The European Agency Statistics on Inclusive Education (EASIE) work focuses upon the collection and analysis of longitudinal, comparative national data related to inclusive education systems and learners with officially recognised special educational needs (SEN) among its 31 member countries. In this article, the EASIE work is discussed in relation to the key concepts of presence, placement, participation and progress within inclusive education systems. The findings of the EASIE work indicate differences and variations between countries in how they respond to all learners' rights to an inclusive education. There are substantial differences in the identification rates of learners identified as having SEN across countries. In addition, the EASIE data shows that all countries use some form of fully segregated settings for some learners, indicating a gap between inclusive education as a societal goal and practice. Possibilities for future, more comprehensive comparative data collection concerning inclusive education systems are discussed.

The focus of this paper is upon an examination of the 'direction of travel' in European countries from special needs education to inclusive education -- a development influenced by the Salamanca Statement. The 1994 Salamanca Statement argued that inclusive schools provide 'an effective education for the majority of children and improve the efficiency and ultimately the cost-effectiveness of the entire education system' (ix). Underpinning this assertion are issues around special needs and inclusive education are financed. The paper will examine the degree to which the critical issue of financing has -- or has not -- changed across European countries since Salamanca. This examination takes retrospective look at key issues identified in the European Agency 1999 study of funding models for special education in 17 European countries, compared and contrasted with those identified in a 2016 study of approaches to funding inclusive education in 18 European countries. This paper argues that the essential issues underpinning their financing mechanisms have changed very little. For many European countries, changing systems of financing of inclusive education can still be seen as a key lever for achieving the goal of more widespread inclusion of learners with special educational needs, as outlined in the 1994 Salamanca Statement.

eLTER was a "Horizon 2020" project with the aim of advancing the development of long-term ecosystem research infrastructure in Europe. This paper describes how eLTER Information System infrastructure has been expanded by a climate service data product providing access to specifically pre-processed regional climate change scenario data from a state-of-the-art regional climate model ensemble of the Coordinated Regional Downscaling Experiment (CORDEX) for 702 registered ecological research sites across Europe. This tailored, expandable, easily accessible dataset follows FAIR principles and allows researchers to describe the climate at these sites, explore future projections for different climate change scenarios and make regional climate change assessments and impact studies. The data for each site are available for download from the EUDAT collaborative data infrastructure B2SHARE service and can be easily accessed and visualised through the Dynamic Ecological Information Management System – Site and Dataset Registry (DEIMS-SDR), a web-based information management system which shares detailed information and metadata on ecological research sites around the globe. This paper describes these data and how they can be accessed by users through the extended eLTER Information System architecture. The data and supporting information are available from B2SHARE. Background: Valproate (VPA) is a known teratogen associated with greater risk of major congenital malformations and other neurodevelopmental sequelae than all other licensed antiepileptic medicines. To reduce the potential for VPA‐related teratogenicity, the European Medicines Agency issued recommendations in 2018. Over two‐thirds of women/girls with intellectual disability (ID) may have treatment‐resistant epilepsy that could benefit from VPA treatment. Aims: This investigation compared VPA prescribing practice for women/girls with ID between European countries, specifically evaluating the practice in the UK with that in other countries. Methods: An expert working group with representation from key stake‐holding organizations developed a survey for dissemination to relevant professionals across Europe. Results: Seventy one responses were received (27 UK, 44 Europe). Clinicians in the UK were more likely to report that they are working to mandatory regulations compared with European respondents (P =.015). European respondents were less likely to be aware of user‐independent contraception options (P =.06). In The UK, VPA regulations were more likely to be applied to women with ID than in Europe (P =.024). Conclusion: There is heterogeneity in the application of VPA regulations across Europe for women/girls with ID. This study aimed to identify specific health and well-being issues that women firefighters may experience as part of their daily working practices. Issues identified from this under-represented population can drive future research, education, and strategy to guide safety and health practices. A total of 840 women firefighters from 14 separate countries (255 United Kingdom and Ireland, 320 North America, 177 Australasia, and 88 mainland Europe) completed the survey over a 4-month period. Questions related to general health and well-being and role-specific health concerns, gender-related issues, and available exercise facilities. Women firefighters in North America reported a higher prevalence of lower back (49%) and lower limb (51%) injuries than all other groups. North American respondents reported more heat illnesses (45%) than respondents from other places (36%). Although many participants did not respond, of those who did, 39% thought the menstrual cycle (199/512) or menopause (55/151) affected their work, and 36% were concerned for their ability to meet future job demands. Sixteen percent felt confident they could complete the role after 60 years of age. Women firefighters identified a lack of strength and conditioning support (50%) or lack of gym access (21%). There appears to be poor availability of female-specific personal protective equipment, with availability greatest in the United Kingdom (66%) compared with the sample as a whole (42%). There is a need for female-specific strength and conditioning support and facilities to decrease injury and illness risk and improve longevity. Research and education into gynecological issues, heat exposure, and their effects on women firefighters' fertility and cancer risk is required. [ABSTRACT FROM AUTHOR]

When suspicions of physical abuse arise, children are referred for a child protection medical evaluation, which occurs in a variety of health settings by a variety of clinicians. This comparative vignette survey was performed among a cross‐section of medical professionals engaged in child protection in Sweden, Ireland, the UK and the Netherlands between April and July 2016. Three vignettes describing different probabilities of physical abuse were included. Components of child protection medical evaluations across the four countries were analysed. A total of 236 physicians responded (113 UK, 49 the Netherlands, 39 Sweden, 35 Ireland). Of these, 62 per cent were female (there were more females in the UK, Sweden and the Netherlands). More variation in practice than similarities was found. Similarities: experience level, confidence level and management approach (vignettes 1 and 3). Cross‐country differences: decision to investigate, adherence to national guidelines, experience versus specialism and subsequent management post‐assessment. These findings suggest the need for further exploration of practice between countries including specific and regular training, availability of support for non‐specialists and use of national and international clinical guidelines to promote best practice and reduce variation. More consideration of the human and financial cost to the healthcare system of unnecessary investigations and the length of hospital admission may be warranted. Key Practitioner Messages: There is a lack of uniformity in the clinical management of physical abuse between these four European countries.Specific and regular training included in professional development plans and discussed at appraisal will promote clinician confidence in assessments.Expert support should be easily available to non‐specialists undertaking these assessments.National and local clinical guidelines are important tools in promoting best practice and reducing variation across and within countries. Background Pandemics of new and emerging infectious diseases are unpredictable, recurrent events that rapidly threaten global health and security. We aimed to identify public views regarding provision of information and consent to participate in primary and critical care clinical research during a future influenza-like illness pandemic. Methods Descriptive-interpretive qualitative study, using focus groups (n = 10) and semi-structured interviews (n = 16), with 80 members of the public (>18 years) in Belgium, Spain, Poland and the UK. Local qualitative researchers followed a scenario-based topic guide to collect data. Data were transcribed verbatim, translated into English and subject to framework analysis. Results Public understandings of pandemics were shaped by personal factors (illness during the previous H1N1 pandemic, experience of life-threatening illness) and social factors (historical references, media, public health information). Informants appreciated safeguards provided by ethically robust research procedures, but current enrolment procedures were seen as a barrier. They proposed simplified enrolment processes for higher risk research and consent waiver for certain types of low-risk research. Decision making about research participation was influenced by contextual, research and personal factors. Informants generally either carefully weighed up various approaches to research participation or responded instinctively. They supported the principle of using routinely collected, anonymized clinical biological samples for research without explicit consent, but regarded this as less acceptable if researchers were motivated primarily by commercial gain. Conclusions This bottom-up approach to ascertaining public views on pandemic clinical research has identified support for more proportionate research protection procedures for publically funded, low-risk studies. Background Few studies examine risk to offspring who experience both parental alcohol problems and parental separation and still fewer consider gender of the affected parent. We examined interactive effects of maternal versus paternal alcohol problems and parental separation on timing of first alcoholic drink in daughters. Methods Data were drawn from a sample of 3,539 European (or other) ancestry (EA) and 611 African ancestry (AA) female twins born between 1975 and 1985, median age 15 at first assessment. Cox proportional hazards regression models were estimated predicting age at first full drink from parental history of alcohol problems (mother only, father only, or both parents), parental separation during childhood, and the interaction of parental alcohol problems and parental separation. Cox models were estimated without and with adjustment for correlated risk factors, separately for EA and AA twins. Results For both EA and AA twins, a significant interaction between parental separation and mother-only alcohol problems was observed, suggesting reduced risk of drinking associated with mother-only alcohol problems in separated versus intact families. Conclusions Findings highlight parental separation as an important moderator of risk to children of mothers who have a history of problem drinking, with interactive effects observed consistently across racial group. To identify underlying processes, additional research is needed with more detailed characterization of separated families where mother only has a history of alcohol problems. [ABSTRACT FROM AUTHOR]

Background: Change in the prevalence of asthma-like symptoms in populations of ageing adults is likely to be influenced by smoking, asthma treatment and atopy.Methods: The European Community Respiratory Health Survey collected information on prevalent asthma-like symptoms from representative samples of adults aged 20-44 years (29 centres in 13 European countries and Australia) at baseline and 10 and 20 years later (n=7844). Net changes in symptom prevalence were determined using generalised estimating equations (accounting for non-response through inverse probability weighting), followed by meta-analysis of centre level estimates.Findings: Over 20 years the prevalence of 'wheeze' and 'wheeze in the absence of a cold' decreased (-2.4%, 95% CI -3.5 to -1.3%; -1.5%, 95% CI -2.4 to -0.6%, respectively) but the prevalence of asthma attacks, use of asthma medication and hay fever/nasal allergies increased (0.6%, 95% CI 0.1 to 1.11; 3.6%, 95% CI 3.0 to 4.2; 2.7%, 95% CI 1.7 to 3.7). Changes were similar in the first 10 years compared with the second 10 years, except for hay fever/nasal allergies (increase seen in the first 10 years only). Decreases in these wheeze-related symptoms were largely seen in the group who gave up smoking, and were seen in those who reported hay fever/nasal allergies at baseline.Interpretation: European adults born between 1946 and 1970 have, over the last 20 years, experienced less wheeze, although they were more likely to report asthma attacks, use of asthma medication and hay fever. Decrease in wheeze is largely attributable to smoking cessation, rather than improved treatment of asthma. It may also be influenced by reductions in atopy with ageing. [ABSTRACT FROM AUTHOR]

Objective: Economic measures such as unemployment and gross domestic product are correlated with changes in health outcomes. We aimed to examine the effects of changes in government healthcare spending, an increasingly important measure given constrained government budgets in several European Union countries.Design: Multivariate regression analysis was used to assess the effect of changes in healthcare spending as a proportion of total government expenditure, government healthcare spending as a proportion of gross domestic product and government healthcare spending measured in purchasing power parity per capita, on five mortality indicators. Additional variables were controlled for to ensure robustness of data. One to five year lag analyses were conducted.Setting and Participants: European Union countries 1995-2010.Main Outcome Measures: Neonatal mortality, postneonatal mortality, one to five years of age mortality, under five years of age mortality, adult male mortality, adult female mortality.Results: A 1% decrease in government healthcare spending was associated with significant increase in all mortality metrics: neonatal mortality (coefficient -0.1217, p = 0.0001), postneonatal mortality (coefficient -0.0499, p = 0.0018), one to five years of age mortality (coefficient -0.0185, p = 0.0002), under five years of age mortality (coefficient -0.1897, p = 0.0003), adult male mortality (coefficient -2.5398, p = 0.0000) and adult female mortality (coefficient -1.4492, p = 0.0000). One per cent decrease in healthcare spending, measured as a proportion of gross domestic product and in purchasing power parity, was both associated with significant increases (p < 0.05) in all metrics. Five years after the 1% decrease in healthcare spending, significant increases (p < 0.05) continued to be observed in all mortality metrics.Conclusions: Decreased government healthcare spending is associated with increased population mortality in the short and long term. Teacher education issues are high on the policy agenda across Europe. The United Nations Convention on the Rights of People with Disabilities () is gaining momentum and providing a force for change, supported by many communications both internationally and at European level that recognize how central education is in efforts to develop a more equitable society. In moving towards a more inclusive education system, there is a need to train all teachers to meet the diverse needs of all learners in their classrooms and to work collaboratively with colleagues. Drawing on key documents, this article outlines the policy context and reviews the available evidence supporting the move towards teacher education for inclusion across Europe. It presents the work of the European Agency for Development in Special Needs Education, to highlight some of the opportunities and challenges within its member countries in addressing teacher education for inclusion. During the 1920s and 1930s, Fay M. Jackson broke traditional barriers by serving as the first African American foreign correspondent for the Associated Negro Press (ANP). Jackson was the only African American female reporter of the ANP who covered the coronation of King George VI in 1937 and used the opportunity to report on the sociopolitical affairs of Blacks in Europe while specifically underscoring the Italo-Ethiopian conflict. While in Europe, Jackson set out to meet with various political figures and activists of color to emphasize the parallel treatment between Blacks in the U.S and other communities of color outside the U.S. Little research has been done on the role of African American female journalists in American history. Therefore, Jackson's importance is further accentuated by the fact that she was one of few women who forged a way into the Black press. Jackson's voice has gone virtually unnoticed with scant acknowledgments of her career and contributions to the Black experience in America. [ABSTRACT FROM AUTHOR]

The article provides information on the paper concerning the history of diplomacy in medieval and early modern Europe. It has been noted that diplomacy contributed to the development of multiple other discourses that structured in the country during the medieval and early modern periods. The history brought out a consciousness of diplomatic agency to develop on other areas of cultural and political practice in the country. Furthermore, several investigations and studies have been established beyond the national histories that continue to dominate most treatments of premodernity.

This article looks at the advancements in promoting inclusive education by the European Agency for Development in Special Needs Education which is composed of European Union member countries. The agency does not promote a philosophy or viewpoint but tries to facilitate the effective transfer of information between countries to aid in forming inclusive education policies. The work of the agency is outlined.

Aim To produce a statistical stratification of the European environment, suitable for stratified random sampling of ecological resources, the selection of sites for representative studies across the continent, and to provide strata for modelling exercises and reporting. Location A ‘Greater European Window’ with the following boundaries: 11° W, 32° E, 34° N, 72° N. Methods Twenty of the most relevant available environmental variables were selected, based on experience from previous studies. Principal components analysis (PCA) was used to explain 88% of the variation into three dimensions, which were subsequently clustered using an ISODATA clustering routine. The mean first principal component values of the classification variables were used to aggregate the strata into Environmental Zones and to provide a basis for consistent nomenclature. Results The Environmental Stratification of Europe (EnS) consists of 84 strata, which have been aggregated into 13 Environmental Zones. The stratification has a 1 km2 resolution. Aggregations of the strata have been compared to other European classifications using the Kappa statistic, and show ‘good’ comparisons. The individual strata have been described using data from available environmental databases. The EnS is available for noncommercial use by applying to the corresponding author. Main conclusions The Environmental Stratification of Europe has been constructed using tried and tested statistical procedures. It forms an appropriate stratification for stratified random sampling of ecological resources, the selection of sites for representative studies across the continent and for the provision of strata for modelling exercises and reporting at the European scale. At first glance, one might expect great similarities between the approaches of two U.S. third parties, both white male Democrats, who acted during the 1990s to resolve two ethnic and religious-based conflicts in Europe. Yet, although each man achieved a substantial measure of success, at least in the short to medium term, a closer comparison of their approaches along a number of strategic dimensions serves to illustrate dramatic differences in the ways and means of third party actions. This article details such a comparison, and in the process sharpens the existing literature on international mediation and calls into question easy generalizations about the determinants of success by third parties in these kinds of conflicts. This article compares the declines in fertility in Europe and the Third World. Lower levels of fertility were largely due to the adoption of innovative behavior within marriage. So far this transformation of reproduction has been monotonic and rapid. Socioeconomic development is associated with the timing of the onset of the transition and is responsible for differences among groups during the transition, although it is not yet possible to rule out alternative explanations such as ideational or institutional change The pace and pervasiveness of the declines, however, suggest that a mechanism of diffusion is involved. The article discusses the patterns of marriage in regional areas of Europe during 1870-1960. In 1900, the marriage trends of Europe were characterized by late age at marriage for women and the widespread spinsterhood. But a marriage boom took place in 1930 and 1960 in Europe leading to a sharp decline in the marriage age among women and an increase in proportion of women marrying by the end of their child-bearing age. In the provinces which were dominated by large cities the marriage rates were reduced in 1960 and at the same time the nuptiality in urban areas was often lower than in rural areas.

Summary 1. Recent changes in population size of butterflies and farmland birds across north-west European landscapes have been linked to the effects of agricultural intensification. Reduction in food supply has been postulated as one of the proximal causes of these trends but the generality of this explanation has not been tested at a large scale and across animal species. 2. Changes in abundance of food plants for butterfly larvae and lowland farmland birds in the British countryside were analysed for the period 1978–90 using data from fixed plots recorded as part of the countryside surveys of Britain. 3. Associations were sought between these changes and trends in population size of selected butterflies and birds recorded from long-term monitoring schemes. 4. No associations were found between change in abundance of food plants and either increasing, stable or decreasing animal groups. At the level of individual animal species, significantly more decreases than increases in food plant frequency were found for herbivorous bird species irrespective of population trend. The size of the reduction in food plant frequency was also significantly greater for the declining bird group than for stable or increasing groups. 5. Few significant associations were detected between population trend and food plant trend for butterfly species. However, the results suggested a positive relationship between increasing butterflies and increased abundance of Elytrigia repens and Urtica dioica. 6. Food plants that increased in abundance comprised species favoured by lack of management and increased nutrient availability. Increases in abundance were also associated with linear landscape features such as hedges and streamsides. Decreasing plant species included arable weeds and stress-tolerant species typical of unimproved grasslands. 7. Based on evidence of local associations between animal and food plant change and the need for viable populations of food plants to exist within the range of each animal species, we support measures designed to enhance and maintain populations of declining food plants. Much evidence now exists to identify practical measures that husband food resources for many bird and butterfly species.
