• We investigate the effects of robot exposure on worker flows in 16 European countries between 2000 and 2017, and the role of labour costs in this context. • Robots have small beneficial effects on job separations and no effect on job findings. • There are large cross-country heterogeneities that depend on initial labour costs: in countries with relatively low or average levels of labour costs, higher robot exposure led to lower job separation rates, and, thus, improved job stability, to a much larger extent than in countries with high levels of labour costs. In countries with relatively low or average levels of labour costs, higher levels of robot exposure led to increased job findings. • There are important differences between workers performing different job tasks, with generally more beneficial effects for routine workers than for non-routine workers. Our results point to the importance of labour costs for the substitutability of workers performing different job tasks by robots. • The effects of robots on worker flows had important implications for employment rates. Rising robot exposure increased employment, particularly in countries with low or average labour costs. These aggregate results were mainly due to reduced separations rather than increased hirings. We study the effects of robot exposure on worker flows in 16 European countries between 2000 and 2017. Overall, we find small negative effects on job separations and no effects on job findings. We detect significant cross-country differences and find that labour costs are a major driver: the effects of robot exposure are generally larger in absolute terms in countries with relatively low or average levels of labour costs than in countries with high levels of labour costs. These effects are particularly pronounced for workers in occupations intensive in routine manual or routine cognitive tasks but are insignificant in occupations intensive in non-routine cognitive tasks. A counterfactual analysis suggests that robot adoption increased employment and reduced unemployment, especially in European countries with relatively low or average levels of labour costs, and that these effects were driven mainly by lower job separations. This paper examines the impact of Artificial Intelligence (AI) on early retirement (ER) decisions in Europe. For the analysis, we utilize microdata from the Survey of Health, Ageing and Retirement in Europe, along with occupation-level data on AI advances and AI exposure. Initially, we investigate the influence of AI advances and AI exposure separately, finding in both instances a significant reduction in ER likelihood, though this only applies to workers with higher education. Subsequently, we explore the interaction between AI advances and AI exposure concerning ER probability. This interaction proves critical in determining AI's impact on ER transitions. Specifically, we observe a significant reduction in ER probabilities for workers whose occupations exhibit high levels of AI advances and high expectations for further implementation of this technology in the future. Finally, we jointly analyse the interaction between AI advances, AI exposure, and education level. This analysis highlights that workers' ER probabilities may either increase or decrease in response to the AI revolution, depending on their education level and the characteristics of their occupations in terms of AI advances and AI exposure. Rapid technological change – the digitalization and automation of work – is challenging contemporary welfare states. Most of the existing research, however, focuses on its effect on labor market outcomes, such as employment or wage levels. In contrast, this paper studies the implications of technological change for welfare state attitudes and preferences. Compared to previous work on this topic, this paper adopts a much broader perspective regarding different kinds of social policy. Using data from the European Social Survey, we find that individual automation risk is positively associated with support for redistribution, but negatively with support for social investment policies (partly depending on the specific measure of automation risk that is used), while there is no statistically significant association with support for basic income. In this article we estimate the determinants of broadband penetration in Europe. We use data from the European Innovation Scoreboard of the European Commission for 37 countries in the period 2010-2019. We apply Panel Data with Fixed Effects, Panel Data with Random Effects, WLS, OLS and Dynamic Panel. We found that the level of "Broadband Penetration" in Europe is positively associated to "Enterprises Providing ICT Training", "Innovative Sales Share", "Intellectual Assets", "Knowledge-Intensive Service Exports", "Turnover Share SMEs", "Innovation Friendly Environment" and negatively associated with "Government procurement of advanced technology products", "Sales Impact", "Firm Investments", "Opportunity-Driven Entrepreneurship", "Most Cited Publications", "Rule of Law". In adjunct we perform a clusterization with k-Means algorithm optimized with the Silhouette Coefficient and we find the presence of three different clusters. Finally, we apply eight machine learning algorithms to predict the level of "Broadband Penetration" in Europe and we find that the Polynomial Regression algorithm is the best predictor and that the level of the variable is expected to increase of 10,4%. The concept of universal basic income (UBI) is presented as a tool for reducing poverty through guaranteed financial transfer by the state to each individual. The financial transfer, or UBI, allows a person to cover their minimum expenses. The idea is rooted in the 19th century and has gained popularity again in the last decade as a result of individuals and societies expecting a loss of labor opportunities due to digitalization, automation and technological progress in AI development. In this paper we address problems of economic policy in the case that UBI is introduced in Europe. We address fundamental questions that require answers before the concept is regarded as an applicable alternative to existing social systems. We consider the concept as another socialist utopia that cannot be implemented in existing economic systems in Europe. Only in case of a total system transformation can it be a viable alternative. This article investigates the creation and integration of artificial intelligence (AI) patents in Europe. We create a panel of AI patents over time, mapping them into regions at the NUTS2 level. We then proceed by examining how AI is integrated into the knowledge space of each region. In particular, we find that those regions where AI is most embedded into the innovation landscape are also those where the number of AI patents is largest. This suggests that, to increase AI innovation, it may be necessary to integrate it with industrial development, a feature central to many recent AI-promoting policies. [ABSTRACT FROM AUTHOR]

• Knowledge spillovers have a positive impact on environmental innovation. • We investigated the waste recycling innovation in the USA, Japan and Europe. • Policymakers should carefully favor industrial relatedness. Since natural resources are finite, new policy instruments to sustain the most efficient processes of waste recycling are required in all countries. To this end, it is critical to explore all technology mechanisms underlying solid waste researchers and practitioners' behaviors. The study focuses on to demonstrate the importance of knowledge diffusion between the source and destination of environmental innovations. This way, policymakers can elaborate opportune strategies to improve the efficiency of innovation activities. By analyzing a sample of 240 large international firms from the USA, Japan, and Europe, this paper discusses the extent to which innovation inputs, research and development, and relative technological spillovers affect environmental innovation—that is measured by the number of waste recycle and land fertilizers patents. The novelty of the study comes from introducing a knowledge production function approach to analyze the role of technological knowledge spillovers on waste recycling and land fertilizers efficiency at the firm level. The technological relatedness between the firms is computed through technological proximity, based on the construction of technological vectors for each firm. The results reveal a significant positive impact of external spillovers on firms' environmental innovation levels. This finding is important particularly in terms of policy implications concerning industrial strategies; as in order to improve environmental innovation, incentives that favor industrial relatedness and establishing integration between firms are crucial. Human capital, access to markets, and innovation-friendly institutions were important preconditions for the acceleration of technological change during the industrial revolution. In this context, the recent literature discusses the role of patents. Given their dual nature, patents may have either stimulated innovation through the creation of financial incentives for inventors or they may have hampered innovation, because they created monopolies that restricted the free flow of knowledge. For this reason, the overall effects of patents on innovation and, eventually, long-run economic growth are not clear. In order to develop a better understanding of the determinants of innovation, this special issue of the Economic History Yearbook therefore focuses on the causes and consequences of patent laws and patent law reforms in the nineteenth and early twentieth century in different European countries. The aim of this paper is twofold. On the one hand, the economic insights on the employment impact of technological change are discussed covering both classical theories and updated theoretical and empirical analyses. On the other hand, an empirical test is provided; in particular, longitudinal data—covering manufacturing and service sectors over the 1998-2011 period for 11 European countries—are used to run GMM-SYS and LSDVC estimates. Two are the main results: (1) a significant labor-friendly impact of R&D expenditures (mainly related to product innovation) is found; yet, this positive employment effect appears to be entirely due to medium and high-tech sectors, while no effect can be detected in low-tech industries; (2) capital formation is found to be negatively related to employment; this outcome suggests a possible labor-saving effect due to the embodied technological change incorporated in gross investment (mainly related to process innovation). Collaboration between firms and universities, two main actors in the national system of innovation, brings the needs of the business world to the attention of the scientific community and allow scientific progress to be diffused more quickly in the real world. The aim of the paper is to compare the determinants of university-industry cooperation across countries and to identify differences between firms that cooperate with domestic and those that cooperate with foreign universities. We use data from 14 European countries taken from the 2008 community innovation survey. The degree of internationalisation is the main determinant of cooperation. Exporting or foreign-owned firms are more likely to cooperate with foreign universities. Differences in cooperation determinants also appear between the four country groupings that we extract by a cluster analysis on variables describing their institutional settings and national innovation systems. In this article, we critically discuss the hypothesis linking routine-biased technical change and job polarization. First, we put it in the context of earlier debates on the impact of technology on the employment structure and job quality, discussing the difficulties of the concept of routine used in this new literature and its operationalization. Then, using our own operationalization of tasks, we argue that routine tasks are not associated with skills in the non-linear polarized way predicted by the discussed hypothesis, nor to the observed cases of job polarization in Europe in 1995-2007. Routine and cognitive task content are similarly (albeit in reverse) linked to the relative expansion of higher-paid occupations recently observed in most European economies. This suggests that the occupational effects of Routine- and Skill-Biased technical change are similar, and that the phenomenon of job polarization observed in some European countries is not primarily the result of technological factors. There is a lively ongoing debate about the effects of the widespread introduction of robots in work environments. Many people in the labor market worry about inequality and possible job loss that robot technology may create. However, large-scale studies on the determinants of these perceptions are thus far lacking. This article assesses which members of the labor force are most fearful of the introduction of robots at work by using the 2012 Eurobarometer Public Attitudes towards Robots dataset, covering 11 206 respondents in 20 European countries. Our study shows that those (a) in economic positions that are more likely to be negatively affected by robotics are more likely to be fearful of robots at work, along with, to some extent, those living in countries (b) with adverse economic conditions and (c) where employees are less protected from market forces. In this study, we compare the relative importance of climate change to technological, management, price and policy changes on European arable farming systems. This required linking four models: the SIMPLACE crop growth modelling framework to calculate future yields under climate change for arable crops; the CAPRI model to estimate impacts on global agricultural markets, specifically product prices; the bio-economic farm model FSSIM to calculate the future changes in cropping patterns and farm net income at the farm and regional level; and the environmental model INTEGRATOR to calculate nitrogen (N) uptake and losses to air and water. First, the four linked models were applied to analyse the effect of climate change only or a most likely baseline (i.e. B1) scenario for 2050 as well as for two alternative scenarios with, respectively, strong (i.e. A1-b1) and weak economic growth (B2) for five regions/countries across Europe (i.e. Denmark, Flevoland, Midi Pyrenées, Zachodniopomorski and Andalucia). These analyses were repeated but assuming in addition to climate change impacts, also the effects of changes in technology and management on crop yields, the effects of changes in prices and policies in 2050, and the effects of all factors together. The outcomes show that the effects of climate change to 2050 result in higher farm net incomes in the Northern and Northern–Central EU regions, in practically unchanged farm net incomes in the Central and Central–Southern EU regions, and in much lower farm net incomes in Southern EU regions compared to those in the base year. Climate change in combination with improved technology and farm management and/or with price changes towards 2050 results in a higher to much higher farm net incomes. Increases in farm net income for the B1 and A1-b1 scenarios are moderately stronger than those for the B2 scenario, due to the smaller increases in product prices and/or yields for the B2 scenario. Farm labour demand slightly to moderately increases towards 2050 as related to changes in cropping patterns. Changes in N 2 O emissions and N leaching compared to the base year are mainly caused by changes in total N inputs from the applied fertilizers and animal manure, which in turn are influenced by changes in crop yields and cropping patterns, whereas NH 3 emissions are mainly determined by assumed improvements in manure application techniques. N emissions and N leaching strongly increase in Denmark and Zachodniopomorski, slightly decrease to moderately increase in Flevoland and Midi-Pyrenées, and strongly decrease in Andalucia, except for NH 3 emissions which zero to moderately decrease in Flevoland and Denmark. Abstract: Technological change and incremental technology, at various levels, are believed to have played an important role in the success of urban public transport in Europe. In this paper, a historical overview of the evolution of different transport modes across different European cities is presented. Our major concern is with the processes of diffusion of urban transport modes in European cities and, in particular, with the factors, mainly of an economic nature, that may explain their rates of adoption across Europe. Among these factors, special attention is given to the role played by the dimension and organisation of public transport markets in the rates of adoption of different public transport modes. The main conclusion of the paper is that the success of the introduction of a new transport mode appeared to be mainly related to its ability to provide cheaper and more reliable transport services compared with previous transport modes, and that, in the case of the electric tram, this was achieved by transforming of the structure of the market relating to this urban transport mode into monopolies. Abstract: Objectives: To assess how diagnosis-related group–based (DRG-based) hospital payment systems in 12 European countries participating in the EuroDRG project pay and incorporate technological innovation. Methods: A standardized questionnaire was used to guide comprehensive DRG system descriptions. Researchers from each country reviewed relevant materials to complete the questionnaire and drafted standardized country reports. Two characteristics of DRG-based hospital payment systems were identified as particularly important: the existence of short-term payment instruments encouraging technological innovation in different countries, and the characteristics of long-term updating mechanisms that assure technological innovation is ultimately incorporated into DRG-based hospital payment systems. Results: Short-term payment instruments and long-term updating mechanisms differ greatly among the 12 European countries included in this study. Some countries operate generous short-term payment instruments that provide additional payments to hospitals for making use of technological innovation (e.g., France). Other countries update their DRG-based hospital payment systems very frequently and use more recent data for updates. Conclusions: Generous short-term payment instruments to promote technological innovation should be applied carefully as they may imply rapidly increasing health-care expenditures. In general, they should be granted only if rigorous analyses have demonstrated their benefits. If the evidence remains uncertain, coverage with evidence development frameworks or frequent updates of the DRG-based hospital systems may provide policy alternatives. Once the data and evidence base is substantially improved, future research should empirically investigate how different policy arrangements affect the adoption and use of technological innovation and health-care expenditures. This article provides empirical evidence of the link between technological change and overall income inequality in 14 EU countries. The analysis begins by testing the skill-biased technological change (SBTC) hypothesis in sectors with different levels of technology intensity. After confirming the skill complementarity of technology and the predominantly skill-replacing character of investment, the analysis turns to sectoral changes in skilled-labour demand as a possible determinant of income inequality. It finds a non-linear relationship between SB TC and inequality in five of the eight sectors considered, suggesting an inverted U-shaped pattern that can be explained by stages in labour demand and supply adjustments over time. How do the current technological changes and socio-political developments impact on the relationship between European journalists and their audiences? This article draws on selected findings from a larger research project conducted in eleven European countries. Focusing on European journalists' understanding of their audiences, the paper suggests that in many European countries digital technologies and increased competition play a significant role in the changing relationship between journalists and their audiences. The literature reviews undertaken in the eleven European countries indicate that the relationship between journalists/media professionals and their audiences has undergone significant changes. While the interviewed journalists are alert to a shift towards journalistic practices and formats which permit certain forms of audience participation, many of them sense an increasing disconnection from the public and severe mistrust by citizens; which crucially impacts on their relationship with audiences. The challenge of innovation and technological change to traditional methods in economics and other social sciences has been a fertile research programme with a broad and diverse collection of theories and empirical research projects, including evolutionary economics and studies of national, regional and sectoral aspects of national systems of innovation. This paper presents a brief review of the evolution of ideas of the economics of technological change in the broad area of industrial structure, innovation dynamics and economic performance. Our emphasis is on contributions which might have policy relevance when it comes to the design and implementation of innovation-related policy. This review provides the general context for the discussion of some of the research findings of the European Commission Targeted Socio-Economic Research (TSER) Programme in the area of national systems of innovation. This paper is concerned with the work experiences and career opportunities of women employed in technology-intensive offices known as telephone 'call centres'. Call centres have grown rapidly across Europe in recent years, creating a significant number of new jobs and receiving considerable attention within the media, business and academic communities. However, despite the fact that the majority of call centre jobs have been taken by women, researchers have so far paid little attention to their position in this new 'industry'. The article addresses this research gap. In particular, it is concerned with the question of whether call centre work is offering women new opportunities for skill development and career progression, or whether a more familiar trend is taking place in which women are being drawn into a highly routinized, 'de-skilled' and de-valued area of work. The paper also uses the specific example of call centre work in order to reflect on broader issues about the changing nature of women's work and employment in the so-called 'information economy'.
