Abstract

This article examines the 2009–2015 peace process between Turkey and the Kurdistan Workers' Party (PKK). It draws from conflict resolution literature to present the five transformers framework that is used to analyse the main transformations the Kurdish conflict in Turkey has undergone during the past two decades. The article argues that the peace process was not an outcome of external intervention but was an organic process derived of powerful, post-nationalist intellectual leadership where strategic calculations about the benefits of peace motivated dialogue. It concludes that the peace process collapsed due to context and structural transformations following war in Syria and Iraq that empowered the Kurdish PKK movement in a sudden, rapid and large fashion. The result caused strong Turkish fears about implications to status quo. In the end, the parties returned to war in order to gain more control and concessions from future negotiations. Concurring with the authors of the five transformers framework, the personal tranformation of a leader strengthens potential for dialogue when they have a change of heart about how to resolve the conflict. What are the explanations for and consequences of Syria's defiance of the United States over the Iraq war? Although President Bashar al-Asad had sought to realign Syria westward, the failure of the Syria-Israel peace process and Syria's oil deals with Iraq soured US-Syrian relations while Syria's opposition to the invasion of Iraq created a crisis in which US threats and sanctions targeted Damascus. Syria's Arab nationalist identity made regime acquiescence in overt aggression against an Arab state is impossible. The regime adapted to US pressures with a mix of concessions and counter-pressures. Syria's sharp criticism of the U.S.-led invasion of Iraq in March 2003 opened a particularly tense phase in Syrian-American relations, culminating in the May 2004 imposition of US. economic sanctions under the Syria Accountability Act. While accusing Damascus of being on the "wrong side" in the wars against terror and Iraq, Washington has raised a number of other issues, including Syria's military presence in Lebanon, its support for Hizballah and various Palestinian factions, its alleged "interference" in Iraq, and its possible possession of weapons of mass destruction. This report, based on numerous interviews with government officials, analysts, opposition figures, and ordinary citizens, examines Syria's reactions to these allegations, gradual changes in Syrian political culture, and various domestic developments. Systemic forces have twice transformed the Syrian state and the current combination of globalization and leadership change might be expected to transform Syrian foreign policy. While Bashar al-Asad is a modernizer, and economic troubles are forcing Syria to open itself to the global economy, the collapse of the peace process and entrenched political obstacles constrain his options. In order to contain Israeli and US threats while accessing the resources needed to negotiate change, Bashar has mended Syria's strained relations with Turkey and Jordan, and sustained alliances with Cairo and Riyadh while embarking on two contradictory strategic openings to Iraq and the EU.
