In response to non-communicable diseases (NCDs) in Latin America, governments have introduced impressive prevention programmes However, the purpose of this article is to better explain why several governments have yet to address arguably the 'root of the problem': i.e. implementing effective regulatory policies restricting the food industries' ability to market and sale their products. Introducing a political science analytical framework merging international relations and domestic politics theory, this article claims that most governments have failed to achieve this process because of their reluctance to transfer their beliefs in human rights to health from the area of NCD prevention to regulation, thus achieving what the author refer to as 'normative transferability'. The research design for this study entailed a documentary analysis of 44 qualitative primary and secondary documentary data sources (combined), i.e. articles, books, policy reports and the usage of these data sources for a comparative case study analysis of Chile, Brazil and Mexico. These qualitative data sources were also used to illustrate the potential efficacy of the author's proposed analytical framework, developed from the political science and public policy literature. Quantitative epidemiological data from the World Health Organization global health observatory were used to provide a contextual backdrop of the obesity and diabetes situation in these countries. Comparing these three countries, Chile was the only one capable of achieving 'normative transferability' due to a strong linkage between activists, supportive institutions and policy advocates within government viewing regulatory policy as a human right to protection from aggressive industry marketing and sales tactics. To better understand differences between nations in achieving normative transferability processes and effective NCD regulatory policy outcomes, political scientists and public health scholars should work together to develop alternative analytical frameworks in the commercial determinants of health. The purpose of this research was to determine cases of transatlantic networks constructed from the collaborations of co-authorships, in publications of the Tierra Nueva Publishing House and to identify each of the egonets as units of epistemological analysis and the invisible schools and to track the ecumenical networks in order to reconstruct the political-religious perspective of the history of the Latin-American ideas, that is to say, the configuration of a "time or age discourse". The method used to process the information consisted of using a Name Generator "of those who published books and magazine articles and their co-authorship". The software UCINET VI was used for the analysis of the social networks. With this purpose 153 authors were analyzed, 63 books were published by Tierra Nueva publishing house in the 1970s, as well as in a numbers of journals: Latin-American Cards (1974), Christianity and Society (1970-1975) and Notebooks Journals about Christianity and Society (1976-1981). This procedure allowed to conclude characteristics of the networks between Europeans and Americans in the publications of co-authorship in Tierra Nueva Publishing House. Every egonet is an example of "thematic projections" that allows to understand the problematic of the period studied. the egonets do not represent isolated ideas and hypothesis but rather "invisible schools" that favored a time research program and that would generate a time or age discourse. Context: Little is known about the political, institutional, and social contexts contributing to a decline in food and beverage industry power and influence over fiscal policy (soda taxes) and regulatory policy (sales/advertising restrictions and food labels). This article addresses this issue by exploring why Mexico and Chile eventually saw such a decline in the food and beverage industry's influence, whereas a similar decline did not occur in Brazil. The article argues that in Mexico and Chile, these outcomes are explained by presidential, congressional, and bureaucratic interests shifting to pursue policies that went against industry preferences., Methods: This article took a qualitative methodological approach to comparative historical research., Findings: Policy makers' interest in pursuing stronger food and beverage regulations were shaped by economic and public health concerns, new electoral contexts, epidemiological information, and normative beliefs. In Mexico, the infiltration of nutrition researchers within government facilitated this process. By contrast, Brazil's government was divided about pursuing regulatory policies, with presidents favoring partnerships with industry to implement a popular antihunger program; industry's power endured there with limited progress in policy reforms., Conclusion: Governments can eventually overcome industry power and policy influence, but it depends on a whole-government commitment to reform., (Copyright © 2025 by Duke University Press.)
