1. Teachers and Beyond: A Mapping of Prominent Education Workforce Tools and Frameworks. Working Paper

Abstract

The Global Partnership for Education's (GPE) interest in broader education workforce issues is situated within the context of the partnership's current strategic plan (GPE 2025), which recognizes "quality teaching" as a priority area within a wider system transformation agenda. GPE's work includes providing technical support in this area for the benefit of country operations, including the development and/or dissemination of tools and guidelines. Some GPE partner countries have shown particular interest in diagnostic or analytical tools to better understand the scope of their challenges related to quality teaching and the broader education workforce. Guidance in diagnosing the challenges of the education workforce and leveraging its potential for strengthened teaching and learning would be useful especially for those involved in preparing education sector plans or strategies, or specific programs aimed at improving teaching and learning. This paper: (1) Analyzes the guidance that prominent existing international frameworks and tools can provide for diagnosing challenges and strengths related to teachers and the broader education workforce. Special attention is given to tools dealing with teachers, teaching and learning and/or related policies and management, and for which several country applications have been reported. Challenges concerning the implementation and use of these tools are also explored tentatively through a set of interviews with professionals involved in their application and/or monitoring; (2) Attempts to identify the main gaps and challenges that remain to be addressed as regards the contents, methodology and implementation of future education workforce diagnostics; and (3) Suggests possible directions and considerations for the development of future education workforce diagnostic tools.

Abstract

This publication is one of two prepared for a South Asian colloquium on issues related to teacher training in Bangladesh, India, Pakistan, and Sri Lanka. This volume includes four papers presented at the conference. The papers present an analytical view of both policy and practical measures on teacher education. The first paper, "The Professional Development and Training of Teacher Educators" (Elwyn Thomas) examines recruitment, training, and career development in teacher education. The second paper, "Teacher Education: The Quest for Quality" (Motilal Sharma), looks at issues in teacher education in Asia, including World Bank involvement and regional cooperation. The third paper, "A Critique of Policy and Practice in India and Bangladesh" (Adarsh Khanna), analyzes preservice and inservice teacher education in India and Bangladesh, the chief strengths of the Indian and Bangladesh systems, and the importance of aid agency projects. Abstract

This publication is one of two prepared for a South Asian Colloquium on issues related to teacher training in Bangladesh, India, Pakistan, and Sri Lanka. The papers in this volume focus on innovations and alternative strategies designed to improve quality in teacher education at preservice phase. The publication is in five sections. The first four sections were prepared by the respective national Ministries of Education. Section 1 is on Bangladesh and includes an overview of literacy and primary education and a discussion of provisions for initial training of teachers, the funding of education, and problems and remedies. Section 2, on India, includes a brief history of India's educational system, a review of key issues in the National Policy of Education, a discussion of issues facing Indian educators in the nineties, and several data tables. Pakistan is the focus of section 3 which looks at historical perspectives on teacher training, training of elementary and secondary teachers, qualifications for teacher educators, innovations in teacher training, analysis of teacher training programs, financing of teacher education, and recommendations for future development. The fourth section is on Sri Lanka and covers inservice and preservice teacher education, successful innovations in teacher training, problems and issues, and statistical information. The final section is an overview by Beatrice Avalos which summarizes the educational context and the characteristics, issues, and alternatives of teacher education in general and in each of the four countries. Organized to focus world-wide public attention on the massive gender inequalities in many areas of the world, a seminar entitled "Women and Literacy Development--Constraints and Prospects" was held in Sweden during August 1991. Abstract

The papers in this document were delivered by scholars from the United States and Canada at the ninth annual Conference on Bengal Studies in 1973. The first two papers discuss the accommodation of Indian literary forms and views of life in the Bengali novel, a foreign literary form adopted in India only in the last century and a half. The third paper analyzes Rabindranath Tagore's play, "Visarjan," while the next three papers are about the changing status of Bengali women since 1850. The seventh paper is a literary analysis of the Bengali Muslim Bardic songs of grief, the eighth paper concerns a Bengali episode which stirred up Hindu-Muslim antagonism, the ninth paper is about the role of language in the creation of Bangladesh, and the tenth paper explores possible changes in the relationship between administration and politics in Bangladesh. The last two papers concern labor and the nationalist movement, and the development of Calcutta. (JM)

Abstract

Information on teaching and research in international law for countries of the Asia-Pacific region is presented in proceedings of a 1984 conference sponsored by the United Nations Educational, Scientific, and Cultural Organization. In addition to a regional overview, suggestions are offered for promoting regional cooperation in international law. Challenges in the teaching and study of international law, problems areas for students graduating in international law, and problems of the profession are considered. Status reports for nine countries on teaching and research in international law are provided by conference participants as follows: Australia (James Crawford), India (M. L. 8. Research Productivity of Nigerian, Pakistani and Indian Authors In the online Journal of Library Philosophy and Practice from 2008 to 2013: A Bibliometric Study/Analysis.

Abstract

The prime purpose of this study is to find out the research productivity of three regions Nigeria, Pakistan, and India. The bibliometric quantification was used to analyze the data. The present research identifies the importance of this online journal. The study discloses frequency of publication growth, author's collaborations, papers length, and most cited papers, most productive authors, and total references used. Design/methodology/approach The survey method was used to find out the full-text research articles on the online database of LPP. The Google scholar was used to retrieve the citations. All the collected data has been analyzed using MS excel and other electronic devices. Findings The results of this study indicate that in the year 2008 to 2013. The contribution of Nigerian authors is more than the other two nations that are 226 while Indian comes 2nd with 193 research papers and Pakistan comes 3rd with 67 research articles from the studied period in the wellknown journal of Library and information science field that is LPP. The present study revealed the majority of the research articles were single authors from Nigeria 114, Pakistan 18, and India 80. The study results show that the majority of the paper length in the range of 6-10 Nigerian 116, Pakistan 34, and India 70 respectively. The study showed the total references were calculated 4140 from Nigeria, 1506 Pakistan, and 3243 from Indian. The most cited paper was retrieved by a Nigerian paper that is 197 citations. The analyzed data shows the most productive authors were Rubina Bhatti from Pakistan with 18 research papers. This study contributes to the existing literature of three-nation contributions to the Library Philosophy and practice throughout the year. This is the first study of three-nation research productivity in the well-known online journal library philosophy and practice. Limitations of the study The present study was limited to the well-known LIS Journal and research articles specifically published at online journal library philosophy and practice. This study is purely limited to the research productivity of Nigerian, Pakistani, and Indian authors to the Library Philosophy and Practice from 2008 to 2013. Practical implications Despite its limitations, the findings of the study will help the LIS professionals of three nations and as well as other parts of the LIS professionals to provide more information about their research productivity of a particular journal. 10. Deliberate Nuclear First Use in an Era of Asymmetry: A Game Theoretical Approach.

Abstract

Most nuclear dyads are characterized by some degree of nuclear and conventional asymmetry. This paper argues that these asymmetries create an environment in which deliberate nuclear first use (DNFU) can be rational. This possibility has been discarded in the formal literature on nuclear escalation because of the common reliance on the assumption of mutually assured destruction (MAD). This paper develops a formal model that traces how and under what circumstances two types of DNFU are rational. First, nuclear imbalances and advancements in counterforce technologies create a damage limitation incentive for a strong actor. Second, conventional asymmetry creates an incentive for the coercive use of nuclear weapons by the weaker player. Moreover, this paper illustrates that these asymmetric conditions are a relevant characteristic in important and very different nuclear dyads: DPRK–US, Pakistan–India, and Russia–US.
