The implementation of government approved budgets is a landmark of policy implementation by public organizations. Thus, understanding the determinants of budget implementation by such organizations is in essence an understanding of the determinants of policy implementation. Using detailed Israeli government budget accounting reports from the years 2004-2009 we show that the implementation of budgets is significantly affected by the cooperation between politicians with pro-welfare policy agenda in charge of ministries with pro-welfare responsibilities. This better accounts for variations in the implementation of government budgets than the effects of macro-economic conditions, coalitional fragmentation and coalitional stability.
