This article examines the main actions in the field of industrial, investment and innovation policy currently carried out at the European level, focusing on the changes in Europe's manufacturing production since the 2008 crisis. Current actions by the EU in this field are assessed—including funding programs, fiscal rules, competition policy, the Juncker Plan-InvestEU initiative and the activities of European Investment Bank. The present and potential space for such initiatives is examined in the light of the growing debate on the need for a return to a greater role for public policies in favoring sustainable growth and support investment. In view of the debate on the new EU budget 2021–2017, the scope for a more active industrial policy is discussed. [ABSTRACT FROM AUTHOR]

Amongst the drivers of inequality, income distribution between wages and profits at the level of individual industries plays a key role. The factors shaping the parallel evolution of wages and profits are investigated in this article building on Post-Keynesian and evolutionary perspectives. We develop a simultaneous model on wage and profit dynamics identifying as key determinants the capital-labour conflict, the expansion of value added per hour worked, different strategies of technological change and offshoring, and the relevance of trade unions. The empirical investigation includes an industry-level analysis on 38 manufacturing and service sectors for six major European countries from 1994 to 2014. Wage and profit dynamics are shown to be rooted in structural change and capital-labour conflict, with profits driven by product innovation and offshoring, and wages rising faster where new products are relevant and trade unions have a greater role. The European Green Deal (EGD), launched by the European Commission in December 2019, is a major policy package addressing climate change and aiming at a "just and inclusive" transition. Several shortcomings can be identified in the EGD: it lacks a vision of a just, post-carbon economy for Europe; available resources are inadequate to reach stated objectives; and implementation tools are limited. We argue that making Europe's production systems carbon neutral would require a broader range of "green" industrial policies that need to jointly address environmental sustainability, structural change, and fairness of economic outcomes in Europe. In Europe and in the United States, one of the legacies of the economic and financial crisis will no doubt be a high and particularly worrying level of economic inequality. Inequality has roots that go well beyond the 2008 collapse, but the stagnation that has followed it has made disparities in income and wealth more serious and more difficult to eradicate. One lesson of the Great Recession has been that countries with higher shares of industry in their GDP seemed to be less affected by the crisis. Consequently, the call for an industrial renaissance has become stronger. Industrial policy has now become a top priority in countries where it was not explicitly considered in the past. A strong EU-wide industrial policy is expected to foster growth and job creation. However, cultivating industrial development is a complex challenge. This Forum addresses the steps that need to be taken to create a new European industrial policy. What are the structural challenges that need to be addressed? Abstract: The diversity of technological activities that contribute to growth in labour productivity is examined in this article for manufacturing and services industries in eight major EU countries. We test the relevance of two “engines of growth”, i.e., the strategies of technological competitiveness (based on innovation in products and markets) and cost competitiveness (relying on innovation in processes and machinery) and their impact on economic performance. We propose models for the determinants of changes in labour productivity and we carry out empirical tests for both the whole economy and for the four Revised Pavitt classes that group manufacturing and services industries with distinct patterns of innovation. Tests are carried out by pooling industries, countries and three time periods, using innovation survey data from CIS 2, 3 and 4, linked to economic variables. The results confirm the specificity of the two “engines of growth”; economic performances in European industries appear as the result of different innovation models, with strong specificities of the four Revised Pavitt classes. The article discusses the impact of technology and globalization in the rise of inequality in Europe. It is stated that technological change expanded the disparities among wage-earners and greater international trade led to skills and wage polarization. It notes that income inequalities and wage dispersion are caused by changes in economic structures, business strategies and government policies. It also mentions the importance of fair distribution of innovation and globalization benefits.

In this article we improve on the literature dealing with the polarising effects of technological change on wages by proposing more rigorous definitions of wage dispersion within industries and of the different types and effects of innovation. We carry out an analysis across 10 manufacturing and service sectors in seven European countries (France, Italy, Germany, the Netherlands, Portugal, Spain and the UK), for two time periods. In addition to structural economic variables, we draw data from two waves of the Community Innovation Surveys (CIS 2, 1994-1996 and CIS3, 1998-2000) and from two waves of the European Community Household Panel (ECHP, 1994 and 2001) providing information on employment, wages, education and other individual's characteristics, that we grouped in three skill groups: managers and professionals, white-collar and blue-collar workers. We set up econometric models to study the impact that different technological strategies, labour market patterns, education and training have on the levels of wage polarisation within industries. Higher wage polarisation is found in industries with strong product innovation and high shares of workers with university education. Wage compression is associated to the diffusion of new process technologies and to high shares of workers with secondary education. Finally, a fast employment dynamics favours wage disparities. The diversity in innovation patterns across manufacturing and service industries and in their outcomes in terms of hourly labor productivity are investigated in this article considering six European countries. The Schumpeterian insights into the variety of innovation are developed in this work by identifying different innovation–performance relationships for industries and countries, relying either on the dominant role of product innovation, or on the diffusion of process improvements. Moreover, the “push” effect of innovation is combined with the “pull” effect of demand, by considering the impact of the dynamics of consumption and investment at the sectoral level. The results point out a “North-South” divide across EU countries, with the three countries of Northern Europe closely associated to the model of productivity growth based on product innovation, and the three Southern countries, mainly relying on the mechanisms by which process innovation is at the root of productivity improvements. The paper investigates the differences between small, medium-sized and large firms regarding their performance in the introduction of new products and processes. After a review of the relevant literature, two models are proposed and tested in search for different business strategies and innovation inputs connected to product and process innovations. The empirical analysis uses innovation survey (CIS 2) data at the industry level for 22 manufacturing sectors, broken down in three firm size classes, for eight European countries. Special attention is devoted to tackling the issues of possible endogeneity of the regressors and of unobserved sectoral heterogeneity. The results – strengthening the findings of previous studies – show that product and process innovations, though having some complementarities, are associated to different innovative inputs and strategies pursued by firms. The labour productivity impact of innovation is investigated in this paper combining neo-Schumpeterian insights on the variety of innovation with the importance of industrial structures and firm size; two models are proposed for explaining productivity and export success in European manufacturing industries and firm-size classes. The empirical estimates are based on data from the European innovation survey (CIS 2), covering Austria, France, Italy, the Netherlands, and the UK, broken down by 22 sectors and for large, medium, and small firms. The econometric results, obtained adopting cross-sectional estimation methodologies able to account for unobserved industrial characteristics, show that productivity in Europe relies on product and process innovation, with the support of the efficiency gains provided by grouped business structures. Conversely, in Italy the introduction of new machinery linked to innovation appears as the key mechanism supporting domestic productivity. While it has long been apparent that global levels of wealth and income inequality have been steadily increasing since the 1970s, the issue received scant attention in Europe until the recent fi nancial crisis and the resulting Great Recession illuminated for the general public just how great the chasm between the very rich and everybody else had grown. This realisation was coupled with an increased focus on inequality among economists and other academics, leading to a fresh drive for policy ideas to remedy the alarming trend. This Forum comprises a diverse range of viewpoints on the recent history and dynamics of inequality within Europe, each striving to defi ne the root causes in the various countries being examined. The defi nition of these causes, of course, can inform the direction of policies aimed at alleviating the growing inequality in many European countries and thereby curtail one of the major political and social issues of our time.
