3. Analyzing the implications of organic standardization and certification in alternative food networks: The capability approach.

Although organic standards and certification schemes have a crucial role in ensuring quality, safety, and sustainability within food systems, there is a need to critically analyze their implications on human capabilities within alternative food networks (AFNs). Therefore, this paper draws upon the capability approach to analyze the implications of three governance mechanisms (i.e., third‐party, social control, and hybrid certification) on human flourishing within AFNs in Ceará, Brazil. The three cases primarily build on 66 interviews with farmers, consumers, AFN owners and employees, certifying officials, governmental and non‐governmental representatives, and researchers. Third‐party certification has some positive effects in terms of material, political, and environmental capabilities and many negative effects regarding social/cultural capabilities. Social control certification bolsters material, social/cultural, political, and environmental capabilities for the benefit of farmers and consumers. Hybrid certification increases the material control, political power, social legitimacy, and environmental governance of market intermediaries. The findings can help scholars, practitioners, and policymakers rethink the role of organic standardization and certification in fostering fundamental human capabilities and tackling inequalities within AFNs. Digitalisation, accelerated by the pandemic, has brought the opportunity for companies to expand their businesses beyond their geographic location and has considerably affected networks around the world. Cloud services have a better acceptance nowadays, and it is foreseen that this industry will grow exponentially in the following years. With more distributed networks that need to support customers in different locations, the model of one-single server in big financial centres has become outdated and companies tend to look for alternatives that will meet their needs, and this seems to be the case with Fortaleza, in Brazil. With several submarine cables connections available, the city has stood out as a possible hub to different regions, and this is what this paper explores. Making use of real traffic data through looking glasses, we established a latency classification that ranges from exceptionally low to high and analysed 800 latencies from Roubaix, Fortaleza and Sao Paulo to Miami, Mexico City, Frankfurt, Paris, Milan, Prague, Sao Paulo, Santiago, Buenos Aires and Luanda. We found that non-developed countries have a big dependence on the United States to route Internet traffic. Despite this, Fortaleza proves to be an alternative for serving different regions with relatively low latencies. [ABSTRACT FROM AUTHOR]

7. Predicting Energy Generation in Large Wind Farms: A Data-Driven Study with Open Data and Machine Learning.

Wind energy has become a trend in Brazil, particularly in the northeastern region of the country. Despite its advantages, wind power generation has been hindered by the high volatility of exogenous factors, such as weather, temperature, and air humidity, making long-term forecasting a highly challenging task. Another issue is the need for reliable solutions, especially for large-scale wind farms, as this involves integrating specific optimization tools and restricted-access datasets collected locally at the power plants. Therefore, in this paper, the problem of forecasting the energy generated at the Praia Formosa wind farm, an eco-friendly park located in the state of Ceará, Brazil, which produces around 7% of the state's electricity, was addressed. To proceed with our data-driven analysis, publicly available data were collected from multiple Brazilian official sources, combining them into a unified database to perform exploratory data analysis and predictive modeling. Specifically, three machine-learning-based approaches were applied: Extreme Gradient Boosting, Random Forest, and Long Short-Term Memory Network, as well as feature-engineering strategies to enhance the precision of the machine intelligence models, including creating artificial features and tuning the hyperparameters. Our findings revealed that all implemented models successfully captured the energy-generation trends, patterns, and seasonality from the complex wind data. However, it was found that the LSTM-based model consistently outperformed the others, achieving a promising global MAPE of 4.55%, highlighting its accuracy in long-term wind energy forecasting. Temperature, relative humidity, and wind speed were identified as the key factors influencing electricity production, with peak generation typically occurring from August to November. The COVID-19 pandemic continues to have a destructive effect on the health and well-being of the global population. A vital step in the battle against it is the successful screening of infected patients, together with one of the effective screening methods being radiology examination using chest radiography. Recognition of epidemic growth patterns across temporal and social factors can improve our capability to create epidemic transmission designs, including the critical job of predicting the estimated intensity of the outbreak morbidity or mortality impact at the end. The study's primary motivation is to be able to estimate with a certain level of accuracy the number of deaths due to COVID-19, managing to model the progression of the pandemic. Predicting the number of possible deaths from COVID-19 can provide governments and decision-makers with indicators for purchasing respirators and pandemic prevention policies. Thus, this work presents itself as an essential contribution to combating the pandemic. Kalman Filter is a widely used method for tracking and navigation and filtering and time series. Designing and tuning machine learning methods are a labor- and time-intensive task that requires extensive experience. The field of automated machine learning Auto Machine Learning relies on automating this task. Auto Machine Learning tools enable novice users to create useful machine learning units, while experts can use them to free up valuable time for other tasks. This paper presents an objective method of forecasting the COVID-19 outbreak using Kalman Filter and Auto Machine Learning. We use a COVID-19 dataset of Ceará, one of the 27 federative units in Brazil. Ceará has more than 235,222 confirmed cases of COVID-19 and 8850 deaths due to the disease. When it comes to climate change, the built environment, together with transport, and waste and water management play a significant role as Greenhouse Gases (GHG) emitting sectors, reflecting the strong need to address such issues by local governments. A notable action that has been taken in this regard is the Urban Low Emission Development Strategies (Urban LEDS), which consists of a project implemented by the UN-Habitat and the International Council for Local Environmental Initiatives (ICLEI) that selected eight model cities and twenty-one satellite cities around the world and aims to support integrated and ambitious climate action, encouraging low-carbon efforts in emerging economies through the collaboration among them. In addition, eight European cities also participated in the project in its first phase, contributing with their expertise and experience with climate change mitigation. Since 2012, the city of Fortaleza in Brazil is a model city of the Urban LEDS project and it has sustainably integrated and developed many projects, making it a more resilient city, stimulating its economic growth and improving its quality of life. This paper aims to present the milestones that Fortaleza has already met within Urban LEDS and its main priorities in the next years, identifying best practices in three European cities (Copenhagen, Zagreb and Hannover) that could also be implemented in its geographical, social and cultural context, as well as indicate lessons that other cities can learn from Fortaleza. This paper aims at exposing an evaluative comparison of outlet devices' arrangement in detention basins. The first step is choosing the area, in which a portion of the Vertente Marítima basin in Fortaleza city was selected, totalizing 33 hectares, approximately. By considering area availability, the detention basin's geometric parameters were determined, through the area-depth-volume curve, i.e., total width and length, bottom width and length, height and width of primary and emergency spillways, height between the orifice and the primary spillway, diameter and number of circular orifices, width and height of the rectangular orifice, whose values were kept constant during the simulations. The detention basin's total surface was considered 4.000 m² with 2,0 m height, due to its purpose of multiuse and lower excavation costs. The input hydrograms were obtained by Santa Barbara's method adopted for return periods of 10 and 25 years. Two configurations were tested: the first one considered both the orifice and the spillway as rectangular, while the second one considered the orifices as circular and the spillway as rectangular. The output hydrograms were obtained by using the modified Puls method. Thus, several of those devices' variations were put into test until the best results were obtained, those which provided the greater percentual lamination and peak time delay. This paper contributes to pointing out the need of performing simulations in order to identify the most suitable setup for each different situation. [ABSTRACT FROM AUTHOR]

Several regions of the world seek to participate in the aeronautical value chain, aiming at employment quality and absorption of technologies. This upgrading movement is studied in industries usually employing concepts and methodologies developed for companies or isolated agglomerations. However, no comparative studies of aeronautical chains' strategies in emerging countries have been identified. This paper evaluates strategies adopted by segments of the aeronautical value chain and, complementarily, presents the implications for the Brazilian state of Ceará. To achieve this objective, the Value Chain Structure-Conduct-Performance (SCP) framework, recently developed for evaluating value chain strategies is applied, by means of a qualitative comparative analysis of segments located in selected territories outside Europe and the United States. Celebration of international agreements and improvements in infrastructure are identified as structural elements of influence in the determination of strategies aimed at creating jobs in the chain. The aeronautical value chain in the state of Ceará has an attractive structure to services. The study also suggests that the use of Value Chain SCP framework can contribute to the analysis of technology-intensive value chains and, more specifically, provide recommendations on strategies for segments of the aeronautical value chain located in emerging countries. • Rising damp long-term simulation of Luso-Brazilian historic masonries is presented. • The thickness of the bricks influences the water absorption. • Mortar composition can increase the potential for rising damp. • The thickness of the mortar does not influence considerably the rising damp. Rising damp is a complex phenomenon influenced by heat and moisture transfers and building characteristics. Essentially, rising damp is one of the main mechanisms of the degradation of masonry structures. In general, masonries are affected by the humidity presence due to their materials and local construction techniques. In the case of ancient Brazilian constructions, the high porosity of mortars and bricks, waterproofing lack, and the presence of salts can intensify the degradation mechanism. Thus, this paper has as the main aim to assess the influence of several factors on the rising damp in heritage masonry, such as the thickness of the bricks, the thickness and mortar composition, the type of paint, and the presence of salts. Long-term numerical analyses were performed using computational simulation in the WUFI 2D software, taking as reference the materials properties of the Luso-Brazilian of the Nosso Senhor do Bonfim Church, dating from the 18th century, located in Aracati, in the State of Ceará, Brazil. The results showed that the variation of the factors considered in this study directly influences the rising damp, except for the thickness of the mortar. This study contributes to the understanding of the factors that influence the rising damp mechanism while being helpful to support strategies for rising damp treatment on ancient buildings. The purpose of this paper is to present an optimization model for planning the distribution of materials in earthmoving operations, considering possible interferences between cut-and-fill sections such as rivers, vegetation, topographical features, or expropriations. The earth allocation problem incorporating interferences was modeled as a linear programming problem, aiming to minimize the total earthmoving cost while considering the constraints related to volume balance, construction project duration, and time for the release of traffic. The proposed linear programming model was run by an integrated system, using Excel for data analysis and IBM CPLEX as the optimizer. The mathematical model was evaluated by a sensitivity analysis and validated by a real-world project of a dam access road in the state of Ceará, Brazil. The unit costs and productivity rates used in the fictional example and in the real-world application followed the referential cost system created by Ceará's Secretariat of Infrastructure (SEINFRA-CE). The proposed optimization model achieved reasonable processing times for all tested applications, presenting itself as a viable and efficient option for planning earthmoving operations. Furthermore, the linear programming approach provided a 2.12% cost reduction for the real-world case study, when comparing the optimized solution and original budget. This study explored the problem of earth allocation with interferences using a linear programming approach, while avoiding complex modeling issues found in recent literature. This paper aimed at proposing a simple criterion for estimates on volume sizing for detention reservoir considering different return periods and occupational scenarios, based on Fortaleza city's IDF relationship (intensity-duration-frequency) of critical rainfall events, presenting mathematical regression formulations linking those variables. A theoretical background was made to support problems related to urbanization in the natural hydrologic cycle, and relating all needed variables for the expeditious sizing. Thus, the detention reservoir was detailed, with its characteristics and places where it can be applied and its pre-sizing method being explained. On the methodology, the envelope curve method was adopted to estimate the exceeding volume which was used for sizing the detention reservoir. Software MATLAB® was used to solve the resulting equation, yielding 60 durations and 60 water line heights, from a combination of 10 occupational rates and 6 return periods. For example, for a contribution area of 40 hectares, impervious area of 70% and return period of 25 years, the detention reservoir needs the capacity of about 18.000 m2 to meet the assumed pre-sizing flow rate. This paper's result showed up to be potentially useful for the urban drainage design planning phase in several areas in Fortaleza city, in which the occupational rate and the return period can be varied according to the designer's will. 41. Impact of COVID-19 on Traffic Volume, Violations, and Crashes in Fortaleza, Brazil.

This research evaluated the effect of the COVID-19 social isolation orders on traffic volume, traffic violations and road crashes in the city of Fortaleza, Brazil. Using data from automated traffic enforcement cameras, a reduction in traffic volume between 30% and 50% was observed during the social isolation period. However, even with the traffic volume reduction, the absolute number of speeding and red-light running violations were 13% and 26% higher than prepandemic levels, respectively. When controlling for traffic exposure, the violation rates increased by more than 100%. After social isolation restrictions were lifted and the traffic volumes returned to prepandemic levels, both traffic violations and traffic violation rates remained at elevated levels (14% to 44% higher than prepandemic levels), possibly related to a nationwide decision that delayed the issuing of violation tickets. Using an interrupted time-series approach and segmented Poisson and negative binomial regression models, it was found that the fatal crash rate was 1.66 times greater during the period of social isolation compared to the prepandemic levels but returned to prepandemic levels following the removal of the social isolation restrictions. A significant reduction in injury crash rate was observed during and following the period of social isolation restrictions; however, the authors hypothesize that this is related to injury crash underreporting during the pandemic. This paper aims at estimating the residential water demand function for the city of Fortaleza, Brazil, considering the potential impact of including spatial effects in the model. The empirical evidence is a unique micro-data set obtained through a household water consumption survey carried out in 2007. We estimated three econometric models, which have as explanatory variables the average/marginal price, the difference, income, number of male and female residents and the number of bathrooms, under different spatial specifications: the Spatial Error Model (SEM), the Spatial Autoregressive model (SAR), and finally, the Spatial Autoregressive Moving Average model (SARMA). Results suggest that the SARMA model is the 'best' as shown by a series of tests. Such results contradict conclusions drawn by Chang et al. (Urban Geogr 31(7):953-972, ), House-Peters et al. (JAWRA J Am Water Resour Assoc 46(3), ), and Ramachandran and Johnston (). This means, among other things, that not controlling spatial effects is a key specification error, underestimating the effect of almost all variables in the model. Sometimes, these differences can be as high as 24.66 % and 13.32 % for price elasticity in the Average Price and the McFadden models, respectively. [ABSTRACT FROM AUTHOR]

The FIFA World Cup provides opportunities to attract visitors to host cities and for local residents to enjoy event-related celebrations. This paper directs attention to Fortaleza, in the north-east of Brazil, where a survey was conducted of 285 spectators to identify the relative importance of enjoyment and competitive outcomes as motives to attend games at the 2014 World Cup. The study also examined the relationship between motivation, event setting and event satisfaction and whether any differences in these relationships existed between local and visiting spectators. In the case of visitors to Fortaleza, factors that influence intentions to revisit the city were also examined. Although satisfaction did not have an impact on visitation intentions, visitors were strongly influenced by competitive motives associated with the team they support. In comparison, local residents were more motivated by event excitement. The need to recognize the propensities of different types of spectators and the complexity of the relationship between spectators and the event setting are discussed. [ABSTRACT FROM AUTHOR]

This work discusses the numerical and physical models developed for the design of a membrane roof for the Baptist Church of Fortaleza as well as the fabrication and construction of the actual membrane, comparing results of the models with those of the real structure. The roof area amounts to about 2,900 m
2 , a national record for flexible border membranes and, to the writers' knowledge, the first case of a fully computer-assisted design process within Brazil. The paper initially outlines procedures to form finding, stress analysis, and patterning, and then focuses on the physical models developed to validate them. Finally, construction of the actual membrane is described, and comparison is made with the previous numerical and physical models. Determination of the mechanical properties of the fabrics used to construct the membrane is also briefly discussed. Additionally, analyses of the geometric configuration and definition of the structural response of typical connectors of such a tension structure, collecting and distributing stresses coming from sails and anchoring cables and elements acting to transfer loads to the foundations, are developed. Unilateral contact is considered to develop among the aforementioned connector and the cable/rings welded to the slabs and the redance, imposing localized directional variations to the cable; furthermore, geometric (large strains) and material nonlinearities are accounted for. Unequal access to job opportunities among different socioeconomic groups can be a result from the land-use spatial mismatch problem, especially for peripheralized individuals in low-income groups. This type of spatial pattern is commonly observed in large cities of the Global South, that tend to present a highly concentric distribution of formal jobs. In the last decades, these cities have also experienced growth in informal jobs, which are normally more dispersed across the territory. Therefore, failing to include informal jobs in analyses of access to employment may bias conclusions about the degree of socio-spatial inequalities in accessibility to job opportunities. The main purpose of this paper is, thus, to analyze the effects of informality on these inequalities, using the city of Fortaleza, Brazil, as a representative case study of large cities in the Global South. In addition, the paper makes a methodological contribution by comparing two approaches for estimating the spatial distribution of formal and informal jobs. These two approaches, which need to be interpreted with caution, aim to validate an alternative method based on official socioeconomic data from annually available surveys, to be applied whenever a recent Household Travel Survey (HTS) is not available. On this secondary goal, it was observed that, although the alternative method provided a more concentrated distribution of informal jobs than the HTS method, it can be a valuable tool for analysis in the absence of more specific employment data. Regarding the main findings, the case study's empirical evidence showed that incorporating informal jobs into the analyses lessens the problem of socio-spatial inequalities in job accessibility, reinforcing the need to consider informality especially in large developing cities with similar socio-spatial patterns to Fortaleza. • Informality may lessen spatial mismatch and inequalities in job accessibility in Brazil • Spatial distributions of formal and informal jobs were estimated by distinct methods • Land-use dissimilarity index and job cumulative-opportunity metrics were analyzed • Strong concentric pattern of jobs and peripheralization of poor workers in Fortaleza • Informal jobs slightly reduce the city's high socio-spatial inequalities in accessibility [ABSTRACT FROM AUTHOR]
