The IT revolution has taken the world by storm and organizations have witnessed massive changes in the business environment due to technological disruptions such as the Internet. The current study identifies organizational, environmental, and technological factors that play a major role in the use of Business-to-Business (B2B) electronic commerce (EC) website. While the B2B EC's marketplace model has picked up more than the direct model between a buyer and seller (Statista), the need for research exists in both. This case is based on one of the electricity utility companies in India, VIN, and its supplier DPEN who together form a dyad. The study describes the level of use of a B2B website by the dyad, and illustrates the factors related to the hosting primary organization (PO) and the user organization (UO) that determine use. The article aims to describe the website features; how and why the PO and UO characteristics influence website use using the soft systems methodology (SSM). Sources of data include face-to-face interviews and secondary data relevant to the organization. The findings of the study are significant because it represents the experiences of similar organizations in an emerging economy like India which is lagging behind in B2B EC adoption compared to the developed nations.
