1. Small Town, Big Talent: Identifying and Supporting Academically Promising Students in Rural Areas

Abstract

Since 2012, the Jack Kent Cooke Foundation has supported educational enrichment in rural areas by awarding over $3.3 million in grants to six outstanding organizations operating in Iowa, Indiana, Mississippi, North Carolina, Tennessee, and Virginia. In this report, the authors combine the experiences of these organizations with findings from the research community to offer 14 recommendations of best practices for identifying and educating exceptionally promising rural students. The authors conducted extensive interviews with each organization on the best ways to identify academically talented students in rural areas, provide academic enrichment, and help these students navigate their unique social, cultural, and emotional landscape. They then supplemented these findings with a review of already existing literature, distilling the major conclusions into actionable recommendations. [Foreword by Bev Perdue. 2. In Search of How Principals Change: A Qualitative Study of Events That Help and Hinder Administrator Support for School-Wide PBIS

Abstract

Research has shown principal support to be a critical variable for implementing and sustaining evidence-based practices. However, there remains little understanding of the factors that may influence a principal's personal decision to support a practice. The purpose of the current study was to examine events that influenced principals' support for a widely-used approach to behavior in schools, school-wide positive behavioral interventions and supports (PBIS). In-depth interviews were conducted with 10 school administrators who self-reported that they were initially opposed to or not supportive of PBIS but became stronger supporters over time. Qualitative analysis using the Enhanced Critical Incident Technique revealed eight helping and three hindering categories of experiences in change in support, as well as two categories of early experiences that they reported might have built their support from the beginning. Abstract

Since 1998, the Management Information System (MIS) group of the Division of Community Colleges has been responsible for compiling and publishing "The Annual Condition of Iowa's Community Colleges," commonly known as the condition report. Primary data sources for the condition report are each of the 15 public community colleges in Iowa. Every August, community colleges transmit data to the Department of Education. Upon receipt, MIS staff members review the data for discrepancies, then return summary reports to confirm accuracy. After confirmation, data files are aggregated for analysis and subsequent reporting. The condition report describes and addresses key indicators associated with Iowa's community colleges. Some indicators covered in this report include demographics, enrollment in credit and non-credit courses, credit and contact hours, human resources, adult literacy, tuition and fees, and summary financial data. These indicators provide a snapshot of institutional effectiveness for a given fiscal year. The body of the condition report emphasizes tables of summary data that provide snapshots of key indicators. Readers should study the narrative of each section to understand its content. These narratives help readers understand indicators cited throughout this document. The intent of this report is to help policymakers, governing entities, and community college officials make data-driven decisions on issues pertaining to Iowa's community colleges. 5. The Annual Condition of Iowa's Community Colleges, 2009

Abstract

Each fall, the Iowa Department of Education collects enrollment data from Iowa's community colleges on the 10th business day of the semester. The fall data collection contains data on the 2009-10 academic year (fiscal year 2010). This report is the only report on fiscal year 2010 until next year's "Annual Condition of Iowa's Community Colleges." Fall enrollment grew 14.3 percent to a record high of 100,736 students in fiscal year 2010. College enrollment has grown for 12 consecutive years since enrollment slipped in fiscal year 1997. In the 45-year history of the modern community college system, enrollment has only fallen four times. This year's enrollment has accelerated at the fastest pace since 1975. In 2008, enrollment grew only 1.2 percent last year. Nevertheless, enrollment growth is outpacing the projected nationwide growth in community colleges (Hussar and Bailey, 2008: Table 16). Unlike the previous two years, full-time enrollment exceeded part-time enrollment. Slightly over half, 50.3 percent, of students were enrolled full-time--12 or more credit hours. The last two years, part-time enrollment exceeded full-time enrollment. That shift represented growing enrollment by working students and joint enrollment--high school students who enroll in community colleges. The growth in enrollment this year departs from the steady enrollment increases in the past. Enrollment during recessions tends to spike, but none have increased to this degree. The only larger increase in enrollment spiked 21.5 percent as community colleges began to expand in Iowa. Iowa's enrollment growth has traditionally been consistent. Enrollment decreased four times--1976, 1983, 1984, and 1997--during the entire 45-year history. Full-time enrollment decreased nine times over the same period, while part time enrollment only fell twice. The remainder of this report will break down credit enrollment by credit hours, by the programs in which students were enrolled, graphics, enrollment predictions, and data from other reporting sources. 6. State Level Initiatives Related to Training and Supervision of Paraeducators. Quick Turn Around (QTA).

Abstract

This report provides an overview of selected state initiatives related to the training and supervision of paraeducators serving students with disabilities. The five states highlighted in the document were selected because of the significant work each has done in the area of paraeducators. In all five states, paraeducator initiatives began prior to the amendments to the Individuals with Disabilities Education Act (IDEA), but efforts have been strengthened since that time. The states are Iowa, Minnesota, Rhode Island, Utah, and Washington. Results from interviews and a review of the states' documents indicated changes occurring since the 1997 amendments to IDEA. These changes include: (1) renewed emphasis on paraeducator preparation; (2) continued focus on building infrastructure; (3) development of state-level policies that set standards and guidelines for paraeducators and the professionals that direct their work; and (4) development of personnel preparation opportunities for teachers who direct the work of paraeducators. All of the states carried out a needs assessment of paraeducators, the teachers, and the administrators, established stakeholder and interagency collaborative groups to design, develop, and evaluate initiatives, and created policies through legislation to guide the development of paraeducator standards, guidelines, and competencies. Abstract

Agricultural weeds may originate from wild populations, but the origination patterns and genetics underlying this transition remain largely unknown. Analysis of weedy‐wild paired populations from independent locations may provide evidence to identify key genetic variation contributing to this adaptive shift. We performed genetic variation and expression analyses on transcriptome data from 67 giant ragweed samples collected from different locations in Ohio, Iowa, and Minnesota and found geographically separated weedy populations likely originated independently from their adjacent wild populations, but subsequent spreading of weedy populations also occurred locally. By using eight closely related weedy‐wild paired populations, we identified thousands of unique transcripts in weedy populations that reflect shared or specific functions corresponding, respectively, to both convergently evolved and population‐specific weediness processes. In addition, differential expression of specific groups of genes was detected between weedy and wild giant ragweed populations using gene expression diversity and gene co‐expression network analyses. Our study suggests an integrated route of weedy giant ragweed origination, consisting of independent origination combined with the subsequent spreading of certain weedy populations, and provides several lines of evidence to support the hypothesis that gene expression variability plays a key role in the evolution of weedy species. Abstract

Decision-making requires that individuals perceive the probabilities and risks associated with different options. Experimental human and animal laboratory testing provide complimentary insights on the psychobiological underpinnings of decision-making. The Iowa gambling task (IGT) is a widely used instrument that assesses decision-making under uncertainty and risk. In the task participants are faced with a choice conflict between cards with varying monetary reinforcer/loss contingencies. The rat gambling task (rGT) is a pre-clinical version using palatable reinforcers as wins and timeouts mimicking losses. However, interspecies studies elaborating on human and rat behavior in these tasks are lacking. This study explores decision-making strategies among young adults (N = 270) performing a computerized version of the IGT, and adult outbred male Lister Hooded rats (N = 72) performing the rGT. Both group and individual data were explored by normative scoring approaches and subgroup formations based on individual choices were investigated. Overall results showed that most humans and rats learned to favor the advantageous choices, but to a widely different extent. Human performance was characterized by both exploration and learning as the task progressed, while rats showed relatively consistent pronounced preferences for the advantageous choices throughout the task. Nevertheless, humans and rats showed similar variability in individual choice preferences during end performance. Procedural differences impacting on the performance in both tasks and their potential to study different aspects of decision-making are discussed. This is a first attempt to increase the understanding of similarities and differences regarding decision-making processes in the IGT and rGT from an explorative perspective. [ABSTRACT FROM AUTHOR]

Abstract

Foam accumulation in swine manure deep-pits has been linked to explosions and flash fires that pose devastating threats to humans and livestock. It is clear that methane accumulation within these pits is the fuel for the fire; it is not understood what microbial drivers cause the accumulation and stabilization of methane. Here, we conducted a 13-month field study to survey the physical, chemical, and biological changes of pit-manure across 46 farms in Iowa. Our results showed that an increased methane production rate was associated with less digestible feed ingredients, suggesting that diet influences the storage pit's microbiome. Targeted sequencing of the bacterial 16S rRNA and archaeal mcrA genes was used to identify microbial communities' role and influence. We found that microbial communities in foaming and non-foaming manure were significantly different, and that the bacterial communities of foaming manure were more stable than those of non-foaming manure. Foaming manure methanogen communities were enriched with uncharacterized methanogens whose presence strongly correlated with high methane production rates. We also observed strong correlations between feed ration, manure characteristics, and the relative abundance of specific taxa, suggesting that manure foaming is linked to microbial community assemblage driven by efficient free long-chain fatty acid degradation by hydrogenotrophic methanogenesis. Abstract

BACKGROUND: Occupational pesticide use is associated with lung cancer in some, but not all, epidemiologic studies. In the Agricultural Health Study (AHS), we previously reported positive associations between several pesticides and lung cancer incidence. OBJECTIVE: We evaluated use of 43 pesticides and 654 lung cancer cases after 10 years of additional follow-up in the AHS, a prospective cohort study comprising 57,310 pesticide applicators from Iowa and North Carolina. METHODS: Information about lifetime pesticide use and other factors was ascertained at enrollment (1993-1997) and updated with a follow-up questionnaire (1999-2005). Cox proportional hazards models were used to calculate hazard ratios (HRs) and 95% confidence intervals (CIs), adjusting for smoking (smoking status and pack-years), sex, and lifetime days of use of any pesticides. RESULTS: Hazard ratios were elevated in the highest exposure category of lifetime days of use for pendimethalin (1.50; 95% CI: 0.98, 2.31), dieldrin (1.93; 95% CI: 0.70, 5.30), and chlorimuron ethyl (1.74; 95% CI: 1.02, 2.96), although monotonic exposure-response gradients were not evident. The HRs for intensity-weighted lifetime days of use of these pesticides were similar. For parathion, the trend was statistically significant for intensity-weighted lifetime days (p = 0.049) and borderline for lifetime days (p = 0.073). None of the remaining pesticides evaluated was associated with lung cancer incidence. CONCLUSIONS: These analyses provide additional evidence for an association between pendimethalin, dieldrin, and parathion use and lung cancer risk. We found an association between chlorimuron ethyl, a herbicide introduced in 1986, and lung cancer that has not been previously reported. Continued follow-up is warranted. Abstract

Comparing agricultural cohorts with the general population is challenging because the general healthiness of farmers may mask potential adverse health effects of farming. Using data from the Agricultural Health Study, a cohort of 89,656 pesticide applicators and their spouses (N = 89, 656) in North Carolina and Iowa, the authors computed standardized mortality ratios (SMRs) comparing deaths from time of the enrollment (1993–1997) through 2007 to state-specific rates. To compensate for the cohort's overall healthiness, relative SMRs were estimated by calculating the SMR for each cause relative to the SMR for all other causes. In 1,198,129 person-years of follow-up, 6,419 deaths were observed. The all-cause mortality rate was less than expected (SMRapplicators = 0.54, 95% confidence interval (CI): 0.52, 0.55; SMRspouses = 0.52, 95% CI: 0.50, 0.55). SMRs for all cancers, heart disease, and diabetes were significantly below 1.0. In contrast, applicators experienced elevated numbers of machine-related deaths (SMR = 4.15, 95% CI: 3.18, 5.31), motor vehicle nontraffic accidents (SMR = 2.80, 95% CI: 1.81, 4.14), and collisions with objects (SMR = 2.12, 95% CI: 1.25, 3.34). In the relative SMR analysis for applicators, the relative mortality ratio was elevated for lymphohematopoietic cancers, melanoma, and digestive system, prostate, kidney, and brain cancers. Among spouses, relative SMRs exceeded 1.0 for lymphohematopoietic cancers and malignancies of the digestive system, brain, breast, and ovary.
