Japan's war reparations began to be paid to Burma and the Philippines in 1956 and ended in 1976. Approximately 65 years have passed since the reparation payment began. The nature of Japan's Official Development Assistance, which has been based on economic infrastructure and prioritises Asia, began with war reparations. Although post-war reparations are relevant to Japan's economic statecraft, previous studies have analysed only the negotiation process for individual countries. No comprehensive historical analysis of war reparations has been conducted so far. This paper fills this gap by analysing the declassified materials of the Ministry of Foreign Affairs and the state-of-the-art Japanese literature based on those materials. It also clarifies the characteristics of war reparations as part of Japan's Official Development Assistance by looking at the projects and goods paid by the reparations in each country. Furthermore, this paper challenges the conventional understanding of previous research on Japan's economic re-entry into Southeast Asia through reparations. As a result of the port reforms in Japan, the Japanese government has intensively invested in physical infrastructure to maintain the trunk routes at selected and legally repositioned first rank strategic international ports under the Strategic International Container Port Policy. However, although central international ports, which are legally ranked second, have important roles to play in trade with Asia, it is difficult to expand the functions of these ports further without the development of strategic measures, given the government policies and accompanying budget constraints. This paper describes an examination of the feasibility of logistics strategies for a second-rank port to become a hub for Asia in Japan consistent with the current policy by using the global logistics intermodal network simulation, considering Hakata Port as a case study. The results show that Hakata Port has the potential to collect cargo from ports on the Japan Sea side and to launch shuttle services to Southeast Asia. The simulation results also suggest that cooperation with Kitakyushu Port, which is geographically close, is desirable. In contrast to expectations that the greater visibility of aid increases the donor's prestige, this paper examines why certain donor countries may seek to render their aid programs invisible. As the case of Japan's early Triangular Development Cooperation (TDC) in Southeast Asia demonstrates, donors at times seek to conceal their presence to better secure their national interests. By approaching this (in-)visibility puzzle through the focus on its politics, this study highlights the complexity of donors' motivations in selectively activating (in-)visibility in TDC. Via a historicised account of Japan's post-war aid/economic cooperation relationship with Southeast Asia, the paper finds how the triangular mechanism allowed Japan and Thailand as an intermediary to selectively render their presence in-/visible to shun hostile sentiments against them in order to pursue their respective diplomatic goals. In recent years, countries around Japan and especially in Southeast Asia, white spot disease (WSD) is highly infectious and severely damages shrimp aquaculture. At the same time, the various diseases are occurring in shrimp farms. In the early stages of infection, shrimp shows three abnormal behaviors: (1) they appear in the shallow waters of the farm, (2) they do not move and do not eat even when feeding, and (3) they suddenly stop moving. Currently, infected shrimps are found by visual inspection, which places a burden on the farmers and delays the discovery. Therefore, in this paper, we proposed a system for detecting infected shrimp by using image processing technology in order to eliminate the delay of discovery and reduce the burden of farmers. According to our experimental results, the proposed system has 95% precision, 100% recall rate and an accuracy of 96.4% by using hold-out evaluation method. [ABSTRACT FROM AUTHOR]

The gross value of Australia's agriculture industry in 2001/2002 was A$38.4 billion with 65% allocated to exports. The major exports markets are South East Asia, Japan, USA, and the EU. Products include wool, beef, wheat, cotton, sugar, and wine. For Australia there have been significant changes over time in markets and production arrangements in the international arena. This is also true of the domestic market especially in the area of meat products. Australians, once dominant red meat eaters, have now ‘gone chicken.’ The total yearly consumption of meats averages around 110 kg per person. Beef up until recent years has always been the dominant player. However, in the last 30 years chicken consumption has risen from being a marginal food item to being a product that is expected to eclipse beef consumption in the very near future. This paper explores the trends and examines the changes as they are reflected by the behaviour of consumers and market chain drivers. The development of biological products has experienced continuous growth over the past three decades. The expiration of patent protection for many biological medicines has led to the development of biosimilars in many countries around the world. This paper reviews the literature on biosimilar drugs and covers their therapeutic status, clinical trials, approved biosimilars, and regulatory guidelines in Japan, South Korea, and Malaysia. The literature suggests that biosimilars are comparable but not identical to the reference product. They are not a generic version of an innovative product and do not ensure therapeutic equivalence. Biosimilars present more challenges than conventional generics and their marketing approval is also much more complicated. Guidelines for biosimilars were published in Japan in July 2009 by the Ministry of Health, Labour and Welfare (MHLW), in South Korea in March 2009 by the Ministry of Food and Drug Safety (MFDS), and in Malaysia in July 2008 by the National Pharmaceutical Control Bureau (NPCB). This paper traces the evolution of Japan-Southeast Asia security relations over the Cold War and the post-Cold War periods. It makes two main points. First, Japan's relationship with Southeast Asia is slowly overcoming its traditional aversion of security affairs in defining its relations with Southeast Asia in the post-Cold War period. Japan has moved beyond economics to gradually carve out a more proactive role in the security affairs of Southeast Asia in the areas of multilateral security dialogues, peacekeeping missions, disaster relief provision, combating piracy, and others. Second, Southeast Asian states have become more amenable to Japan assuming a security role in the region. Not only have the new security roles contributed to enhanced trust and confidence between Japan and Southeast Asia, but Japan has also achieved the status of being a core security actor in Southeast Asian affairs. While most of the attention in the scientific and policy literature on rights-based institutions has been devoted to Individual Transferable Quotas (ITQs), there are alternatives that involve different configurations of use rights. One such alternative is a space-based option commonly referred to as Territorial Use Rights Fisheries (TURFs). TURFs have been utilized in island fisheries off Southeast Asia for decades, and they have been well studied, particularly by anthropologists and sociologists. This paper discusses case studies of TURF organizations in Japan and Chile from an economics perspective. We discuss the historical origins of each system, outline the legal and institutional structures of the systems, and then discuss how each system manages nearshore coastal resources. We discuss similarities and differences across the many specific collective management structures adopted by Japanese and Chilean TURF organizations. The paper examines if the ‘economic centre’ of Asia is likely to shift over the next 20 years. In this context, it addresses the widely held notion that a deterioration of Southeast Asia's geographic centrality within the Asia Pacific region is likely to occur due to the rise of China. GNP-weighted centrality indices are calculated for major Asian cities, and it is shown that the changing economic map of Asia is unlikely to lead to geographic marginalization of Southeast Asia: even if the economic importance of China increases significantly, this will be more than offset by the corresponding decline of Japan. As a consequence, the total economic weight of Northeast Asia is likely to decrease slightly compared to Southeast Asia and Greater India over the next 20 years, with the economic centre of Asia moving further to the southwest.
