Does anyone who reads of its latest folly in Iraq or of the most recent evidence of the high cost of covert operations doubt that life at Langley will go on, fundamentally unchanged? This time around, the CIA reportedly did consider curtailing these covert projects after its management and the White House concluded that the program was something of a joke. The Defense Department recently advised the U.S. Administration to lift the ban on exporting high-technology weapons to Latin America.

The article focuses on the reasons behind the failure of the war on terror in Iraq. U.S. military occupations in Iraq cannot prevail against determined opposition. For years, it has not prevailed simply because the economics of warfare have been in constant change. Specifically, several factors could be cited: (1.) the growth of cities which provide the terrorists with fortification and concealment; (2.) improvements on the weaponry of insurgents; and (3.) the presence of the media among others.
