This paper studies when and under what conditions the actions undertaken by the power plants involved in China's emission trading scheme (ETS) pilot became cost effective. Based on unique plant-level panel data and the difference-in-differences strategy, we identify that an insignificant initial reduction in cost efficiency occurred at the announcement stage for power plants in the pilot provinces; however, the cost efficiency of the pilot plants increased significantly following formal policy implementation. Additionally, the by-stage treatment effects differed across the pilot provinces due to localized market and non-market variations. Localized conditions of higher marketization, stricter policy enforcement, and lower carbon dependence enhanced this positive effect. The synthetic control results confirmed this variation in the policy effects. The carbon trading pilots resulted in improved efficiency in power plants in Shanghai, Guangdong, and Tianjin during the period 2013--2017, with an associated total cost saving of approximately 29.75 million RMB. To meet carbon peak and neutrality targets, accurate carbon trading price forecasting is very important for enterprises making emission reduction decisions. By fusing convolutional neural network (CNN) and long short-term memory network (LSTM), the CNN–LSTM model is constructed. After variational mode decomposition (VMD), several intrinsic mode functions (IMFs) components are obtained and input into the CNN–LSTM model, thus constructing the combined sooty tern optimization algorithm (STOA)–VMD–CNN–LSTM forecasting model. To test this model, the carbon trading prices of the carbon emission trading markets of Hubei, Guangdong and Shenzhen were forecast. The prediction performance of the STOA–VMD–CNN–LSTM model is compared with ARIMA, BP, CNN and LSTM benchmark models and models combining different decomposition technologies. The international carbon trading price (EUR and CER) is used for prediction. Compared with other methods, the developed model makes fewer errors and achieves superior performance. Accurate price prediction for carbon trading is essential to provide the guidance for investment and production. The current prediction methods mainly depend on the carbon price itself, from which the change pattern of carbon price is studied. However, fusing the multi-source data, e.g. trading message and public sentiment, and taking proper data processing to improve the prediction accuracy need in-depth research. In this paper, a hybrid price prediction method utilizing both the statistical and intelligent models is established on multi-source data, and the data characteristics are fully explored by correlation analysis and multi-frequency analysis. The study on Guangdong market show that: the accuracy of proposed method is superior to the benchmark ones: root mean square error and mean absolute percentage error are reduced by 19.27% and 7.16%, while determination coefficient and trading return are increased by 8.31% and 25.11%. This paper constructs a novel stress measurement system of carbon market from the perspective of trading, emission reduction, and external shocks and simulates the stress indices of national and pilot carbon markets of China with the methods of functional data analysis and criteria importance through intercriteria correlation. It concludes that the overall carbon market stress is in the shape of "W" and still at a high level, with frequent fluctuations and an upward trend. In addition, the stress of Hubei, Beijing, and Shanghai carbon market fluctuates and rises, while the stress of Guangdong carbon market decreases. Moreover, carbon market stress mainly comes from trading and emission reduction. Furthermore, stress fluctuation of Guangdong and Beijing carbon market is more prone to "big waves," indicating that the two markets are sensitive to big events. As a new clean and sustainable energy that can reduce carbon emissions, offshore wind energy has received much more attention in recent years. In response to the complexity and flexibility issues in the decision-making process of offshore wind power investment, this paper proposes an investment decision framework based on a bidimensional binominal lattice that embeds deferral options, aiming to derive the appropriate development timing and investment potential for corporate investors in uncertain environment of market and technological development. And the investment model embedding revenue from carbon emission reduction highlights the advantages of clean energy. Furthermore, we creatively compare the policy effects of three subsidy schemes using the model as a policy analysis tool and use scenario analysis to simulate the impacts of dynamic adjustments in subsidies on investment decisions. For the case of an offshore wind power plant in Guangdong province, China, we find that the local government has to provide a subsidy of 0.11 CNY/kWh to allow the project to be profitable. In the absence of subsidies, however, it is preferable to defer the decision of investment with a wait-and-see attitude. Given the same total government financial input, we find that it will be more beneficial for the government to provide R&D subsidy than electricity tariff subsidy and operation subsidy in terms of long-term sustainable development. Our findings also demonstrate that considerations in the carbon trading market will also contribute to the development of offshore wind power. The conclusions of this article can provide valuable guidelines for corporate investors to adjust the appropriate development timing and for policymakers to optimize subsidy allocation, so as to promote the healthy development of offshore wind power and low-carbon transition.
