This article discusses the design and implementation of a pediatric library program in a short-term, in-patient, acute care behavioral health facility in Pasco County, FL. The collection was built initially with resources already held by the University of South Florida's (USF) School of Information (SI), with additional resources acquired through financial support from the Southeastern/Atlantic Region of the Network of the National Library of Medicine and the School of Information's Dr. Henrietta M. Smith Youth Services Fund. For this unique project, the USF SI Responsive Librarianship Lab researchers established both a physical library and an ongoing group session health literacy program at the facility. This article presents results from an IMLS-funded project to evaluate the current state of collections in Florida's libraries, archives, and museums, current practices to preserve and conserve these collections, and perceived needs to maintain and improve these collections for future generations. The survey, modeled after the Heritage Health Index national survey, demonstrated that many of Florida's collections are in desperate need of conservation and preservation and indicate a clear need for an increased effort to guarantee the continued safety of and access to these collections. In addition to providing data on Florida's collections, the results of this study have national implications that will help researchers, professionals, administrators, government agencies, and the general public better understand the nature of collecting agencies and the long-term requirements for the continued preservation and conservation of the nation's natural and cultural heritage. The author presents a history of the U.S. Supreme Court case of Pennekamp v. Florida and the question of freedom of the press. He discusses the role of the "Miami Herald" and its editor John D. Pennekamp in the publication of editorials and editorial cartoons criticizing the Florida court system, the charges of contempt of court, and the hearings before the Florida Supreme Court and then the U.S. Supreme Court.

The article discusses the creation of a model of therapeutic library for the women residents of the Drug Abuse Comprehensive Coordinating Office Inc. in Tampa, Florida and looks at the future of providing services to such populations with little or no access to Web-based resources. Topics covered include the benefits of a bibliotherapy effort between mental health professionals and librarians, creation of a model booklist for the library, and the challenges in building the library.

While broad assessment projects are often used to steer library strategic planning initiatives, this article will present the benefits of qualitative interviews with distance learning constituents as a framework for developing a focused vision and targeted services. This article will describe the planning and execution of an assessment project used to build a foundation for future library resources and services to target off-campus users. The benefits of this analysis will be detailed. The article offers information on the relationship between the hospital system and academic health science center library in the U.S. It presents collaborative projects engaged by the library in order to expand the library's consumer health information services. The Consumer Health Librarian has discovered that collaborations with faculty contacts in a variety of community and academic departments offer opportunities for services that the Library would not be able to independently manage.

Special collections and area studies librarians face similar challenges in the changing academic library environment, including the need to articulate the value of these specialized collections and to mainstream processes and practices into larger discovery, teaching, learning, and research efforts. For some institutions, these similarities have led to combining these areas of librarianship into a shared administrative structure. This article articulates the concept of "distinctive collections," identifies the shared challenges of these programs, and enumerates some essential differences, as well as outlines some observations from institutions that have taken this step. It further suggests opportunities for these areas to build strength and significantly impact teaching, learning, and research together. Librarians and faculty members are now working together through Open Access (OA) publishing to make faculty-produced scholarly content available to researchers worldwide. The University of South Florida Tampa Library has been working with the Berkeley Electronic Press (bepress) Digital Commons platform to create a substantial institutional repository (IR) that includes OA journals, conference proceedings, and data sets, among other materials. Library staff members are currently involved in a variety of activities, including negotiating memoranda of understanding, loading backfiles, registering Digital Object Identifiers (DOIs) with CrossRef, designing layout, doing final publication steps, and assisting with technical issues. In 2011, the IR, Scholar Commons @ USF, went live, allowing the library to pull fragmented collections previously hosted on other platforms into a single system with improved discoverability. Andrew Carnegie is well known for the more than 1800 public libraries he funded across the country, but less attention has been paid to the 108 academic library buildings for which he is responsible. Carnegie favoured smaller rather than larger academic institutions, funded a number of colleges serving African American students, and was known to have somewhat of a bias against Church-related schools. John B. Stetson University, a small school, yet segregated and firmly affiliated with the Baptists, makes an interesting study of how one college successfully pleaded a case for Carnegie funding and received one of the larger gifts of the 108 academic recipients. Stetson's ultimately successful application was not seamless, however, and this article looks at the application process, the role of the Baptist connection, and the requirements of matching funds in the form of new endowment - all in the context of Carnegie's philosophy of philanthropy and philanthropic giving at the turn of the century. The increasing costs of science, technology, and medical journals, combined with decreasing or stagnant budgets, have forced libraries to take a hard look at current journal subscriptions. Even when budgets remain stable or increase, they may not keep pace with the escalating costs of subscriptions from various publishers. In the face of potential journal cancellations, some libraries are turning to pay-per-view (PPV) as an alternative method of providing access to material demanded by patrons. This paper discusses PPV options in general and, in particular, a feasibility study carried out at Florida Institute of Technology, in which the library purchased Wiley tokens and used them in both a mediated and unmediated fashion over the course of a year. The article discusses the case, American Civil Liberties Union of Florida Inc. (ACLU) v. Miami-Dade County School Board. ACLU alleges that the Board violated the students' First Amendment Right of free access to ideas because it removed a library book based on personal biases. The author disputes the Eleventh Circuit's decision favoring the board with the Supreme Court's Pico standard requiring investigation of motives since the cited reason of educational unsuitability is deemed insufficient.

In Florida, the State University Libraries deans have chosen to take a two-pronged approach to addressing limited physical capacity in their facilities: developing a statewide storage facility and deduplicating print serial titles. The initial efforts in the state have focused on titles included in the Journals in Storage electronic collections. Specifically, the collaboration between the University of Florida and Florida State University is the focus of this article. The background information, efforts made, lessons learned, and jobs still to be done will each be given more attention, with the intent of providing a starting point for other institutions considering similar initiatives. With the advent of the Internet there is now a growing expectation on the part of researchers to be able to have more immediate and functional access to newspaper archives and collections. In recent years newspaper digitization has moved to the forefront of efforts to provide this increased access to both historical and current newspapers. This article offers a brief overview of the unique challenges associated with creating non-commercial digital newspaper libraries and provides a preliminary look at the efficacy of these tools for the end user. The article focuses on a case study of usability testing done on the University of Florida's Florida Digital Newspaper Library (FDNL) and the National Digital Newspaper Project (NDNP)/Library of Congress Chronicling America digital newspaper collection. Additionally, it details a survey focused on gathering data regarding usability testing at other digital newspaper initiatives. Public users represent a small but growing clientele in academic libraries. Many academic librarians grapple with the issue of serving public users, partially because of shrinking academic library budgets and growing user demands. This article presents data from a 2002 survey about public access in Florida academic libraries. A Web-based survey consisting of nine questions was sent to sixty-six libraries, of which thirty-six responded. Results show that while a majority of publicly and privately funded academic libraries allow public users to access their resources and services, many do not actively promote themselves to the community at large.
