This paper compares two cases of transnational labor monitoring, which are frequently referred to as successful examples of independent monitoring of labor conditions. Both the Sullivan Principles in South Africa, and Rugmark in India, involve efforts by non-governmental organizations to certify that companies have improved the conditions of their workers.
