Dwindling groundwater supplies threaten food security and livelihoods. Output subsidies for farmers are a ubiquitous agricultural policy tool, yet their contribution to growing groundwater stress remains poorly quantified. We show how output subsidies guaranteeing the purchase of crops at higher than market prices may have contributed substantially to declining water tables in India. Our analysis suggests that these policies may have led to a 30% over-production of water intensive crops. In the northwestern state of Punjab, rice procurement can potentially account for at least 50% of the groundwater table decline over 34 years. In the central state of Madhya Pradesh, wheat procurement adopted in the late 2000s appears to have driven a 5.3 percentage point increase in dry wells and a consequent 3.4 percentage point increase in deep tubewells. These results suggest that well-intentioned but poorly designed subsidies can impose harmful externalities on the environment and undermine long-term sustainable development., (© 2024. Objective: A focus on bacterial contamination has limited many studies of water service delivery in slums, with diarrheal illness being the presumed outcome of interest. We conducted a mixed methods study in a slum of 12,000 people in Mumbai, India to measure deficiencies in a broader array of water service delivery indicators and their adverse life impacts on the slum's residents., Methods: Six focus group discussions and 40 individual qualitative interviews were conducted using purposeful sampling. Quantitative data on water indicators-quantity, access, price, reliability, and equity-were collected via a structured survey of 521 households selected using population-based random sampling., Results: In addition to negatively affecting health, the qualitative findings reveal that water service delivery failures have a constellation of other adverse life impacts-on household economy, employment, education, quality of life, social cohesion, and people's sense of political inclusion. In a multivariate logistic regression analysis, price of water is the factor most strongly associated with use of inadequate water quantity (≤20 liters per capita per day). Water service delivery failures and their adverse impacts vary based on whether households fetch water or have informal water vendors deliver it to their homes., Conclusions: Deficiencies in water service delivery are associated with many non-health-related adverse impacts on slum households. Failure to evaluate non-health outcomes may underestimate the deprivation resulting from inadequate water service delivery. Based on these findings, we outline a multidimensional definition of household "water poverty" that encourages policymakers and researchers to look beyond evaluation of water quality and health. Use of multidimensional water metrics by governments, slum communities, and researchers may help to ensure that water supplies are designed to advance a broad array of health, economic, and social outcomes for the urban poor.

In the hard rock areas of India, overdraft of groundwater has led to negative externalities. It increased costs of groundwater irrigation and caused welfare losses. At the same time informal groundwater markets are slowly emerging and are believed to improve water distribution and to increase water use efficiency in the irrigation sector. These claims are evaluated in this study. For this purpose data was collected from a sample containing three different groups of water users: water sellers, water buyers and a control group of non-traders. First the socio-economic characteristics of these groups are compared. Then the efficiency of water use of the three groups is studied using Data Envelopment Analysis. The results indicate that groundwater markets provide resource poor farmers access to irrigation water, giving them the opportunity to raise their productivity. Water buyers are furthermore shown to be most efficient in their water use, while water sellers are also shown to be more efficient than the control group. The differences in efficiency between the groups are statistically significant. The demonstrated potential of groundwater markets to improve the efficiency of water use and to increase equity in resource access should be taken into account by the Indian government when deciding on their attitude towards the emerging groundwater markets., (Copyright © 2011 Elsevier Ltd. In Mumbai, most all residents are delivered their daily supply of water for a few hours every day, on a water supply schedule. Subject to a more precarious supply than the city's upper-class residents, the city's settlers have to consistently demand that their water come on “time” and with “pressure.” Taking pressure seriously as both a social and natural force, in this article I focus on the ways in which settlers mobilize the pressures of politics, pumps, and pipes to get water. I show how these practices not only allow settlers to live in the city, but also produce what I call hydraulic citizenship—a form of belonging to the city made by effective political and technical connections to the city's infrastructure. Yet, not all settlers are able to get water from the city water department. The outcomes of settlers' efforts to access water depend on a complex matrix of socionatural relations that settlers make with city engineers and their hydraulic infrastructure. I show how these arrangements describe and produce the cultural politics of water in Mumbai. By focusing on the ways in which residents in a predominantly Muslim settlement draw water despite the state's neglect, I conclude by pointing to the indeterminacy of water, and the ways in which its seepage and leakage make different kinds of politics and publics possible in the city.

As demand and competition for water resources increase, the river basin has become the primary unit for water management and planning. While appealing in principle, practical implementation of river basin management and allocation has often been problematic. This paper examines the case of the Krishna basin in South India. It highlights that conflicts over basin water are embedded in a broad reality of planning and development where multiple scales of decisionmaking and non-water issues are at play. While this defines the river basin as a disputed "space of dependence", the river basin has yet to acquire a social reality. It is not yet a "space of engagement" in and for which multiple actors take actions. This explains the endurance of an interstate dispute over the sharing of the Krishna waters and sets limits to what can be achieved through further basin water allocation and adjudication mechanisms – tribunals – that are too narrowly defined. There is a need to extend the domain of negotiation from that of a single river basin to multiple scales and to non-water sectors. Institutional arrangements for basin management need to internalise the political spaces of the Indian polity: the states and the panchayats. This re-scaling process is more likely to shape the river basin as a space of engagement in which partial agreements can be iteratively renegotiated, and constitute a promising alternative to the current interstate stalemate.

This article examines the water distribution systems in Johannesburg and Mumbai to argue that the political and institutional contexts of service delivery shape people’s access to the state and its resources, and also mediation between citizens and government institutions by councillors. Through ethnographies of water supply and distribution systems in Mumbai and Johannesburg, I explain how the organizational structure of the water utility, institutional arrangements of service delivery, regulatory systems, councillors’ proximity to decision makers and their relationship with municipal officials, civil servants and party members variously influence councillors’ mediation capacities and their ability to fulfil the claims of their constituencies for piped water supply and connections.

Objective: To evaluate and quantify the economic benefits attributable to improvements in water supply and sanitation in rural India., Methods: We combined propensity-score "pre-matching" and rich pre-post panel data on 9500 households in 242 villages located in four geographically different districts to estimate the economic benefits of a large-scale community demand-driven water supply programme in Maharashtra, India. We calculated coping costs and cost of illness by adding across several elements of coping and illness and then estimated causal impacts using a difference-in-difference strategy on the pre-matched sample. The pre-post design allowed us to use a difference-in-difference estimator to measure "treatment effect" by comparing treatment and control villages during both periods. We compared average household costs with respect to out-of-pocket medical expenses, patients' lost income, caregiving costs, time spent on collecting water, time spent on sanitation, and water treatment costs due to filtration, boiling, chemical use and storage., Findings: Three years after programme initiation, the number of households using piped water and private pit latrines had increased by 10% on average, but no changes in hygiene-related behaviour had occurred. The behavioural changes observed suggest that the average household in a programme community could save as much as 7 United States dollars per month (or 5% of monthly household cash expenditures) in coping costs, but would not reduce illness costs. Poorer, socially marginalized households benefited more, in alignment with programme objectives., Conclusion: Given the renewed interest in water, sanitation and hygiene outcomes, evaluating the economic benefits of environmental interventions by means of causal research is important for understanding the true value of such interventions.

This study uses micro-data from the 1998-99 Indian Time Use Survey (ITUS; covering 77,593 persons in 18,591 households in Gujarat, Tamil Nadu, Madhya Pradesh, Meghalaya, Orissa, and Haryana) to argue that time use data provides a natural metric for measuring "social capital" building activities and for distinguishing between the relative importance of "bonding" into groups or "bridging" within communities. The study examines the correlation between inequality in landownership, caste status, measures of local social capital, and whether or not a household will have to collect water. In India, the probability that a rural household fetches water is 4.8% and 9.1% lower in communities in which the average time spent on social interaction and community-based activities at the district-level doubles, but it is 18.9% greater when the time in group-based activities doubles. Inequalities in landownership and home ownership are associated with considerably larger differences in local tap water availability.

This article summarises initial findings of a study to explore the potential of providing micro-financing for low-income households wishing to invest in improved water supply and sanitation services. Through in-depth interviews with more than 800 households in the city of Hyderabad in India, we conclude that, even if provided with market (not concessional) rates of financing, a substantial proportion of poor households would invest in water and sewer network connections., (Copyright IWA Publishing 2008.)

The depletion of water resources, both surface and subsurface and deterioration of water quality made researchers and policy makers to think of the possible remedies to make water sources potable / wholesome. There is a need to address the problems of hardness and fluoride in subsurface water on priority basis. In this direction, bench scale studies were conducted to evaluate the performance of water softeners. Indepth studies were carried out at University B.D.T College of Engineering, Davangere, Karnataka, to assess the performance of bench scale softeners of D to H ratio 1:2, 1:3, 1:4 in removing hardness of varied concentrations from both synthetic and natural water samples. Studies revealed that irrespective of D to H ratio of softeners, the waters having hardness concentration up to 1000 mg/l can be treated to the same degree (81.68% and above). The findings of regeneration studies and cost economics are also summarized in this paper.

The author reports on the Kerala model for water sector development, broadly adopted as a role model for poverty reduction and build up of social capital. It is a community based organisation with its focus on facilitating a stable income to the poor, and composed of a People's Plan Campaign, the Kudumbashree (women-based poverty eradication programme), with grassroot level neighbourhood groups, federated into an area development society. It promotes savings and credit channelling, capacity building and entrepreneurship development. Activities include awareness raising on water conservation and hygiene, utilization of student power, promotion of small, cheap and low technology projects that people can understand and undertake (small reservoirs, tanks, rainwater harvesting structures, water meters), as well as microenterprises, and training of women-based repair groups.
