher from Northern Europe and discusses conditions for researchers contributing to the journal from Nordic countries such as Finland, Denmark, and Sweden. She addresses reasons for a perceived dominance of northern, Anglo perspectives in the journal.

The article focuses on the rise in the impact factor of the periodical "Revista Brasileira de Psiquiatria (BRP) by 1.225 in 2007 to 1.318 in 2008, according to news issued by the Institute of Scientific Information (ISI) Web of Knowledge. It states the plan of the periodical to reform the online management system of the editorial process by shifting to ScholarOne Manuscript process. The authors express hope that such developments will encourage Brazilian and Latin American researchers to submit their studies and peer reviews to RBP.
