The expansion of the EU has generated vast interest and debate about an alleged crime-migration nexus. The gradual disappearance of borders within the EU has created opportunities for easier people movement, and potentially for offenders to commit criminal offences in other countries. The authors have found that little work has been undertaken to understand the general nature of criminal activity by intra-EU migrant populations. Data on localised offending by foreign nationals can be used to inform intelligence by national and international police agencies, to generate effective cross-border information exchange, aid investigatory techniques and significantly inform crime reduction activity and policies. However, where such information is not collected and available for analysis within member states, informed knowledge within and between member states is difficult to achieve. In order to begin to address these discrepancies, the authors suggest a multi-disciplinary and mixed methods approach that seeks understanding at the EU level. [ABSTRACT FROM AUTHOR]

Nowadays the cross-border cooperation is promoted through policies and with financial help involved in order to increase the territorial cohesion along the national borders of EU and to increase the relationships with the neighbour countries. At a certain degree the areas along the borders can be considered regions that, being peripheric, need development despite the specificity brought by the different statuses. The paper has as central the concept that was first put forth systematically by Francois Perroux, being now into use in many countries, both in theoretical discussions and public policy programs. The promotion of regional development centres will serve as focal point and incentive for further development. Such a regional concentration helps through the benefits of technological external economies and makes the growth centre attractive to entrepreneurs, thus initiating further development. We examine the actual approaches in the literature on the economic growth, development poles and their main characteristics based on which we are able to identify the applicability of these theories in a cross-border frame in our future researches. To understand the causes of disease and improve diagnosis and treatment regimes, biomedical researchers need access to large numbers of well-characterized data and samples. Over the past decade, biobanks have been established across Europe to collect and manage access to data and samples. The challenge that we face is how to develop the tools and collaborations to enable researchers to access samples and data from a network of biobanks, rather than applying to individual biobanks. One of the perceived stumbling blocks to achieving this is represented by the different legal requirements in each country. The aim of the BioSHaRE-European Union (EU) project is to address these challenges by developing tools and methods for researchers to access and use pooled data from different cohort and biobank studies. The purpose of this article is to identify and compare the key legal requirements regarding research use of data across biobanks based in Finland, Germany, the Netherlands, Norway and the UK. Our investigation starts with the analysis of the key differences for the use of data between these countries. As a result, we identified three key areas where legal requirements differ across the five BioSHaRE-EU jurisdictions, namely, in the definition of personal data, the requirements regarding pseudonymization and processing for medical research purposes. In February 2012 the European Commission presented a proposal for a Regulation on the Statute for a European Foundation (FE). Foundations play an important role in the EU civil society with significant public benefit contributions at national, regional and local level. This paper provides a general introduction to this tentative European legal entity - Fundatio Europaea. Special focus is given to the possible opportunities and challenges the European Foundation could present at the local and (cross-border) regional (governmental) level if this regulation was ever adopted.
