This paper addresses convergence as a political issue stemming from the political coordination of the European Higher Education Area. From the perspective of cultural theory, this issue relies on the fact that the influence of ways of life are not evenly influential in the political coordination of the European Higher Education Area. Convening the results of previous studies on the progress of Bologna, this paper underlines how goal displacement is challenging convergence in the ambit of the broader European Union political project. Additionally, the paper concludes that education within the European Higher Education Area is being configured by the prominence of the individualist and the fatalist ways of life.

In the following article, we share our findings from the comparative analyses of 54 lifelong learning policy measures implemented in nine European countries, with a particular focus on their orientations, objectives, and solutions devised. Informed by the theoretical framework of Interpretive Policy Analysis (IPA), we have further reasoned on the impacts and unintended effects on young adults' life course transitions, especially those in vulnerable positions, as well as on the hidden ambivalences and incompatibilities in the objectives and orientations of lifelong learning policies. The article provides, first, a brief discussion of the conceptual and methodological choices made. Second, it gives an overview of the design and data basis of our research. In the third section, we present and discuss the central findings from our interpretive analyses, and we finally conclude with a discussion on current trends in lifelong learning policymaking and on their impact on young adults' transitions.

In this article institutional and structural factors relating to access to education are assessed. First, the macro frameworks of institutional regulation that exert influence on the educational trajectories of young Europeans are demonstrated. Based on different aspects of these frameworks and drawing from extant research, the article presents a typology of education systems that provide varying levels of access to and accessibility of education in Finland, France, Germany, Italy, Poland, the Netherlands, Slovenia, and the United Kingdom. Second, using survey data (N = 6,366) it analyzes the impact of gender and parental education on young people's educational aspirations and early labor-market entry across the countries.

This article presents analytical considerations for the discussion of issues of access to education and inequality. It first sharpens the concept of access and inequality by pointing to the interplay of structure and agency as well as to processes of social differentiation in which differences are constructed. This implies a critical view on "access" not as something that is simply given in educational systems or as something students "have." Referring to interactional and intersectional considerations, the more comprehensive concept of "accessibility" is suggested, which points to the process of making education accessible. Second, the chapter distinguishes and discusses four levels of analysis to be considered, while providing a review of the existing research and putting into context the research findings of the European research project GOETE. In the concluding section, accessibility is discussed as requiring a multidimensional and multidisciplinary theoretical approach.

The research about the concept of influence on Twitter is still underdeveloped. This work is a theoretical and empirical approach on how politicians are engaging with citizens and/or journalists, and how these social conversations are framed under specific topics and users. The idea of new influentials on political communication in the new media ecosystem, as some studies found (Dang-Xuan et al, 2013), can offer empirical pursuit of the suggested 'two-step flow model' as applied to the agenda-setting process (Weimann et al., 2007) in the case of the microblogging for campaigning online. Following the recent research about how politicians try to reach their potential audience (Vaccari and Valeriani, 2013; 2013a), this paper analyses the social conversations on Twitter driven by politicians, the main topics in these political conversations and the kind of flows of communication (direct or indirect) between politicians, journalists and citizens. This research explores the differences and similarities about influence on Twitter during European elections in two countries with similar political and economic contexts: Portugal and Spain. Information Systems (IS) interoperability in Public Administration (PA) is a main goal and a major challenge for PA professionals. Achieving interoperability among IS that are technologically disparate and that exist in different organizational contexts is a complex task, being affected by multiple aspects, not yet satisfactorily known and characterized. The aim of this paper is to unveil the forces that influence IS interoperability initiatives in PA. The inquiry was inspired by Lewin's Field Theory. The data generation process was based on a Delphi study involving 55 experts from PA, IS/IT industry, and academy. A set of 31 forces were identified and ranked based on the level of importance they assume in IS interoperability initiatives. Thirty eight propositions describing restraining and driving influences were also formulated, as well as 24 propositions about forces' configuration in the current context of Portuguese PA that represent the specific constellation of forces acting in IS interoperability initiatives in that country. The results of this study provide an understanding of the complex of forces acting in IS interoperability, contributing to improve the study, management, and implementation of these initiatives and, consequently, to the establishment of a PA with more adequate, sustained, and sustainable levels of interoperability. Abstract: This paper analyses the determinants of the performance differential between the private and public management of urban public transport in Europe. Our analysis supports the view that private management is associated with a lower operating cost. We show, however, that the size of the costs'' differential can depend on the interaction of the local authorities'' capacity for expertise and the private operators'' autonomy margin. In particular, we show that, in certain situations, there might be little difference in operating costs. Thus, in terms of total costs (production and transaction costs), no systematic advantages should be expected from private management. [Copyright &y& Elsevier]

Background: The integration of non-conventional therapies (NCT) into health policies and health services delivery is a worldwide trend and might have a role in achieving Universal Health Coverage. WHO has encouraged countries to integrate NCT into health service delivery and to increase the interest and utilization by consumers. Following two resolutions by the European Parliament and by the Council of Europe, in the late 1990s, recommending the recognition of NCT and calling for EU legislation on non-conventional forms of medicine, Portugal initiated, in 2003, its path towards regulation of NCT. We analyze this process and discuss its implications and impacts in terms of health policies, health services delivery and overall health workforce., Case Presentation: The need to regulate NCT in Portugal stemmed from a growing demand for NCT (and acceptability) among lay citizens and a positive attitude among conventional health professionals which also advocated for a regulatory framework. Political efforts undertaken since 2003 allowed for important advances in the regulation of NCT, beneficiating safe professional practices, and ensuring future academic training at the highest standards, with the defining moment of the social and legal model transition occurring in 2013, when acupuncture, chiropractic, homeopathy, naturopathy, osteopathy, phytotherapy and traditional Chinese Medicine were recognized and regulated. Nevertheless, and because the process knew important time gaps, significant deficiencies arose, mainly between regulation of the training and of the professional activities and the capacity to ensure the continuous production of NCT professionals at an acceptable rate and with minimum quality standards guaranteed., Conclusions: The regulation of NCT in Portugal was lengthy but steady and was able to bring consumers a safer practice environment and NCT professionals a legal and deontological umbrella for their training, practice, and professional development. Nevertheless, and despite the growing acceptability and normative quality assurance of NCT and its workforce, the regulation process has highlighted some fragilities in terms of accessibility and availability that need attention and urgent action to achieve universal coverage., (© 2021.
