This article focuses on the developments in various parts of the world. The Central Intelligence Agency (CIA) remains untouchable. Does anyone who reads of its latest folly in Iraq or of the most recent evidence of the high cost of covert operations doubt that life at Langley will go on, fundamentally unchanged? This time around, the CIA reportedly did consider curtailing these covert projects after its management and the White House concluded that the program was something of a joke. The Defense Department recently advised the U.S. Administration to lift the ban on exporting high-technology weapons to Latin America.
