We analyze the prestige of 1,500 scholars in economics, sociology, and management who have Spanish and French institutional affiliations operationalized by their h-index in Scopus and Google Scholar. We use a negative binomial count model to examine how some individual factors affect the h-index from both databases. The results show a non-monotonic relationship between the researchers' career length and their h-index. There is a positive and statistically significant relationship between total research output and the h-index. The share of publications in English over total publications has also a positive and statistically significant effect on the h-index, except in a single case, while the share of publications in other foreign languages does not have such effect. Finally, we found that the effects of the number of citations received by documents in English (international impact) and by those in the vernacular language (local or regional impact) on the h-index vary according to the database, the country, and the discipline in question.

A sociohistorical approach identified differences in the way management is perceived and practiced in Britain and France. Two distinct managerial types--British gifted amateurs and French bright cadres--must be recognized to plan joint management development programs. (SK)

The Filiere Administration Economique et Social in France was created in 1972 as a multidisciplinary program combining economics and social sciences. Some problems encountered by the program are the result of contradictions with regulatory procedures and the conservatism of disciplines and their representative bodies. Briefly describes a pilot project connecting some 150 schools and libraries around Lyon, France. The nature of the French educational system is outlined and the impact of the structure of that system on the organization of cooperative educational information services is reviewed. (JL)

National climate policies have generated a considerable body of research in academic literature. Focusing on the little-studied case of France, this article examines the way in which, in this country, the State has drafted its latest low-carbon strategy (SNBC). Drawing on approaches such as ‘bureaucratic politics’ and ‘administrative capacity’, it questions the ability of the administration responsible for writing this document (and thus defending the climate cause) to make its voice heard within the political-administrative arena. Based on an in-depth sociological study, this article shows that this administration found itself in a position of ‘powerlessness’, due to three main factors: instrumental (the limited scope of the tool, reflecting an initial will to reduce its impact), organizational (the subordinate position of this administration within the bureaucratic hierarchy) and political (weak support from government). The result is a contested strategy, unlikely to bring about a credible roadmap to implement the necessary changes. [ABSTRACT FROM AUTHOR]

This article introduces the progressive development of French private security and analyzes the accelerated changes in its roles since the 2015 Paris Attacks. It describes the evolution of private security's legal framework and the operational framework supporting it. This sector's structuring needs and means are then discussed. In the past thirty years, historians have deeply renewed our understanding of the state in the early republic period of the United States as much more powerful, deep reaching, and proactive than the traditional image represented. In France, too, new work has revised our vision of the state in the early nineteenth century, which looked different from the triumphant, Napoleonic leviathan that often appears in discourse. Yet both historiographies, having evolved separately, still base their conclusion on implicit comparisons, with an imagined "European" state or with a later "modern" state. This article uses the new historiographies on both countries to go beyond those unstated exceptionalisms to propose a reconstruction of the state in that period. Pulling those studies together, and mobilizing insights from one to shed light on the other, it recovers a common repertoire of statecraft that emerged in the revolutionary era. It hinged on fostering consent of key segments of the population and therefore organized the work of the state in mostly nonbureaucratic forms. States in that period reflected a particular enmeshing of public and private forms that needs to be analyzed for itself, especially if we want to understand the specificity of today's practices. Introduction: In anesthesia, a medication error would occur every 20 to 133 anesthesia procedures, and 14% is related to a route administration error. To secure neuraxial route, ISO group published a norm in 2016 to develop specific connectors, the "NRFit® connector". The main objective of this work, is to develop a risk mapping related to neuraxial medication errors therefore prepare the NRFit® implementation in anesthesia units in a French Universitary Hospital., Methods: Failure modes, effects and criticality analysis (FMECA) methodology was used for our risk mapping which was divided in 3 anesthesia specialities. For each, the analysis was performed for accidental neuraxial administration of intravenous drugs, and its opposite error. Secondly, NRFit® devices were tested for 1 month by 3 experimented anesthetists., Results: The majority of reported errors concerns epidural and intrathecal anesthesia, and more frequently in the field of obstetrics. Opioids and tranexamic acid, administered in neuraxial route, are drugs with the highest criticality. The tests were rather conclusive and made it possible to highlight the additional needs in medical devices., Discussion: Obstetrics is the riskiest area due to the frequency of epidural anesthesia, the administration of critical drugs in intravenous and neuraxial route. This work increased the awareness of our group, improved the measure of this risk and harmonized practices., Conclusion: This work is the first step of the project to prevent administration route error in anesthesia during patient's drug management. La numérotation des maisons est considérée comme une technique innovante et moderne introduite par l'administration militaire et les autorités urbaines dans les années 1760 en France, pour faciliter l'orientation et la circulation des étrangers, ainsi qu'un contrôle plus serré de l'espace urbain. Cet article analyse l'impact de la numérotation des maisons et son usage par les habitants de Paris, de 1780 à 1807, et comment elle a pu changer la manière dont ils expriment leur localisation, physique et sociale, dans la cité. Il est fondé sur le dépouillement des déclarations d'adresse dans les archives de police. Il montre que les Parisiens ont finalement adopté rapidement et massivement le système de numérotage révolutionnaire, inventé pour d'autres fins que permettre aux citadins de se repérer dans la ville. During the eighteenth century, the French government embarked on a major programme of upgrading the old royal highways and other major roads and opening new ones. The manuscript maps and plans created in connection with this ambitious policy, assembled in the 65 bound volumes now known as the Trudaine Atlas (L'atlas de Trudaine), have been widely admired both for their aesthetic quality and as repositories of information on French landscape history. Less attention, however, has been paid to their administrative role in the management and maintenance of the French road network, and their power as tools of state, a situation this article seeks to remedy. Doctrinal discussions on the administrative agreement have arisen along with the economic, social and industrial development of European countries. The principle of separation of powers adopted in France after the Revolution of 1789, the need to protect private law subjects, has become increasingly necessary as private subjects may be affected by the exercise of public power. Gradually, given the need to protect the interest of both public and private sectors, it has been proceeded to create a system of administrative law, separate from the common law system. Purpose: After reports of malaise in infants immediately after the oral administration of two brands of vitamin D solutions, a 'Dear Doctor letter' (DDL) containing recommendations for the administration of vitamin D was sent to all French paediatricians and pharmacies and a large number of French general practitioners (GPs) with a predominantly paediatric practice. The DDL and a press release were published on the French Medicines Agency website and distributed via a mailing list. The objective of this study was to assess the effectiveness of such a DDL and to collect the opinions of healthcare professionals on the best way to provide them with information. Methods: A questionnaire was sent to a national random sample of 145 paediatricians, 680 GPs and 230 pharmacists. Results: Only 49% of responding paediatricians, 48% of GPs and 67% of pharmacists were aware of the warning. Among the participating healthcare professionals aware of the warning and who prescribed/dispensed these vitamins, 50% of paediatricians and 68% of GPs stated that they had changed their prescribing behaviour, and 68% of pharmacists stated that they had modified their advice when dispensing. According to the responding healthcare professionals, postal letters remained the best way to issue safety warnings. Some of the respondents suggested that the DDL be more distinctive in terms of being a DDL and that the information be more widely disseminated to other stakeholders involved in the healthcare system. Conclusions: This survey of a national random sample of healthcare professionals revealed that many of the respondents paid little attention to the DDL and were therefore unlikely to change their practices. A potential supplementary method for disseminating recommendations for medicine administration could be to apply stickers on medicine boxes, as this approach has the additional advantage of directly informing the concerned population, i.e. the parents. This paper examines the decisions made by French policymakers at a time when France was uncertain about which option to take. The purpose is to follow how actors chart their own course in an environment with plural justifications and how they mobilise resources in several spheres to set up ever-changing networks. The investigation will bear on all levels of education, including lifelong learning as France has adopted this European recommendation. The analysis will be divided into three parts after an overview of Third Way opportunities in France over the whole period considered. The false continuation between the focus on localism and the autonomy of schools will first be explored. The second part will address the true break with the school model of the first modernity: the ideal of equal opportunities, public confidence in the state, and separation between schooling and common social life. The article focuses on the Conseil d'État, an organ of the French government that provides the executive branch with legal advice and acts as the administrative court of last resort, and its role in the French political history. According to the article, the Conseil d'État is usually described as a neutral institution but the author reflects on its role during World War II and the Algerian War and, based on recent historiography, states that it is not always the case. The variety of missions of the Conseil d'État on a daily basis, as well as its function in the development of administrative law are analyzed in this article.

The article focuses on the construction of political and administrative knowledge in France during the Constitutional Monarchy, which is from 1814-1848. It shows that based from the reports of the servants of the State, the formation of political and administrative knowledge derives from three sources, including the statistical tradition characterizing State since Middle Age, and the social surveys that was abundant at this time, specially with the publications of Villermé.

Drawing on a two-year ethnographic study within several French administrations involved in open data programs, this article aims to investigate the conditions of the release of government data - the rawness of which open data policies require. This article describes two sets of phenomena. First, far from being taken for granted, open data emerge in administrations through a progressive process that entails uncertain collective inquiries and extraction work. Second, the opening process draws on a series of transformations, as data are modified to satisfy an important criterion of open data policies: the need for both human and technical intelligibility. There are organizational consequences of these two points, which can notably lead to the visibilization or the invisibilization of data labour. Finally, the article invites us to reconsider the apparent contradiction between the process of data release and the existence of raw data. Echoing the vocabulary of one of the interviewees, the multiple operations can be seen as a 'rawification' process by which open government data are carefully generated. Such a notion notably helps to build a relational model of what counts as data and what counts as work.
