Acknowledging the overreaching importance of WHO guidelines of frequent handwashing with soap and water in battling COVID-19, this paper unravels the state of water supply in Indian cities and examines the challenges of conventional water policy and governance assumptions amid the COVID-19 crisis in India. Urban citizens, especially living in the slums, very often need to rush to access the water sources, making social distancing practically impossible. Apart from increasing public investment, this paper argues for rethinking the existing framework of water supply through institutional reforms focusing on decentralisation, community participation, and adoption of integrated water resource management policies. It is in the water sector that Africa faces some of its more pressing challenges, which are exacerbated with the sprawl of megacities. The gap between water requirements and available water resources is widening. While the urbanization process is still accelerating, acute seasonal and chronic water shortages are already encountered in almost all major cities. Unless the direction is radically changed, sub-Saharan Africa is headed towards an urban water crisis of alarming proportions. Abstract Sustainable Development Goal 6.1 is "to achieve universal and equitable access to safe and affordable drinking water for all". To measure affordability of accessing clean water, coping cost approach has been adopted, and this paper contributes to the burgeoning empirical literature on measuring affordability. The objective of this paper is to estimate coping costs related to the erratic, unsafe, and inadequate water supply in the metropolitan area of Chennai, India. Based on the data collected from 423 households, we find that households in Chennai city resort to five main types of coping behaviors: collecting, pumping, treating, storing, and purchasing. We employ the multiple regression with robust errors, to estimate the determinants of the coping costs. We obtain the mean coping costs as INR (Indian Rupee) 553, and INR 658 per month for piped and non-piped households in this sample. For non-piped households, collection costs (time costs in traveling and queuing for collecting water) constitute 22% of the coping costs, while collection costs for piped households are less 2% of the coping costs. One interesting finding is the variation of coping costs with household income—these costs are roughly 1% of income for the high income households to as high as 15% for the low income households. State quantifications of Delhi’s water supply proclaim some of the highest levels of access in urban South Asia. However, accompanying such representations are a number of discrepancies and ambiguities, suggesting an appearance of legibility is produced in the absence of data and key calculations. This paper examines the co-production of both knowledge and ignorance with regard to the city’s water, showing how their entanglement serves to powerfully shape both urban biopolitics and diffuse modalities of state power. First, I demonstrate that the appearance of legibility is maintained through fragmented measurement and bureaucratic practices that build material ambiguity into the system. Secondly, I examine the political, discursive and material effects of such illegibility, which include outcomes that are both arbitrary in nature (inadvertently allotting more water to one area versus another) and well as more deliberate (attributing blame for water wastage and loss to the very populations and urban spaces most excluded from the grid). Rather than a lack of intelligibility diminishing the powers of the state, the material ambiguity of Delhi’s waters furthers an everyday water politics of diffuse state power by which water is politicized at the local level while larger (infra)structural fixes are left off the table. Indian megacities face severe water supply problems owing to factors ranging from growing population to high municipal pipe leakage rates; no Indian city provides 24/7 water supply. Current approaches to addressing the problem have been 'utility centric,' overlooking the significance of decentralized activities by consumers, groundwater extraction via private wells, and aquifer recharge by rainwater harvesting. We propose a framework that makes it possible to evaluate a wider range of centralized and decentralized policies than previously considered. The framework was used to simulate water supply and demand in a simulation model of Chennai, India. Three very different policies, supply augmentation, efficiency improvement, and rainwater harvesting, were evaluated using the model. The model results showed that none of the three policies perfectly satisfied our criteria of efficiency, reliability, equity, financial viability, and revenue generation. In recent years, growing water insecurity in the Himalayan region has attracted new scientific research and fresh attention on policy. In this paper, we synthesize field research evidence from a sample of five Himalayan cities—three in Nepal and two in the western Indian Himalayas—on various forms of water insecurity and cities' responses to such challenges. We gathered evidence from a field research conducted in these cities between 2014 and 2018. We show how different types of Himalayan towns (mainly hilltop, foot hill, river side, touristic, and regional trading hub) are struggling to secure water for their residents and tourists, as well as for the wider urban economy. We found that even though the region receives significant amounts of precipitation in the form of snow and rainfall, it is facing increasing levels of water insecurity. Four of the five towns we studied are struggling to develop well-performing local institutions to manage water supply. Worse still, none of the cities have a robust system of water planning and governance to tackle the water challenges emerging from rapid urbanization and climate change. In the absence of a coordinated water planning agency, a complex mix of government, community, and private systems of water supply has emerged in the Himalayan towns across both Nepal and India.
