For many governments, enacting green policies is a priority, but such policies often impose on citizens substantial and uneven costs. How does the introduction of green policies affect voting? We study this question in the context of a major ban on polluting cars introduced in Milan, which was strongly opposed by the populist right party Lega. Using several inferential strategies, we show that owners of banned vehicles—who incurred a median loss of €3,750—were significantly more likely to vote for Lega in the subsequent elections. Our analysis indicates that this electoral change did not stem from a broader shift against environmentalism, but rather from disaffection with the policy's uneven pocketbook implications. In line with this pattern, recipients of compensation from the local government were not more likely to switch to Lega. The genus Sorbus has maintained an extremely relevant role over time from a landscape and environmental perspective in many countries in the Mediterranean and Central Europe. Based on the requirements coming from the environmental policies provided in the European strategy Next Generation EU, Sorbus has been considered a valuable species to be introduced in urban and peri-urban areas. The purpose of this study was to propagate four Sorbus accessions selected in the Sicilian territory, Southern Italy, using the liquid substrate in temporary immersion bioreactors Plantform™. The results obtained showed that the presence of 1 mg L−1 mT in the substrate in combination with IBA 0.05 mg L−1 produced a significant number of shoots (4.7) and a greater length (2.2 cm). Among the accessions, there were statistically significant differences; the accession SN2 and SN1 produced more shoots (respectively, 4.0 and 3.6), and a greater length of the shoots was observed in the selections SN4 and SN3 (respectively, 2.4 cm and 2.3 cm). The relative growth rate (RGR) was significantly influenced by the presence of the culture substrate of the combination of cytokines and auxin; SN4 selection showed the best RGR results of 8.3 mg−1 d−1. The use of the bioreactor Plantform™ in Sorbus domestica L. has favored a better development of plants obtained in vitro, demonstrating that this system is a valid alternative for the micropropagation of Sorbus. The protection of valuable environments and threatened species were at the forefront of Italy's environmental policy landscape has undergone a significant transformation since the 1960s. The economic miracle's profound changes fueled a widespread demand for nature protection. This resulted in a surge of legislative measures and the creation of new environmental institutions. Furthermore, the traditional state monopoly on environmental protection was challenged by the emergence of regional administrations and the growing influence of European institutions. However, the current situation presents a complex picture. A multitude of regulations, sometimes hypertrophic and contradictory, coexist with a concerning decline in public environmental commitment. The 17 Sustainable Development Goals (SDGs) require the implementation of 167 targets aimed at eradicating poverty, protecting the planet and improving the quality of life of humankind. The United Nations calls for uniform sustainable development at the global, local and individual levels. This research pursues a twofold objective: first, to obtain evidence on the extent to which the achievement of the (SDGs) may be uniform across territories; second, to identify the socioeconomic characteristics that contribute to sustainable development. The empirical analysis has been carried out using clustering, cross efficiency and contingency tables applied to statistical information from 101 municipalities in Spain and Italy. The results provide evidence of inequalities between territories, revealing that only in the dimensions People (SDGs 1, 2, 3, 4, and 5) and Prosperity (SDGs 7, 8, 9, 10, and 11) has the desired homogeneity been attained. Notable differences are found in the degree of compliance with the other SDGs. Furthermore, it is shown that the socioeconomic characteristics associated with the geographical location contribute substantially to the gap between municipalities. Various anthropogenic activities affect marine coastal habitats, leading to heavy litter pollution. However, whilst high litter concentrations are nowadays common in the proximity of metropolises, few studies investigated the magnitude of this phenomenon around coastal villages and small towns. We hereby characterized the benthic litter occurring in the trawlable grounds of the Gulf of Policastro (Tyrrhenian Sea, central-western Mediterranean), a low population density area that becomes a popular tourist destination during summer. We furthermore tested differences between two depths (∼100-200 and ∼500-600 m) and the impact of tourism on the shallower waters. The area was characterized by a litter abundance of 651.12 ± 130.61 item/km 2 , with plastic being almost totalitarian (93%). The shallower waters hosted two-thirds of the litter found. Almost all (∼95%) the litter items had a land-based origin, while the sea-based litter was mostly found at higher depths. About 14% of the litter was found to be fouled, with the development of litter-associated communities that somehow mimic the natural ones living on hard substrates. The higher litter presence noticed during the touristic peak (July-August) suggests that tourism is an important source of local litter, although it contributed to the local accumulation in a synergic way with other factors. The majority of the litter items presumably originated from the nearby coastline, while the deeper waters were or are used as a dumping site by the local trawling fleet. The discovery of such a critical waste accumulation and management in a somehow remote area contributes to widen the perspectives on the presence of benthic litter mostly in territories characterized by wide anthropization. The influence of the European Landscape Convention (ELC) on the landscape planning legal framework of Italy, Spain and England is discussed. The ELC defines landscape, holistically, as something perceived by people in their everyday life. Integrating landscape protection and management into every policy influencing the quality of a territory is a major ELC's goal. This view challenges the interpretation that stresses the continuing importance of objective landscape values, such as natural beauty, recognisable by expert assessment. This dialectic also reveals a fault line between local democracy/participation and a centralist approach towards landscape protection. We found signs of such competing narratives in the landscape planning regulations of the said jurisdictions implementing the ELC, although the rationales that inspire them were little affected. We argue that the said dialectic may be seen more as an opportunity to build a more comprehensive system of landscape protection than a downside. [ABSTRACT FROM AUTHOR]

Over the last decade, waste management and prevention have become important in the transition towards a circular economy (CE). This study explores how voluntary environmental policies, adopted at a regional level, contribute to green transition from the perspective of the CE. By considering general and region-specific trends in waste management and environmental certifications, we perform a two-step analysis on a panel of 20 Italian regions between 2015 and 2019: the first step extrapolates the relative efficiency by using a Data Envelopment Analysis (DEA), while the second step extrapolates the efficiency in terms of productivity changes supported by Malmquist Productivity Analysis (MPA). The DEA results show an overall rising trend of efficiency among the Italian regions, supported by the MPA. Furthermore, they reveal that technological innovation in Italian waste management contributes to a greater efficiency in socio-economic systems which are characterized by 'environmental federalism'. From a decision-making perspective, this study suggests that measures such as the incentivization of voluntary environmental policies should be proposed to promote techno-organizations' transition to CE, in coherence with regional economic/industrial specializations and strategies, possibly based on a diversified policy mix, setting a knowledge-based framework by using budgetary measures and policy actions at the regional level. • Circular Economy with resource recovery is a driving force to achieve green transition. • Increase in resource efficiency is an unexplored economic opportunity to support growth. • EMAS and UNI EN ISO certifications are proxies for the level of attention paid to the environment. • Voluntary environmental certifications facilitate the transition. • Choices made at the regional level contribute to the transition. Multiple environmental stressors threaten the environmental quality in urban areas.Several policies were implemented in Italy to improve environmental quality, following the rationale that the more populated municipalities need high intervention priority and funds. Nevertheless, this approach not necessarily ensures to address real environmental challenges. This study aims to provide an innovative approach to explore interventions' priority at the national scale, based on Environmental Quality Standards (EQS) of five factors related to three environmental stressors, air pollution (O 3 , PM 10 , NO 2), thermal stress (heatwave days), and hydraulic vulnerability (flooding events). A multi-criteria analysis assessed the cumulative effect of factors by combining them into a single Aggregate Index of Challenge (AIC), and a hotspot analysis identified AIC spatial aggregation through the territory. Finally, the spatial mismatch between Italian environmental policies and the co-occurrence of factors was explored. Results evidenced EQS exceedances in the national territory of O 3 for 89%, PM 10 for 8%, NO 2 for less than 1%, heatwaves for 45%, and hydraulic vulnerability for 10%. AIC highlighted that 43% of the national surface shows the coexistence of at least two factors in EQS exceedance. Results highlighted that administrative boundaries are not sufficient to delimit an area of analysis and intervention as opposed to an evidence-based approach which seems promising for enhancing the costeffectiveness of funds allocation as well as their return in terms of human wellbeing. Board members' attitudes towards environmental protection are an important antecedent of how companies define and implement sustainability initiatives, but little is known about directors' attitudes and the factors associated with these. Using survey data on Italian board members, the research sought to explore the relationships between these individual's personal attributes, especially those related to their roles on boards, and their attitudes towards environmental protection. The findings suggest that female directors, directors with financial background, and independent directors are positively related to attitudes towards environmental protection. In the financial sector, younger board members and risk committee members show stronger environmental attitudes. The results could be of interest to policymakers because the board member attributes identified may require a stronger regulatory focus in order to achieve public policy's environmental protection objectives and to governance bodies in terms of defining board committees' composition and selecting "green directors" oriented towards environmental issues. Although the literature on the relationship between economic growth and CO2 emissions is extensive, the use of machine learning (ML) tools remains seminal. In this paper, we assess this nexus for Italy using innovative algorithms, with yearly data for the 1960–2017 period. We develop three distinct models: the batch gradient descent (BGD), the stochastic gradient descent (SGD), and the multilayer perceptron (MLP). Despite the phase of low Italian economic growth, results reveal that CO2 emissions increased in the predicting model. Compared to the observed statistical data, the algorithm shows a correlation between low growth and higher CO2 increase, which contradicts the main strand of literature. Past research suggests that although citizens are generally favorable to pro-environmental policies, their negative economic impact can be a relevant source of concern. In two studies, we investigated the agreement with messages highlighting the positive vs. negative economic impact of a pro-environmental policy (the creation of a protected natural reserve in a lakeside area), as a function of the framing of the policy itself in terms of local relevance (Study 1) and environmental impact (Study 2). In Study 1, participants (N = 514) were citizens of different Italian regions. Results showed that reference to the local (vs. global) relevance of the proposed policy increased the tendency to agree with loss-framed (vs. gain-framed) messages on the economic impact of the policy. In Study 2, participants (N = 500) were a sample of actual lakeside residents from the Garda Lake area in Italy. Results showed that reading messages promoting the policy through stressing the negative consequences of not implementing it (vs. the positive consequences of implementing it) increased the tendency to agree with a subsequent loss-framed (vs. gain-framed) message on the economic impact of the policy. This effect was more evident among participants with stronger place identity. Discussion focuses on the relevance of framing and matching effects in devising persuasive messages on the environmental and economic impact of pro-environmental policies. [ABSTRACT FROM AUTHOR]

This paper investigates the effect of ownership on sustainable development and environmental policy in Italian municipally owned corporations (MOCs) dealing with urban waste management, trying to understand if multiple ownership can generate better performance compared to single ownership and if the presence of private partners could be crucial in this. The research question is answered by analyzing 41 MOCs of the largest Italian cities operating in urban waste management. In this specific sector, public administrations have tried to improve their offer in terms of sustainable development, environmental policy, and efficiency. The paper covers the Italian case study, where urban waste production per capita is higher than the European average figure. The waste cycle management service is operated in Italy at local level through totally publicly owned companies (monoadministration or multiadministration), mixed (public–private) companies, or via a full externalization achieved by means of public tenders. Through a multinomial ordered probit panel, we show that MOCs with multiple owners perform better than those having a single owner and perform much better with the presence of a private partner, confirming those academic findings according to which collaborative arrangements can increase efficiency, do better than public sector bureaucracy, and lower the costs of service provision. The results of this paper can be used by academics, practitioners, and policy makers alike. To the best of our knowledge, this is the only study that applies this perspective to the analysis of the current international waste management scenario with relation to MOCs having multiple ownerships. Climate warming affects lake ecosystems both through its direct effect on the phenology of species and through the alteration of the physical and chemical environments, which in turn affects community composition. In deep lakes, stratification enhancement and mixing reduction have already been observed, leading to hypolimnetic anoxia and to the rise of cyanophytes. The increase in stability depends on the rise of air temperature due to global emissions of greenhouse gases (GHG). Primary production could then either increase with rising epilimnetic temperature and buoyancy or decrease as fewer nutrients are upwelled from deep layers. The prevailing outcome, as well as the quantitative and temporal dynamics of all climate-induced modifications, depend on the specific lake characteristics. Individual analyses are then needed, one-dimensional coupled hydrodynamic-ecological numerical models being suitable tools for such predictions. Here, we simulated with GLM-AED2 (General Lake Model - Aquatic EcoDynamics) the 2020-2085 dynamics of the oligomictic and oligotrophic deep subalpine Lake Maggiore (Italy/Switzerland), according to the Swiss Climate Change Scenarios CH2011. Multiple realisations were performed for each scenario with random meteorological series obtained from the Vector-Autoregressive Weather Generator (VG), highlighting the uncertainties related to meteorology. Increase and decrease of nutrient loads were also tested. Results show that anoxia would occur in the hypolimnion regardless of nutrient input reduction, unless global GHG emissions were immediately reduced. Total phytoplankton biomass would be weakly affected by climate change, strongly depending on nutrient input, yet water warming would cause cyanophytes to compete with diatoms. In European lowlands, remnants of natural forests are rare, small, fragmented and often endangered. Most of the recent EU environmental policies have included such habitats in protected areas. However, nature conservation measures may conflict with traditional forest management, such as coppicing. We used a space-for-time approach to assess the effect of two contrasting silvicultural practices (coppicing vs. conversion to high forest) on composition and structure of plant community. Plant diversity was calculated as overall and single vegetation layer value. Functional diversity was evaluated in terms of functional richness, evenness and divergence. Our findings showed that coppice age has a strong effect on taxonomical and functional diversities, which generally decreased from young to mature stands. Species composition was significantly changed with coppice age and after the conversion to high forest, showing that traditional coppicing may contribute to sustaining habitat heterogeneity and key taxa for nature conservation. The abandonment of coppicing in the area might lead to a general landscape and habitat simplification, a weakening of the system functions and the loss of crucial species. [ABSTRACT FROM AUTHOR]

What are the main causes of land take in a wealthy European region, and how can they be addressed? This article focuses on policy instruments and implications for tackling land consumption by illustrating the case of the Lombardy region. In the context of EU environmental policy, Italy lacks national land-use planning and legislation on land take, leaving it to be addressed by regional authorities. The government of the most populous Italian region has adopted binding quantitative land-use limits for municipal planning. On the basis of the responses of municipal officeholders to a questionnaire, the article highlights the causes of land consumption, the attitudes of local policymakers, and the perceived effectiveness of the policy instruments adopted, with a widespread preference for tax credits to support urban regeneration. The aim of this paper is to analyse potential drivers of land use policy, in the form of building permits issued in Italian provinces. We first derive testable implications on the basis of a standard political agency framework, augmented to account for the impact of past environmental disasters (floods, landslides and earthquakes) and for the relevance of "building permits intensive" sectors in determining voters' support to an incumbent politician. We then perform an empirical analysis that tests theoretical predictions using a unique dataset covering Italy in the period 2001–2012. Our main conclusions show that the occurrence of floods and earthquakes decreases building permits, implying that a bad history in terms of these phenomena strengthens the importance of voters affected by past disasters. No corresponding evidence seems to emerge with reference to landslides. On the other hand, the relevance of the construction sector increases the number of building permits issued. Finally, when elections approach, the number of building permits issued grows, suggesting that incumbent politicians may distort land use policies in order to favour "brown" voters in periods close to elections. Abstract The European Commission identifies separate waste collection as a primary factor in its sustainable development strategy. The EU Member States are expected to achieve a separate waste collection rate of 50% by 2020. Although Italy is not very far from such target, it features wide regional variation in the extent of separate collection. Municipal administrations are the key managerial units for the implementation of the environmental policy. By means of the Classification and Regression Tree Analysis, this work assembles Italian municipalities (NUTS-4) into homogenous groups, that share common characteristics with respect to geographic, economic and socio-cultural covariates. Three benchmark regions are identified, i.e. Veneto, Sardinia and much of Campania. The results achieved in these areas depend on the joint action of citizens and institutions and may inspire local-level waste management policies in other areas of the country. The European Union (EU) has recently reformed its Common Agricultural Policy (CAP) and, in parallel, has completely abolished the production quotas for milk. These changes will have important consequences for the use of land, of inputs (i.e., water and chemicals) and on the economic performance of rural areas. It is of interest to evaluate the integrated impact of these modifications and of climate change (CC), since the latter could neutralize or reverse some desired effects of the former. For this purpose, this paper evaluates the potential impact of the abolition of milk quotas, as well as of the reform of the first pillar of CAP in two different climate scenarios (present and near future). A bio-economic model simulates the possible adaptation of various farm types in an agricultural area of Southern Italy to these changes, given the available technological options and current market conditions. The main results show that the considered policy changes have small positive impacts on economic and environmental factors of the study area. However, some farm types are more affected. CC can effectively attenuate or reverse several of those effects, especially in some farm types. Purpose The comparative study between urban regions gathered by the 2010 National Project of Relevant Interest financed by the Italian Ministry of Education, University and Research (MIUR – PRIN 2010) re-opened, in Italy, the debate on regional comparison of data, especially the ones of land use monitoring, which are difficult to collect, and to compare. The purpose of this paper is to illustrate some results of comparative studies based on regional and national data sets of land use indicators. Further considerations of land use change (LUC) assessment and its effect on environmental policies extended to the whole metropolitan area of Milan are outlined.Design/methodology/approach The adopted methodology collects different types of information from the existent databases on land uses/land covers (national/regional) and presents an assessment between the selected case of studies (urban regions), leading a shift from a quantitative evaluation to a qualitative one. A comparative study was conducted applying a geographical and statistical difference of land uses among different time thresholds. Subsequently, a cross-tabulation analysis allows an in-depth LUC analysis for the Milan urban region.Findings The results of the study display an autonomous pattern for the Milan urban region, which is the most densely populated area in Italy and seems to be the only comparable to other international cases of studies due to its extension and characteristics. Nevertheless, it is not the urban region that is affected by the highest rate of land take, which takes place in the Italian context where densities of settlements are lower and sprawled. According to Soja’s (2011) interpretation, the post-metropolitan condition of Milan seems to be proved.Originality/value The study was aimed at creating the first online National Atlas which has been used to overcome traditional problems of homogenization of LUC data in Italy. The quantification and qualification of LUC patterns allow us to understand if, and where, post-metropolis condition occurs. This research gives a clear indication of the kind of ongoing phenomena for policy orientation to planners and administrators, especially the one of the green infrastructure approach at the city-region level to solving the emerging environmental challenges. In the face of contemporary economic, environmental, and social changes, one of the main challenges facing cities is to build and realise a vision for a sustainable future. To do so, a number of local sustainability strategies are promoted in urban policymaking with the goal of improving citizens' participation and quality of life. The aim is to empower citizens and enable them to be more active in local and global sustainability issues. This paper focuses on identifying and discussing the alternative spaces in which the future of the city can be collectively envisioned, considering processes of socio-ecological change and power relations, consistent with an urban political ecology. The purpose of such spaces should be to link daily behaviour patterns of sustainability with urban environmental governance through processes of participation. In particular we suggest the adoption of an integrative approach between top-down and bottom-up approaches. One example is an experimental process, called the Altrevie project, which took place in a pilot area of the city of Brescia and involved 150 families. The approach is an example of participatory action research. Its first phase was a sample survey to obtain an initial representation of the lifestyles of the residents. In the second phase, residents learnt to measure their ecological footprint and participated in workshops and laboratories to improve the sustainability of their lifestyles. During the project, we identified and tried to promote alternative spaces in which to imagine and build the sustainable city: spaces of alternative consumption which go beyond the traditional market system (according to alternative economic geographies); and spaces of participation that can promote an integrative method between top-down and bottom-up approaches. The essay aims to analyze the relationship between experts and politics in contemporary Italy. The author adopts a periodization divided into three phases. The first (1870-1942) was characterized by the ability of technocracies to transfer into the Italian public debate cosmopolitan instances and to translate them into concrete achievements thanks to effective lobbying action. The second (1950-1980) was characterized by the progressive loss of influence of the experts. The third (from 1980 to the present time) has differentiated itself from the other because, despite the deepening crisis of the relationship between experts and politics, technocratic achievements have been implemented thanks to the role of supranational institutions, especially the European Union. The world population is demonstrating an increasing awareness about the ecological impacts of air quality, including impacts on human health. The Veneto region and, more generally, the Po Valley (NE Italy), are characterised by frequent exceedance of limit values for air quality, in particular particulate matter (PM 10), which causes these areas to be listed as hotspots; thus, this region has some of the worst air pollution in Europe. The aim of the current research was to analyse a 10 year-long time series of air quality data (2011–2021) in the Veneto region to investigate the influence of selected factors on air quality, such as natural processes (meteorological conditions), environmental policies, and health emergency measures due to the COVID-19 pandemic. Generally, the considered pollutants, PM 10 , NO, and NO 2 , presented a decreasing trend during the last ten years. The reduction in nitrogen oxides was clearly improved after the implementation of a specific environmental protocol (the "New Agreement of Po Valley Basin"). Conversely, the PM 10 concentration seemed to be affected by other important emission sources, such as domestic heating systems, agricultural activities, and animal farms, which are not as strongly regulated as emission sources such as traffic. This paper investigates the relationship between neighborhood effects and pro-environmental behavior. Working on 1999–2012 data on separate waste collection in Italian provinces, a spatial econometric analysis is carried out. While a substantial stream of research focuses on recycling behavior determinants, spatial dependence among different inter-regional geographical areas has been less studied. Here, empirical support is provided to the existence of spatial effects and heterogeneous behavior in the Italian context. It is found that waste collecting habits tend to be strongly influenced by proximity effects, either in a positive or negative way. Moreover, the paper tests the nature of such influence in terms of time effects, by evaluating non-contemporary spatial dependence. “Good” (or “bad”) pro-environmental behavior as a persistent dynamic effect is found, with the possibility of both self-sustaining virtuous socio-spatial dynamics and perverse lock in. Degraded air quality severely affects the health of citizens worldwide. The design of effective policies requires exploring public preferences for environmental and air quality policy instruments. Within the EC-FP7 SEFIRA project, using a choice experiment that stresses the trade-offs between attributes, this study investigates public preferences for environmental policy drivers in Italy. The main objective is to investigate the role played by selected policy drivers in determining policy preferences, complemented by elasticity and willingness to pay estimations. Preference heterogeneity and the role of socio-economic and attitudinal variables are explored with a latent class model over 2400 respondents sampled across Italy. The results allow identifying the different role played by the policy drivers across the classes. It emerged that most of the respondents (43%) are particularly sensitive to the cost components (cost sensitive respondents). The remaining respondents instead show an important sensitivity towards personal engagement in term of changes in the mobility and eating habits (lifestyle-change sensitive respondents). However, while 29% of them perceive these habits’ changes as negatively impacting on the personal utility, the other 28% of respondents translate the potential changes in the habitual behaviour of driving and eating as environmental and health benefits. Based on the modelling results, potential policies are simulated reporting respondents’ reaction to selected scenarios. In recent years several European air pollution policies have been based on a cost-effectiveness approach. In the European Union, the European Commission starts using the multi-pollutant, multi-effect GAINS (Greenhouse Gas Air Pollution Interactions and Synergies) model to identify cost-effective National Emission Ceilings and specific emission control measures for each Member State to reach these targets. In this paper, we apply the GAINS methodology to the case of Italy with 20 subnational regions. We present regional results for different approaches to environmental target setting for PM2.5 pollution in the year 2030. We have obtained these results using optimization techniques consistent with those of GAINS-Europe, but at a higher resolution. Our results show that an overall health-impact oriented approach is more cost-effective than setting a nation-wide limit value on ambient air quality, such as the one set for the year 2030 by the European Directive on ambient air quality and cleaner air for Europe. The health-impact oriented approach implies additional emission control costs of 153 million €/yr on top of the baseline costs, compared to 322 million €/yr for attaining the nation-wide air quality limit. We provide insights into the distribution of costs and benefits for regions within Italy and identify the main beneficiaries of a health-impact approach over a limit-value approach. We analyze the impact of Regulation (EC) No 1080/2006 on separate collection rate of Italian regions. We exploit longitudinal data for 20 NUTS-2 Italian regions and eighteen years (from 1996 to 2013). We identify regions which are exposed to “Convergence” objective as the treatment group and regions which are not exposed to this objective as the control group and use a Difference in differences estimation. The estimates suggest that the Regulation (EC) No 1080/2006 has not influenced the convergence process among the Italian regions. The main policy implications are discussed. [ABSTRACT FROM AUTHOR]

Ecology: Words or Deeds? Italy, Global Environmentalism, and the Environment-Development Nexus at the Stockholm Conference. This essay deals with the foreign policy dimension of Italian environmentalism in the early Seventies, when the environment became a crucial focus for International Organizations and the United Nations were busy with the organization of the Stockholm Conference on the Human Environment in June 1972. The article is structured around the agenda and the issues raised at the conference, especially the environmentdevelopment nexus. It shows how in Italy preoccupation with the environment turned from an elite phenomenon into a topic of interest for a broader public and that the attention which Italian politics devoted to environmental issues was spurred by the emergence of a global discourse on the environment. It moves on to examine the ambiguous strategy adopted by the Italian delegation in Stockholm, its insistence in considering the Mezzogiorno experience as a model for Third World countries, and the inability to make the best use of available expertise. The article finally considers how politics, experts and the national press took part in the debate surrounding the Club of Rome's report on the Limits of Growth and how this influenced the Italian understanding on ways to reconcile economic development, distribution issues and the side effects of industrial development. The study explored the sub-national implementation of the Pan-European Criteria and Indicators (C&I) for Sustainable Forest Management in Italy, based on the statistical analysis of answers to a questionnaire provided by representatives of the Italian sub-national forest administrations. The questionnaire explored the implementation of C&I in five applications and through the analytical lenses of ‘suitability of C&I to sub-national contexts’ and ‘adaptability of administrations to C&I’. The analysis of suitability and adaptability made it possible to identify and compare challenges in, and successful experiences with, the implementation of C&I, which were then used to formulate recommendations aimed at encouraging implementation and promoting academic and policy debate. The study reveals that C&I were implemented to a moderate extent. This level of implementation was determined most of all by the suitability of C&I to the Italian sub-national contexts, and less by the adaptability of administrations. Recommendations to foster implementation of and dialogue on C&I include the need for Italian sub-national administrations to transpose the Pan-European C&I into sub-national sets tailored to local circumstances by, for example, modifying existing C&I or integrating these into new customized indicator sets. Industrial ecology is presented in the literature as both a policy tool and an academic theory. This paper discusses a voluntary certification scheme adopted by the regional government of Tuscany (Italy) as a policy tool to disseminate the concepts of industrial ecology. The approval of a regional regulation represents the first adoption in European environmental and industrial policies of a voluntary tool aimed at stimulating the creation and dissemination of eco-industrial parks. This new certification method is analysed by focusing on the prevention of pollution. The criteria required to obtain the qualification, and the roles and responsibilities of all the actors involved are outlined. Finally, the strengths and weaknesses of the certification scheme are highlighted and the Italian standard compared with the national standard issued in China by the State Environmental Protection Administration. The findings contribute to the discussion of policy measures aimed at disseminating the concepts of Industrial Ecology including a tool based on voluntary co-operation and third-party certifications. The main aim of this paper is to explore how perceptual and aesthetic impact analyses are considered in Environmental Impact Assessment (EIA), with specific reference to Italian renewable energy projects. To investigate this topic, the paper starts by establishing which factors are linked with perceptual and aesthetic impacts and why it is important to analyze these aspects, which are also related to legislative provisions and procedures in Europe and in Italy. In particular the paper refers to renewable energy projects because environmental policies are encouraging more and more investment in this kind of primary resource. The growing interest in this type of energy is leading to the realization of projects which change the governance of territories, with inevitable effects on the landscape from the aesthetic and perceptual points of view. Legislative references to EIA, including the latest directive regarding this topic show the importance of integrating the assessment of environmental and perceptual impacts, thus there is a need to improve EIA methodological approaches to this purpose. This paper proposes a profile of aesthetic and perceptual impact analysis in EIA for renewable energy projects in Italy, and concludes with recommendations as to how this kind of analysis could be improved. There is an increasing call for agricultural water management to adapt to climate change, yet efforts in this direction often consider only the policy dimension, or planned adaptation perspective. However, it is crucial to include an assessment of farmers' autonomous adaptation into the design and evaluation of rural policy measures. Amongst others, this helps avoid doubling efforts and ensure the effectiveness of the policies proposed. Moreover, farmers are the primary receivers of climate-proofing agricultural policies. Hence, to maximise a policy's success, it is fundamental to include farmers in its design phases. Farmers autonomously react to changes and policies should build on ongoing efforts. This work, carried out in the Veneto Region of Italy, proved the advantages of approaching adaptation as a continuum between autonomous and planned, rather than addressing the two separately. We first collected farmers' perceptions of and adaptations to change through an online questionnaire. We then identified the major determinants of their choice to adapt through a multinomial probit model. We analysed farmers' expectations of effectiveness of five different adaptation options for water conservation, via an ad-hoc online decision support system tool, mDSSweb. Our work provided policy makers with information on how different typologies of farmers are (not) adapting their practices to climate change. We clearly identified which groups of farmers the policies should target first and with what type of support. Ecological knowledge is considered an important factor in environmental policy-making. However, the opportunity for ecologists to influence policy can often occur within discrete time policy windows, and seizing these opportunities has been heavily emphasized as a recent global conservation need. In 2017 the Natura 2000 Conservation Measures have been finalized in Italy, and delineated the management policy and institutional responsibilities of Natura 2000 Sites, after obligations of the EU Habitat Directive. In this timeframe, we developed a multi-scalar hierarchical habitat selection model for wolf reproductive-sites to identify potentially favorable habitat for wolf reproduction in the western Italian Alps, based on 19 years of data. This habitat suitability model was useful for the definition of species conservation requirements within the Natura 2000 Sites, and has been adopted in legislation processes, representing a successful example of ecological modelling fitting into a relevant policy window and informing legal instruments to achieve nature conservation goals. This paper investigates the application of Strategic Environmental Assessment (SEA) to spatial planning in Italy. We discuss SEA effectiveness by focusing on three main dimensions: sustainable development, environmental policy integration and democratic governance. The methodology includes the analysis of 27 SEA reports and interviews with key actors. Findings suggest that SEA is beginning to insinuate ecological rationality and improving environmental policy integration across planning levels and disciplinary boundaries. SEA also leads to progress in transparency and communication, whereas the actual involvement of the public in decision making is still weak. Future developments may address the potential contribution of SEA to focusing planning on long-term, shared, visions of socio-ecological systems. [ABSTRACT FROM AUTHOR]

An introduction is presented to this special issue focusing on topics related to the fascist regime of Italian leader Benito Mussolini and its attitudes and policies towards nature, environment, and landscape in Italy.

Planners' technical expertise has evolved from architectural-engineering bases to include socio-economic and environmental issues, as well as communication methods and participatory procedures. This progress challenges professional practices and educational programmes, and produces a looser image of the planner, in contrast with that of engineers and architects. After an analysis of how technical paradigms have evolved in the planning discipline in Italy, the paper focuses on the emerging types of expertise that are expected to form the planner's ‘toolbox’. This requires linking the discipline's progress with that of the professional practice, as well as connecting the legal framework with the educational system. In recent years, the interest in environmental issues has increased, along with the idea that consumer choices can actually improve the performance of the production system. A large number of eco-labelling schemes have been introduced, both at private and public levels. In this study, we apply a life-cycle methodology to assess the environmental impacts associated with extra-virgin olive oil production. The results of LCA were used to set the environmental requirements of a local product qualification scheme defined according to the National Protocol (QUAM – Qualità Ambientale), signed by two Italian Ministries and four Regional Governments, on the environmental qualification of cluster products. Using the three performance indicators taken from the LCA study and two input indicators, we defined a set of entry level requirements which each local producer must comply with in order to achieve the qualification. Purpose - The chapter aims at representing the results of a case study with concern to the economic and environmental crisis triggered by Ilva in Taranto. Design/methodology/approach - The case study design follows an ethnographic approach. The analysis is based on the collection of some qualitative interviews and documentation related to the environmental conflict engendered by the Ilva of Taranto, which has been the largest steel mill in Europe since the 1990s. Findings -- The analysis of the empirical data shows some interesting insights about (a) the growing contradictions in time of crisis in the relationship between the 'the four pillars' of sustainability (economy, social justice and society, environment, culture); (b) the importance of the social pillar in playing a key role in the management of local conflicts and in stimulating change within social and economic organizations; (c) the difficulty to promote sustainable policies through a multilevel governance approach able to synthesize the complexity of the scenarios emerging at the local, regional, national and European levels, in order to create an alternative way of development. Originality/value -- The ethnographic approach is useful to analyse in depth the core of the environmental conflict and the divergent developmental scenarios expressed by the different categories of actors. This article analyzes the territorial disparities in the level of land vulnerability (TDLV) to soil degradation caused by five processes (soil erosion, salinization, sealing, contamination, and compaction) as well as by climate variations in Italy in 1990 and 2000. The analysis reveals, for each soil degradation process, a typical spatial distribution across Italy. Three processes (soil salinization, compaction, and sealing) contribute significantly to the increase in land vulnerability, which is mainly concentrated in risky areas. The observed disparities highlight a growing environmental divide between northern Italy (an economically developed region, not at risk of desertification) and southern Italy and the two main islands (dry, disadvantaged regions at risk of desertification). The knowledge of such a territorial divide and of the underlying soil degradation processes is regarded as important for environmental policies at the country and regional scales aimed at sustaining the economic and socioenvironmental cohesion between areas that are either vulnerable or nonvulnerable to soil degradation. The proposed approach should be seen as part of a decision-making tool informing policies and supporting the design of management solutions, hopefully reversing disparities in land vulnerability to soil degradation.
