Drawing on sociology, anthropology, constitutional law, and political philosophy, this issue explores how the concept of ethnicity functions as a salient category for understanding the experiences of minorities in Europe today. It considers ethnicity as a powerful means of self-identification and the assertion of differences between as well as within ethnic groups. This issue engages the tension between group-based stigmatization on the one hand, and the reality of increasingly fragmented forms of identification under the influences of de-institutionalization and individualization. It also hones in on the ethnicization and racialization of nationhood under the influence of right-wing identity politics, and the exploitation of ethnic differences for political and electoral purposes. In its engagement with socio-legal studies, this issue considers a number of strategies for alleviating the pressure on ethnic minorities, for example through the use of private sector duties as well as potential innovations of anti-discrimination infrastructures. Background After an acute infection, older persons may benefit from geriatric rehabilitation (GR). Objectives This study describes the recovery trajectories of post-COVID-19 patients undergoing GR and explores whether frailty is associated with recovery. Design Multicentre prospective cohort study. Setting 59 GR facilities in 10 European countries. Participants Post-COVID-19 patients admitted to GR between October 2020 and October 2021. Methods Patients' characteristics, daily functioning (Barthel index; BI), quality of life (QoL; EQ-5D-5L) and frailty (Clinical Frailty Scale; CFS) were collected at admission, discharge, 6 weeks and 6 months after discharge. We used linear mixed models to examine the trajectories of daily functioning and QoL. Results 723 participants were included with a mean age of 75 (SD: 9.91) years. Most participants were pre-frail to frail (median [interquartile range] CFS 6.0 [5.0–7.0]) at admission. After admission, the BI first steeply increased from 11.31 with 2.51 (SE 0.15, P  < 0.001) points per month and stabilised around 17.0 (quadratic slope: −0.26, SE 0.02, P  < 0.001). Similarly, EQ-5D-5L first steeply increased from 0.569 with 0.126 points per month (SE 0.008, P  < 0.001) and stabilised around 0.8 (quadratic slope: −0.014, SE 0.001, P  < 0.001). Functional recovery rates were independent of frailty level at admission. QoL was lower at admission for frailer participants, but increased faster, stabilising at almost equal QoL values for frail, pre-frail and fit patients. Conclusions Post-COVID-19 patients admitted to GR showed substantial recovery in daily functioning and QoL. Background: Mucopolysaccharidoses (MPS) are rare, inherited disorders associated with enzyme deficiencies that result in glycosaminoglycan (GAG) accumulation in multiple organ systems. Management of MPS is evolving as patients increasingly survive to adulthood and undergo multiple surgeries throughout their lives. As surgeries in these patients are considered to be high risk, this can result in a range of critical clinical situations in adult patients.Results: We discuss strategies to prepare for and manage critical clinical situations in adult patients with MPS, including supporting the multidisciplinary team, preoperative and airway assessments, surgical preparations, and postoperative care. We also present eight critical clinical cases (age range: 21-38 years) from four leading inherited metabolic disease centres in Europe to highlight challenges and practical solutions to optimise the care of adult patients with MPS. Critical clinical situations included surgical procedures, pregnancy and a thrombus in a port-a-cath.Conclusions: Individualised strategies to manage critical clinical situations need to be developed for each patient to compensate for the heterogeneous symptoms that may be present and the potential complications that may occur. These strategies should include input from the wider MDT, and be coordinated by metabolic specialists with expertise in the management of MPS disorders and surgery in adult patients with MPS. This paper uses two models to examine the direct and indirect costs of sea-level rise for Europe for a range of sea-level rise scenarios for the 2020s and 2080s: (1) the DIVA model to estimate the physical impacts of sea-level rise and the direct economic cost, including adaptation, and (2) the GTAP-EF model to assess the indirect economic implications. Without adaptation, impacts are quite significant with a large land loss and increase in the incidence of coastal flooding. By the end of the century Malta has the largest relative land loss at 12% of its total surface area, followed by Greece at 3.5% land loss. Economic losses are however larger in Poland and Germany ($483 and $391 million, respectively). Coastal protection is very effective in reducing these impacts and optimally undertaken leads to protection levels that are higher than 85% in the majority of European states. While the direct economic impact of sea-level rise is always negative, the final impact on countries' economic performances estimated with the GTAP-EF model may be positive or negative. This is because factor substitution, international trade, and changes in investment patterns interact with possible positive implications. The policy insights are (1) while sea-level rise has negative and huge direct economic effects, overall effects on GDP are quite small (max −0.046% in Poland); (2) the impact of sea-level rise is not confined to the coastal zone and sea-level rise indirectly affects landlocked countries as well (Austria for instance loses −0.003% of its GDP); and (3) adaptation is crucial to keep the negative impacts of sea-level rise at an acceptable level. In this paper, we study the impact of energy taxes and the EU ETS on a large number of firms in Europe between 1996 and 2007. Using company level micro-data, we examine how firms in different sectors were affected by environmental policies. Aspects of behavior and performance studied include total factor productivity, employment levels, investment behavior and profitability. On the whole, energy taxes increased total factor productivity and returns to capital but decreased employment, with a mixed effect on investment, for the sectors included in our analysis. However, large sectoral variation is observed, with some industries losing out in terms of productivity and profitability when faced with increased energy taxes, while others benefitted. Abstract: We derive a global social welfare function that is consistent with the burden sharing in the Kyoto Protocol and in one proposal for a post-Kyoto treaty. The Kyoto Protocol favored the EU, while the EU post-Kyoto proposal puts more weight on the wellbeing of other OECD countries at the expense of EU residents. Ignoring income differences, the EU proposal for a post-Kyoto treaty favors developing countries. We investigate the relationship between a thousand-year history of violent conflict in Europe and various reconstructions of temperature and precipitation. We find that conflict was more intense during colder period, just like Zhang et al. (Clim Change 76:459–477, ) found for China. This relationship weakens in the industrialized era, and is not robust to the details of the climate reconstruction or to the sample period. As the correlation is negative and weakening, it appears that global warming would not lead to an increase in violent conflict in temperature climates. [ABSTRACT FROM AUTHOR]

Abstract: We use a model of international and domestic tourist numbers and flows to investigate the effect of various climate policy instruments implemented in Europe on arrivals and emissions for the countries concerned. We find that these schemes do not fulfil their desired effects. The introduction of aviation into the European trading system results in a fall in the number of tourists travelling into the European Union in favour of other destinations. It also causes a significant welfare loss with only a small reduction in emissions. The flight taxes in the Netherlands and the UK result in different substitution effects across destinations (depending on the zones being taxed) but both policies do have the same consequence of inducing global welfare losses and also reducing visitor numbers to the countries. We find that when these policies are combined their effects are additive. Welfare impacts are robust to variations in the underlying assumptions and changes in the scope of the taxes examined have the expected effects. [Copyright &y& Elsevier]

EAGLE2006 - an intensive field campaign for the advances in land surface hydrometeorological processes - was carried out in the Netherlands from 8th to 18th June 2006, involving 16 institutions with in total 67 people from 16 different countries. In addition to the acquisition of multiangle and multi-sensor satellite data, several airborne instruments - an optical imaging sensor, an imaging microwave radiometer, and a flux airplane - were deployed and extensive ground measurements were conducted over one grassland site at Cabauw and two forest sites at Loobos and Speulderbos in the central part of the Netherlands. The generated data set is both unique and urgently needed for the development and validation of models and inversion algorithms for quantitative land surface parameter estimation and land surface hydrometeorological process studies. EAGLE2006 was led by the Department of Water Resources of the International Institute for Geo-Information Science and Earth Observation (ITC) and originated from the combination of a number of initiatives supported by different funding agencies. The objectives of the EAGLE2006 campaign were closely related to the objectives of other European Space Agency (ESA) campaign activities (SPARC2004, SEN2FLEX2005 and especially AGRISAR2006). However, one important objective of the EAGLE2006 campaign is to build up a data base for the investigation and validation of the retrieval of bio-geophysical parameters, obtained at different radar frequencies (X-, C- and L-Band) and at hyperspectral optical and thermal bands acquired simultaneously over contrasting vegetated fields (forest and grassland). As such, all activities were related to algorithm development for future satellite missions such as the Sentinels and for validation of retrievals of land surface parameters with optical and thermal and microwave sensors onboard current and future satellite missions. This contribution describes the campaign objectives and provides an overview of the airborne and field campaign dataset. Climate change can lead to a substantial reduction of the strength of the thermohaline circulation in the world oceans. This is often thought to have severe consequences particularly on the North Atlantic region and Northern and Western Europe. The integrated assessment model FUND is used to estimate the extent of these impacts. The results indicate that, owing to a slower warming (rather than cooling) of the regions most affected by a thermohaline circulation collapse, climate change induced damages in these regions would be smaller in case of a shutdown of the thermohaline circulation. GCMs project higher temperatures for all of Europe, with greater changes at higher latitudes. In Northern and Western Europe, winter precipitation may increase, and summer precipitation may remain unchanged. Different models show different changes for Southern, Central and Eastern Europe. Water resources follow roughly the same patterns, although higher temperatures increase the risk of summer droughts, particularly in Southern and Central Europe. In Western Europe, river floods may increase. Vegetation patterns may drastically change, with somespecies and communities expanding and other shrinking. Particularly vulnerable are ecosystems depending on northern cold, and ecosystems isolated by geography or human activity. On the whole, agriculture would seem to benefit from climatic change, although not-well-understood pests and water availability may alter this. Sea level rise would negatively affect low-lying coasts and deltas, which support importantnatural and human systems. In a warmer climate, cold-related health problems would decline, but heat-related ones would increase. Tentatively, the balance is reduced mortality. Less important climate-related diseases would, on balance, increase. Research on other sector has progressed less far; results show mixed positive and negative impacts. Delirium is common during acute infection in older patients and is associated with functional decline. Geriatric rehabilitation (GR) can help older patients to return to their premorbid functional level. It is unknown whether delirium affects GR outcomes in patients with acute infection. We evaluated whether delirium affects trajectories of activities of daily living (ADL) and quality of life (QoL) recovery in GR after COVID-19 infection. This study was part of the EU-COGER study, a multicenter cohort study conducted between October 2020 and October 2021. Participants were recruited after COVID-19 infection from 59 GR centers in 10 European countries. Data were collected at GR admission, discharge, and at the 6-week and 6-month follow-ups. Trajectories of ADL [using the Barthel index (BI)] and QoL [using the EuroQol–5 Dimensions–5 Level (EQ-5D-5L)] recovery were examined using linear mixed models. Of the 723 patients included (mean age 75.5 ± 9.9 years; 52.4% male), 28.9% had delirium before or during GR admission. Participants with delirium recovered in ADL at approximately the same rate as those without (linear slope effect = −0.13, SE 0.16, P =.427) up to an estimated BI score of 16.1 at 6 months. Similarly, participants with delirium recovered in QoL at approximately the same rate as those without (linear slope effect = −0.017, SE 0.015, P =.248), up to an estimated EQ-5D-5L score of 0.8 at 6 months. The aims of this study were to determine the frequency of dialysis and kidney transplantation and to estimate the regularity of comprehensive conservative management (CCM) for patients with kidney failure in Europe. This study uses data from the ERA-EDTA Registry. Additionally, our study included supplemental data from Armenia, Germany, Hungary, Ireland, Kosovo, Luxembourg, Malta, Moldova, Montenegro, Slovenia and additional data from Israel, Italy, Slovakia using other information sources. Through an online survey, responding nephrologists estimated the frequency of CCM (i.e. planned holistic care instead of kidney replacement therapy) in 33 countries. In 2016, the overall incidence of replacement therapy for kidney failure was 132 per million population (pmp), varying from 29 (Ukraine) to 251 pmp (Greece). On 31 December 2016, the overall prevalence of kidney replacement therapy was 985 pmp, ranging from 188 (Ukraine) to 1906 pmp (Portugal). The prevalence of peritoneal dialysis (114 pmp) and home hemodialysis (28 pmp) was highest in Cyprus and Denmark respectively. The kidney transplantation rate was nearly zero in some countries and highest in Spain (64 pmp). In 28 countries with five or more responding nephrologists, the median percentage of candidates for kidney replacement therapy who were offered CCM in 2018 varied between none (Slovakia and Slovenia) and 20% (Finland) whereas the median prevalence of CCM varied between none (Slovenia) and 15% (Hungary). Thus, the substantial differences across Europe in the frequency of kidney replacement therapy and CCM indicate the need for improvement in access to various treatment options for patients with kidney failure., (Copyright © 2021 International Society of Nephrology. Background: We compare reimbursement for haemodialysis (HD) and peritoneal dialysis (PD) in European countries to assess the impact on government healthcare budgets. We discuss strategies to reduce costs by promoting sustainable dialysis and kidney transplantation., Methods: This was a cross-sectional survey among nephrologists conducted online July-December 2016. European countries were categorized by tertiles of gross domestic product per capita (GDP). Reimbursement data were matched to kidney replacement therapy (KRT) data., Results: The prevalence per million population of patients being treated with long-term dialysis was not significantly different across tertiles of GDP (P = 0.22). The percentage of PD increased with GDP across tertiles (4.9, 8.2, 13.4%; P < 0.001). The HD-to-PD reimbursement ratio was higher in countries with the highest tertile of GDP (0.7, 1.0 versus 1.7; P = 0.007). Home HD was mainly reimbursed in countries with the highest tertile of GDP (15, 15 versus 69%; P = 0.005). The percentage of public health expenditure for reimbursement of dialysis decreased across tertiles of GDP (3.3, 1.5, 0.7%; P < 0.001). Transplantation as a proportion of all KRT increased across tertiles of GDP (18.5, 39.5, 56.0%; P < 0.001)., Conclusions: In Europe, dialysis has a disproportionately high impact on public health expenditure, especially in countries with a lower GDP. In these countries, the cost difference between PD and HD is smaller, and home dialysis and transplantation are less frequently provided than in countries with a higher GDP. In-depth evaluation and analysis of influential economic and political measures are needed to steer optimized reimbursement strategies for KRT., (© The Author(s) 2020.
