Global trends indicate that IT spending will increasingly go to offshore solution providers. This article demonstrates the use of a SWOT analysis technique for identifying the strengths, weaknesses, threats, and opportunities associated with a potential IT outsourcing location. The factors assessed include business conditions, physical infrastructure, IT infrastructure, financial institution and government support, and various labor characteristics specific to a region: the state of Kerala in India. The exemplary Kerala Model of development is characterized by "the paradox of high human development with low growth syndrome." The paper discusses how that it is due to the simultaneous co-existence of various growth propelling and their concomitant and overpowering retarding features. Even the policy reversals in the nineties did not positively impact the dismal features of the growth aspects of the economy. All this has raised doubts about the sustainability of Kerala's high human development. The study draws suitable lessons for developing economies and emphasizes the need for feasible "policy packages ", that lead to the simultaneous and sustainable enhancement of "development together with growth" rather than "development without growth" or "growth without development." Information about several topics discussed at the seminar entitled "E-publishing - Gateway to Enhanced Visibility and Accessibility" in Bangalore, India is presented. The seminar emphasized that the biggest advantages of e-publishing are the cost saving in printing and paper usage, as well as better data storage and maintenance. The participants at the seminar, while acknowledging the advantages of e-publication were vociferous in their views concerning the various packages of products.
