Abstract

The article examines the attitudes of German writer Johann Wolfgang von Goethe toward the monetary policies of his times, in the late eighteenth and early nineteenth centuries. The author surveys in particular how Goethe's assessment of paper money changed over time, specifically against the backdrop of the Napoleonic Wars in Europe and their economic and financial effects. In this context, he also discusses Goethe's understanding of the causes of inflation, his dissatisfaction with Austrian fiscal and monetary policies during this time, and Goethe's advocacy against the introduction of paper money in the Duchy of Sachsen-Weimar-Eisenach in Germany, where he served as privy councilor, following his reading of an essay on the subject by Swiss economist Jean-Charles-Léonard Simonde de Sismondi.

Abstract

This article presents a table that shows the ratio of gold to currency notes in the principal countries of the world. It may be noted in this connection that since 1914 world paper currency has increased 600 percent, and the gold reserve only 40 percent, while the world national debts have grown from 40 billion to 260 billion since 1914. The face value of the paper currency of thirty leading countries was 7,250 million in 1914, 40,000 million in November 1918 and 50,000 million in December 1919. The Gold Reserve in the U.S. was 1,023 million in 1914 and 2,107 million in December 1919.

This article reports on the launch of a scheme of radical finance reform by Herr Rudolf Hilferding, Minister of Finance for the Reich of Germany in 1923. Under the scheme, the Reichsbank will be the only source of issue for paper currency. The scheme will require real-value notes to be secured by a real-value capital levy. Meanwhile, the police in Berlin started a search for foreign currency.

In 1865, to achieve monetary union without political union, France, Belgium, Italy and Switzerland decided to use the French franc as their common unit of account, while nominally retaining their own national metal currencies of gold and silver coins. The system faced pressure when Italy printed paper money. The Union collapsed 20 years after its inception when Germany centralized control of paper money.
