In the longstanding debate over how to characterize the EU as a global actor, knowledge is conspicuously missing. We introduce the term Knowledge Power Europe to emphasize the importance of knowledge for the EU's foreign policy efforts, particularly as they relate to addressing the urgent and complex global challenges that have become central to the EU's global strategy. Conceptually, we show how considering the EU as a knowledge power can help overcome the limitations of other EU power concepts, and empirically, we justify our characterization by providing evidence of the use and role of knowledge in terms of what the EU is, says, and does. We conclude by discussing how a knowledge power approach can help advance an understanding of the EU's capacity for global leadership and power in global governance efforts. [ABSTRACT FROM AUTHOR]

Repeated recolonization of freshwater environments following Pleistocene glaciations has played a major role in the evolution and adaptation of anadromous taxa. Located at the western fringe of Europe, Ireland and Britain were likely recolonized rapidly by anadromous fishes from the North Atlantic following the last glacial maximum ( LGM). While the presence of unique mitochondrial haplotypes in Ireland suggests that a cryptic northern refugium may have played a role in recolonization, no explicit test of this hypothesis has been conducted. The three-spined stickleback is native and ubiquitous to aquatic ecosystems throughout Ireland, making it an excellent model species with which to examine the biogeographical history of anadromous fishes in the region. We used mitochondrial and microsatellite markers to examine the presence of divergent evolutionary lineages and to assess broad-scale patterns of geographical clustering among postglacially isolated populations. Our results confirm that Ireland is a region of secondary contact for divergent mitochondrial lineages and that endemic haplotypes occur in populations in Central and Southern Ireland. To test whether a putative Irish lineage arose from a cryptic Irish refugium, we used approximate Bayesian computation ( ABC). However, we found no support for this hypothesis. Instead, the Irish lineage likely diverged from the European lineage as a result of postglacial isolation of freshwater populations by rising sea levels. These findings emphasize the need to rigorously test biogeographical hypothesis and contribute further evidence that postglacial processes may have shaped genetic diversity in temperate fauna. Beginning in the year 2000, higher education policies all over Europe were transformed by the launching and evolution of the Bologna Process, otherwise known as the process of creating a European Higher Education Area (EHEA). Initially, this process was flexible and informal, which makes the rapidity and scope of the changes it brought about surprising: why did European governments commit themselves to achieving the Bologna Objectives, and why so quickly, when there was no legal obligation to do so? I will argue the following: to understand the development of such a sense of obligation, we must take into account the special interests at stake when Bologna objectives are implemented at a national level. We must also consider the legitimacy lent to the process by the Bologna ideals of a knowledge-based economy and society. These elements are present in other studies on this topic. However, and this is rarely considered, we also have to take into account the specific dynamics of the process of creating an institutional coordination and monitoring mechanism. This mechanism has a formal institutional structure and tools for evaluation and monitoring. Our analysis of the way in which it was developed and formalised enriches previous research on the topic and also sheds light on how a flexible European process of voluntary participation became a monitored system of coordinated national higher education policies.
