For every disinterested and scientific student who interprets to Americans the real Orient, one may count by the dozen the politicians, demagogues, imperialist business men, munition-makers, Pacific Coast contractors who foresee a prosperity boom if tens of millions of federal dollars are spent on naval bases at San Diego and elsewhere, army and navy circles seeking increased appropriations or simply irked by lack of professional activity, spotlight-seeking lecturers, journalists, globe-trotters. To these the Orient and Japan mean only one thing, a convenient bogy. The propaganda reminds one of that press conflict which prepared the way for the World War, a campaign which is now traced by historians when it is too late.

Behind the bloody haze of civil war and rioting mobs and angry foreigners the new generation is coming triumphantly into its own. It was no mere military victory than won Hangchow and will win Shanghai, for the Nationalists.
