Abstract

The OECD Future of Education and Skills 2030 (E2030) project's overall goal is that of looking to the future in terms of how school curricula should evolve given the technological advances and other changes that societies are now facing. Towards that end, the E2030 project centres on the idea that education needs to equip students with the knowledge, skills, attitudes and values they need to become active, responsible and engaged citizens. Mathematics is considered a highly relevant subject for achieving the above stated goals, as such it requires further and more detailed analysis. As a result, it has been chosen as one of the E2030 project's subject-specific analyses. The project has been named the Mathematics Curriculum Document Analysis (MCDA) study as per the request of participating countries. This working paper presents the findings of the MCDA study, which involves participants from 19 countries and jurisdictions.

2. Examining a Congruency-Typology Model of Leadership for Learning Using Two-Level Latent Class Analysis with TALIS 2018. OECD Education Working Papers, No. 219

Abstract

Are teachers and principals aligned in their perceptions of the core components of the theory of Leadership for Learning across countries, or are there subgroups of schools in which there is misalignment? The purpose of this study is to examine the extent to which a congruency-typology model of leadership for learning is distributed across countries/economies using the TALIS 2018 dataset through examining the interaction of significantly different subgroups of teacher and principal responders through using multilevel latent class analysis (LCA) with a cross-level interaction. I analyse data from lower secondary schools of n=152 635 teachers in 9 079 schools and their principals across 47 countries/economies. Currently in the research literature on school leadership, leadership for learning has emerged as a framework to bring together managerial, transformational, distributed, and instructional leadership. Yet little is known about leadership for learning across national contexts. This study 1) maps the TALIS 2018 survey items to the current literature and surveys for leadership for learning, 2) then details the methods and analysis framework to examine if there are multiple significantly different types of teachers, principals, and schools from a leadership for learning theory framework. The final model 3) identifies a three-group teacher typology and a three-group principal typology, linking these types to school context, covariates, as well as teacher and principal training and experience. Results relate directly to the intersection of research, policy, and practice for training and capacity of school leaders across 47 countries/economies globally.

Abstract

This article presents the results of the study of the morphological composition of municipal solid waste (MSW) from the landfill of Atyrau city, and the waste's energy characteristics and presence of microorganisms, including bacteria, fungi and viruses. This study was carried out under a government order to determine the feasibility of recycling accumulated and incoming waste into electricity and its hazard to the environment and the workers involved in handling it. At the moment, there is no MSW recycling in Kazakhstan, which has led to the accumulation of more than 125 million tons of waste with an annual increase of 5 million tons. The research included four major cities (Almaty, Shymkent, Atyrau and Astana), which were selected not only on the basis of population, but also because the cities were located in different climatic zones. Samples were collected at the city landfills: 10 samples with an average distance of 100 m from each other were collected to provide a maximum coverage of both recently received waste and long-time stored waste. The research showed that neither climatic conditions nor the population size had a significant impact on MSW density, the values of which ranged from 120.1 kg/m3 to 145.4 kg/m3, as this indicator directly depends on the quality of life. The mass of the combustible fraction ranged from 39.41% to 54.62% and was mainly represented by plastic, textile and paper waste. The average value for the four cities was 50.30%. The higher calorific value fell in the range of 24.22–30.49 MJ/kg, with an average value of 26.71 MJ/kg. Microbiological studies showed little difference in average composition regardless of climatic conditions. Thus, no sharp differences in MSW composition, its energy characteristics and microbiological composition were found. The results of this study may be useful for optimising MSW recycling and disposal processes, as well as for developing measures to reduce their negative impact on the environment and human health. Abstract

The five former Soviet republics of Central Asia (Uzbekistan, Kazakhstan, the Kyrgyz Republic, Tajikistan, and Turkmenistan) have become separate states, developing at different rates and in different directions, and with different political and economic regimes. As a result, the cohesion of the region has broken down and economic development is hampered by internal and regional political troubles. Poverty has risen dramatically and bad governance is inhibiting efficient exploitation of natural resources in some countries. The transition to market economies, however, has been largely completed, even if the markets themselves are imperfect. This raises hopes for the long-term future of the region. 6. Promoting Quality Assurance in Vocational Education and Training: The ETF Approach. ETF Working Paper

Abstract

The European Training Foundation's (ETF) approach to promoting systemic and systematic quality assurance in vocational education and training (VET) is set out in this working paper. Quality assurance in VET is summarised by the ETF as the measures established to verify that processes and procedures are in place, which aim to ensure the quality and quality improvement of VET. The ETF uses the following definition of VET: "education and training which aim to equip people with knowledge, know-how, skills and/or competences required in particular occupations or more broadly on the labour market." The intention of this working paper is to serve as a resource for ETF staff and its function is to support a common ETF approach to promoting quality assurance in VET in partner countries. The paper will be made available to a wider audience with an interest in quality assurance in VET. ETF partner countries have signaled the need for more effective quality assurance measures to help improve the quality and relevance of VET outcomes. They aim to strengthen quality assurance policies and measures that support the development of good VET governance and management, good qualifications systems, good qualifications and good learning environments facilitated by good teachers and trainers. The main purpose of this working paper is to guide ETF staff to support partner countries in their endeavours to develop further their approach to quality assurance in VET. The paper has five chapters. The background to present-day quality assurance is presented in Chapter 1. Concepts important to the understanding of the ETF approach to quality assurance in VET are reviewed in Chapter 2. In Chapter 3, the evolution of European policies for quality assurance is summarised. The "status quo" of quality assurance policy and practice in ETF partner countries and reform needs and challenges, as presented in the Torino Process reports, are discussed in Chapter 4. Chapter 5 presents the ETF approach to promoting quality assurance in VET development, based on the conceptual framework set out in the preceding chapters. (A bibliography is included.)

7. Core components of infection prevention and control programs at the facility level in Kazakhstan: key challenges and opportunities.

Abstract

Background: Kazakhstan is developing a National Roadmap to strengthen its Infection Prevention and Control (IPC), but until recently has lacked a country-wide facility-level assessment of IPC performance gaps. Methods: In 2021, the World Health Organization (WHO)'s IPC Core Components and Minimal Requirements were assessed at 78 randomly selected hospitals across 17 administrative regions using adapted WHO tools. The study included site assessments, followed by structured interviews with 320 hospital staff, validation observations of IPC practices, and document reviews. Results: All hospitals had at least one dedicated IPC staff member, 76% had IPC staff with any formal IPC training; 95% established an IPC committee and 54% had an annual IPC workplan; 92% had any IPC guidelines; 55% conducted any IPC monitoring in the past 12 months and shared the results with facility staff, but only 9% used monitoring data for improvements; 93% had access to a microbiological laboratory for HAI surveillance, but HAI surveillance with standardized definitions and systematic data collection was conducted in only one hospital. Adequate bed spacing of at least 1 m in all wards was maintained in 35% of hospitals; soap and paper towels were available at the hand hygiene stations in 62% and 38% of hospitals, respectively. Conclusions: Existing IPC programs, infrastructure, IPC staffing, workload and supplies present within hospitals in Kazakhstan allow for implementation of effective IPC. Development and dissemination of IPC guidelines based on the recommended WHO IPC core components, improved IPC training system, and implementation of systematic monitoring of IPC practices will be important first steps towards implementing targeted IPC improvement plans in facilities. Abstract

We present the current HR selection practices in Kazakhstan, a post-socialist country in Central Asia with the highest gender equality index. Despite the new antidiscrimination legislative rules, patriarchic gender views prevail in Kazakh society. Our research applies the grounded theory of gender-biased selection. We examine the key factors of gender discrimination in Kazakhstan. The findings show that cultural factors are stronger in companies and organizations than the raters' influence and evaluation. Personal aspects are crucial. In the case of women, it is their reproductive age. For men, bias is stronger against those older than 30 years. Also, workers with lower qualifications suffer more massively from gender bias compared to sought-after experts. Men are more likely to be hired for traditionally male professions as well as managerial positions. Women are likelier to be hired for typical female and for labor-intensive jobs. Finally, we suggest that researchers, decision-makers, and concerned employers adopt modern selection practices policies at the strategic level so as to be better positioned to utilize the diversity of Kazakhstan's full workforce. Our work is the first scientific research in Central Asia outlining the deeper functioning and context of gender bias minimization among HR managers. [ABSTRACT FROM AUTHOR]

Abstract

In this paper, we studied the phenolic content of Chamаenerion latifolium. Chamаnerion latifolium is a plant of Onagraceae L. family growing in the territory of the Republic of Kazakhstan. The extraction and identification of the phenolic compounds carried out in the water, ether and acetate phase. Qualitative and quantitative analysis of flavonoids and tannins was analyzed. Using the spectrophotometry method, the amount of quercetin flavonoids (3.32% flower, 1.48% stems, 2.48% leaf,) and tannins content (5.54% flower, stem 2.76%, leaf 4.77%) were found in the plant by standard method. Results of the study showed that the higher content of flavonoids can be found in the flowers and leaves of the Chamаenerion latifolium. The results of the study may be helpful in the isolation of flavonoids for many purposes. [ABSTRACT FROM AUTHOR]

14. Eurasian Higher Education Leaders Forum: Graduate Employability in the 21st Century. Conference Proceedings (4th, Astana, Kazakhstan, June 11-12, 2015)

Abstract

This collection of papers introduces the proceedings of the Fourth Annual Conference-Eurasian Higher Education Leaders' Forum held on the 11-12 June, 2015 at Nazarbayev University in Astana, Kazakhstan. Our presenters come from different professional backgrounds including higher education institutions, national business companies as well as international businesses that work closely with education stakeholders across Kazakhstan, the Central Asia region and beyond. The compendium offers papers grounded in theoretical argument and empirical research and written to provide debate and discussion among policy makers, university leaders, faculty and students. The themes of the proceedings reflect the structure of the Forum that has been divided into five panel sessions: (1) The Role of Global Skills in the Graduate Employability; (2) Perceptions of Employability, Skills and Individual Aspiration in a Diversifying Economy; (3) University-employer-community Relationships; (4) The Role of Vocational Education and Training (VET) in Career Development; and (5) Student Transitions and Careers Guidance. The Forum aimed at developing an international dialogue between higher education leaders, policy makers, researchers and practitioners from different parts of the world. The quality of debate and argument has benefited from the participation of local and international delegates that have shared their expertise, insights and visions on the current situation of graduate employability from local and global perspectives. Abstract

A detailed characterization of municipal solid waste (MSW) beyond a standard compositional analysis may offer insights useful for improving waste management systems. The present paper contributes to the scarce literature in the field by presenting new data from a rapidly developing Central Asian city, the capital of Kazakhstan, Nur-Sultan. Three sampling campaigns (each 1 week long) have been conducted at the city landfill over a 1-year period (2018–2019), and a detailed characterization for selected waste components and sub-components has been performed. The major fractions of MSW were organics (46.3%), plastics (15.2%), paper (12.8%), and diapers (5.9%). The detailed composition analysis showed high LDPE (low-density polyethylene) content (5.5%) mostly comprised of plastic bags (4.5%), transparent glass (3.2%), pharmaceuticals (0.4%), and fine (i.e., < 12 mm) organic fraction content (29%). The MSW generation rate of Nur-Sultan was estimated as 1.47 kg capita−1 day−1 based on the field collection as well as literature data. Among sustainable waste management recommendations addressed for Nur-Sultan and applicable to other cities in Central Asia, composting is recommended due to high organics fraction in MSW and its great potential to reduce the landfilled waste volume and to help valorizing the waste. Abstract

Mytho-ecologization of tapestry subjects and themes in contemporary textile art is one of the most important trends in the future development of this art type. The masters of contemporary Kazakh tapestry imbue their works with the content that does not only depict one-dimensional beauty or ugliness of the environment but also transmit such meanings as the everlasting value, uniqueness, necessity, fragility and the vital need to reconsider human place in these circumstances. This paper provides an art historical analysis of the tapestries created by the famous Kazakh textile artist Raushan Bazarbayeva, whose work is characterized by the mythoecologization of compositional subjects, the poetic quality of her visual language and the veneration of beauty and promotion of a harmonious co-existence between humans and their environment. We demonstrate that the key to understand such works is to interpret them through the combined lens of rootedness in traditional past and sensitivity to current environmental challenges. This document contains three papers on organizational values. "Understanding the Work Beliefs of Nonprofit Executives through Organizational Stories" (Ava S. Wilensky, Carol D. Hansen) reports on a study during which qualitative interviews featuring a story component established that nonprofit executives constitute a diffuse managerial subculture and see themselves operating in a complicated and ambiguous world as they balance business and personnel requirements with the spiritual motivation of their service mission. "Work-Related Values of Managers and Subordinates in Manufacturing Companies in Germany, Georgia, Kazakhstan, the Kyrgyz Republic, Russia, and the United States" (K. Peter Kuchinke) reports on a survey of more than 4,000 respondents from 10 manufacturing companies in 2 Western countries and 4 countries of the former Soviet Union. The study examined the existence of within-country and between-country variation in cultural dimensions, differences between the values of managers and those of their subordinates, and the influence of demographic factors on culture. "Valuing the Employment Brand: Attracting Talent That Fits" (Diane M. Bergeron) argues that employment branding benefits both individuals and organizations, functions as a recruiting tool in a competitive labor market, and communicates the organization's values and work environment to potential applicants. Abstract

Kazakh cheese is a traditional dairy product in Xinjiang, China. The function and potential probiotic characteristics of Saccharomyces cerevisiae DL6–20 and Kluyveromyces marxianus B13–5 in Kazakh cheese and its contribution to cheese fermentation was studied. In this study, the effect of the addition ratio of gamma aminobutyric acid (GABA)-producing S. cerevisiae DL6–20 and K. marxianus B13–5 on cheese quality was investigated. Cheeses were prepared by fermentations with a total of six treatments: comercial culture alone as control (CS), a combination with one yeast, either; K. marxianus B13–5 (CSM); S. cerevisiae DL6–20 (CSS); and three different proportions of this two yeasts (CSM:CSS 1:1, 1:2, 2:1). We measured the GABA content of cheese, as well as basic physical and chemical indicators, microbial content, free amino acid (FAA) content, texture, and flavor compound content. The total FAA content of mixed bacteria fermentation was higher than that of the single bacteria alone. The GABA content CSM:CSS 1:2 GABA content was 0.114 g/100 g, CSM:CSS 2:1 GABA content was 0.12 g/100 g, CSM:CSS1:1 content of GABA produced in the late ripening period of cheese was the highest, reaching 0.189 g/100 g and the number of LAB and yeasts in CSM:CSS 1:1 was higher than that of other cheeses. The mixed-strain fermentation generally produced cheeses with a higher protein content than that of the single-strain fermentation in the late stage of the maturation process, especially the protein content of CSM:CSS 1:1 during the ripening period, when the protein content was highest at day 50. CSM:CSS 1:1 had a low moisture content, making it easy to store. With the exception of water and protein content, there is no significant difference in other physical and chemical indicators. CSM:CSS 1:1 contributed to the formation of cheese texture. In addition, multivariate statistical analysis indicated that mixed-strain fermentation was beneficial to the production of cheese aroma, with the aroma production performance of CSM:CSS 1:2 and CSM:CSS 2:1 found to be better than that of CSM: CSS 1:1. How does the closure of prisons impact local communities where the prison is sited? The paper compares three prison closures in northern and central Kazakhstan through field observations, interviews, and focus groups at the sites. We find that respondents unanimously opposed closure by appealing to the apparent good performance of the prison. Beyond the economic loss incurred by closure, respondents reported a loss of communal identity, as well as prestige connected to the presence of the military at the colony. The paper analyzes these responses by examining the logics by which the prisons came to be opened in the Soviet period as well as investigating how the relationship between punishment, economy, and society in Kazakhstan has changed since that time.
