Increasing penetration of distributed energy resources (DER) is pushing to increase the coordination between the transmission system operator (TSO) and the distribution system operator (DSO) to improve the power systems efficiency for active distribution network (DN) scenarios. In this context, the European CoordiNet project seeks to develop tools to measure the potential benefit of efficient TSO–DSO coordination in Greece, Spain, and Sweden networks, considering demand response, storage systems, and small-scale generation. This article presents the TSO–DSO coordination framework for the Spanish demonstration through developing a DSO platform that manages the services provided by the DERs, maintaining the congestion and voltage level in the operational ranges for the day-ahead and intraday markets. Thus, a deterministic mixed-integer non-linear model, based on the AC-OPF, is introduced for congestion management in two Spanish DNs (MV and MV/LV). The operational model constraints and the MV and MV/LV networks have been validated using the power system modeling software PandaPower. The results show that the DSO platform developed under the CoordiNet project guidelines allows for managing congestion and voltage issues at the distribution level through the flexibility provided by the DERs. • A DSO platform framework for the CoordiNet project Spanish demonstration is presented. • A mixed-integer optimization model is introduced to manage flexibility services. • Congestion and voltage issues are managed through a flexibility market framework. • The model is tested in two real Spanish distribution networks with DERs presence.
