Purpose: This article examines the state of progress of evidence-based educational policies in Europe and identifies organizations for the generation and dissemination of evidence. Further, it discusses some of the most relevant challenges facing the development of evidence-informed education policies in Europe. Design/Approach/Methods: This article analyzes official documents by the European Commission (EC) and other organizations. Literature in the field of evidence-based education worldwide is examined to identify the primary challenges and issues related to the development of a culture of evidence in Europe's education sector. Findings: The EC has recently prioritized evidence-informed policy and practice in education, increasingly encouraging member states to utilize evidence in the policy decision-making process. According to official documents, this process began in 2006 and has since enjoyed remarkable progress through several initiatives intended to spread a culture of evidence in education. However, several challenges and issues remain regarding the promotion of evidence-informed policymaking. Originality/Value: Having prioritized evidence-informed policy and practice, the EC strongly encourages the adoption of evidence in the policymaking process. This article provides a point of reference regarding the initiatives already undertaken and the challenges facing evidence-based educational policies and policymaking in Europe.

Contribution: This paper quantifies the phenomenon of more versus better research output in computing research education and elaborates on how the organizational variable known as cognitive distance plays a fundamental role in mediating such more versus better research output relation. Background: To improve the current educational system, investigation and quantification is needed of the "silos." Cognitive distance--a measure of the differences in background, culture, and expertise between collaborators--may be a factor influencing the lack of quality and variety in research outputs. Addressing this is a key enabler for fruitful collaboration. Research Question: Does collaboration with similarly expert researchers yield better research? Methodology: A quantitative survey provides baseline data for cognitive distance while publication data allowed creation of a co-authorship network between 123 researchers in a European computing research department. The network was analyzed through quantitative and qualitative research methods. Findings: Increased expertise overlaps across sub-fields of computing is a strong predictor for further collaboration (quantity), but research impact (quality) decreases with larger overlaps. This reveals an educational silo effect in doctoral computing education and, consequently, a flaw in the connected research output. The lack of a single, agreed way to evaluate research impact across sub-fields further hinders cross-departmental collaboration among doctoral students. Conclusion: Three recommendations emerge for policy makers and educational leaders: 1) departments should be cross-functional and focused on societal interests; 2) communities of practice should be created at the level of doctoral education and upward; and 3) departments should hold matchmaking and speed-meeting events regularly within and across institutions.

Nowadays, Land Degradation Neutrality (LDN) is on the political agenda as one of the main objectives in order to respond to the increasing degradation processes affecting soils and territories. Nevertheless, proper implementation of environmental policies is very difficult due to a lack of the operational, reliable and easily usable tools necessary to support political decisions when identifying problems, defining the causes of degradation and helping to find possible solutions. It is within this framework that this paper attempts to demonstrate a new valuable web-based operational LDN tool as a component of an already running Spatial Decision Support System (S-DSS) developed on a Geospatial Cyberinfrastructure (GCI). The tool could be offered to EU administrative units (e.g., municipalities) so that they may better evaluate the state and the impact of land degradation in their territories. The S-DSS supports the acquisition, management and processing of both static and dynamic data, together with data visualization and on-the-fly computing, in order to perform modelling, all of which is potentially accessible via the Web. The land degradation data utilized to develop the LDN tool refer to the SDG 15.3.1 indicator and were obtained from a platform named Trends.Earth, designed to monitor land change by using earth observations, and post-processed to correct some of the major artefacts relating to urban areas. The tool is designed to support land planning and management by producing data, statistics, reports and maps for any EU area of interest. The tool will be demonstrated through a short selection of practical case studies, where data, tables and stats are provided to challenge land degradation at different spatial extents. Currently, there are WEBGIS systems to visualize land degradation maps but—to our knowledge—this is the first S-DSS tool enabling customized LDN reporting at any NUTS (nomenclature of territorial units for statistics) level for the entire EU territory. Nowadays, there is contrasting evidence between the ongoing continuing and widespread environmental degradation and the many means to implement environmental sustainability actions starting from good policies (e.g. EU New Green Deal, CAP), powerful technologies (e.g. new satellites, drones, IoT sensors), large databases and large stakeholder engagement (e.g. EIP‐AGRI, living labs). Here, we argue that to tackle the above contrasting issues dealing with land degradation, it is very much required to develop and use friendly and freely available web‐based operational tools to support both the implementation of environmental and agriculture policies and enable to take positive environmental sustainability actions by all stakeholders. Our solution is the S‐DSS LANDSUPPORT platform, consisting of a free web‐based smart Geospatial CyberInfrastructure containing 15 macro‐tools (and more than 100 elementary tools), co‐designed with different types of stakeholders and their different needs, dealing with sustainability in agriculture, forestry and spatial planning. LANDSUPPORT condenses many features into one system, the main ones of which were (i) Web‐GIS facilities, connection with (ii) satellite data, (iii) Earth Critical Zone data and (iv) climate datasets including climate change and weather forecast data, (v) data cube technology enabling us to read/write when dealing with very large datasets (e.g. daily climatic data obtained in real time for any region in Europe), (vi) a large set of static and dynamic modelling engines (e.g. crop growth, water balance, rural integrity, etc.) allowing uncertainty analysis and what if modelling and (vii) HPC (both CPU and GPU) to run simulation modelling 'on‐the‐fly' in real time. Two case studies (a third case is reported in the Supplementary materials), with their results and stats, covering different regions and spatial extents and using three distinct operational tools all connected to lower land degradation processes (Crop growth, Machine Learning Forest Simulator and GeOC), are featured in this paper to highlight the platform's functioning. Landsupport is used by a large community of stakeholders and will remain operational, open and free long after the project ends. Agricultural production plays an important role in the global economy, contributing greatly to the supply of food resources and human well-being. Mapping the areas of agricultural coverage and calculating their respective average annual production values is useful for orienting food security strategies, in a context of climate change and a growing global population. Despite their importance, today no complete and updated maps exist for all types of crops. To provide this critical data lack, we have harmonized statistical datasets at a regional level of detail across Europe (EU-27) to develop a unified dataset consisting of the best available data in the context of agricultural monitoring activities carried out by the CREA. This document illustrates the methodologies adopted to create an harmonized database and an open and easy-to-use cartographic atlas of agricultural area and production, based on accessible, interoperable and reusable data available from Eurostat. The availability of detailed maps of area and crop production at a regional level can help optimize a wide range of agricultural monitoring, ranging from early warning on phytopathological conditions, to assessment of crop conditions, to production forecasts and the assessment of damage caused by extreme weather events, agricultural statistics, agricultural insurance and climate mitigation and adaptation actions. This paper proposes a novel method to analyze multidimensional poverty by using a large set of feasible weights to summarize the information about the poor, which enables remaining agnostic about the relative importance given to different poverty dimensions. This method allows for the calculation of the individual probability of being poor in a multidimensional perspective. The distribution of individual probabilities can then be combined with Generalized Lorenz dominance techniques to derive unanimous consent for a wide class of social welfare functions with a minimum load of value judgments. The innovations proposed here allow to move from a dual definition of poverty, where poor and non‐poor individuals are classified in a mutually exclusive context, to a continuous measure of deprivation capturing both the extensive and intensive margin of multidimensional poverty. Primary care services are key to population health and for the efficient and equitable organisation of national health systems. This is why they are often financed through public funds. Primary care doctors are instrumental for the delivery of preventive services, continuity of care, and for the referral of patients through the system. These cadres are also the single largest health expenditure at the core of such services. Although recruitment and retention of primary care doctors have always been challenging, shortages are now exacerbated by higher demand for services from aging populations, increased burden of chronic diseases, backlogs from the COVID-19 pandemic, and patient expectations. At the same time, the supply of primary care physicians is constrained by rising retirement rates, internal and external migration, worsening working conditions, budget cuts, and increased burnout. Misalignment between national education sectors and labour markets is becoming apparent, compounding staff shortages and maldistribution. With their predominantly publicly funded health systems and in the aftermath of COVID-19, countries of the European region appear to be now on the cusp of a multi-layered, slow-burning primary care crisis, with almost every country reporting long waiting lists for doctor appointments, shortages of physicians, unfilled vacancies, and consequently, added pressures on hospitals' Accident and Emergency services. This articles collection aims at pulling together the evidence from countries of the European Region on root causes of such workforce crisis, impacts, and effectiveness of existing policies to mitigate it. Original research is needed, offering analysis and fresh insights into the primary care medical workforce crisis in wider Europe. Ultimately, the aim of this articles collection is to provide an evidence basis for the identification of policy solutions to present and future primary health care crises in high as well as lower-income countries. Motivation: Indicator values are numerical values used to characterize the ecological niches of species and to estimate their occurrence along gradients. Indicator values on climatic and edaphic niches of plant species have received considerable attention in ecological research, whereas data on the optimal positioning of species along disturbance gradients are less developed. Here, we present a new data set of disturbance indicator values identifying optima along gradients of natural and anthropogenic disturbance for 6382 vascular plant species based on the analysis of 736,366 European vegetation plots and using expert‐based characterization of disturbance regimes in 236 habitat types. The indicator values presented here are crucial for integrating disturbance niche optima into large‐scale vegetation analyses and macroecological studies. Main types of variables contained: We set up five main continuous indicator values for European vascular plants: disturbance severity, disturbance frequency, mowing frequency, grazing pressure and soil disturbance. The first two indicators are provided separately for the whole community and for the herb layer. We calculated the values as the average of expert‐based estimates of disturbance values in all habitat types where a species occurs, weighted by the number of plots in which the species occurs within a given habitat type. The mosquito Aedes albopictus is an invasive species first detected in Europe in Albania in 1979, and now established in 28 European countries. Temperature is a limiting factor in mosquito activities and in the transmission of associated arboviruses namely chikungunya (CHIKV) and dengue (DENV). Since 2007, local transmissions of CHIKV and DENV have been reported in mainland Europe, mainly in South Europe. Thus, the critical question is how far north transmission could occur. In this context, the Albanian infestation by Ae. albopictus is of interest because the species is present up to 1200 m of altitude; this allows using altitude as a proxy for latitude. Here we show that Ae. albopictus can transmit CHIKV at 28 °C as well as 20 °C, however, the transmission of DENV is only observed at 28 °C. We conclude that if temperature is the key environmental factor limiting transmission, then transmission of CHIKV, but not DENV is feasible in much of Europe. [ABSTRACT FROM AUTHOR]

Background In men, the incidence of human papillomavirus (HPV)–related cancer is rising, but data regarding male HPV infection and seroprevalence are available from only a few countries. Methods This analysis of a global HPV vaccine trial evaluated baseline data from 1399 human immunodeficiency virus–negative heterosexual men (HM) and men who have sex with men (MSM). Key objectives included assessment of HPV prevalence and risk factors for seropositivity to 9-valent HPV (9vHPV) vaccine types (6, 11, 16, 18, 31, 33, 45, 52, and 58), and concordance between seropositivity and prevalent HPV type. Results Overall, 455 of 3463 HM (13.1%) and 228 of 602 MSM (37.9%) were HPV DNA positive for any 9vHPV vaccine type at baseline. Infection prevalence and seroprevalence (≥1 9vHPV vaccine type) were 13.2% and 8.1%, respectively, among 333 HM from Europe, and 37.9% and 29.9%, respectively, among 335 MSM from Europe or North America. Among men with baseline infection, MSM had higher seroprevalence for concordant HPV types (39.5% vs 10.8% in HM). The seropositivity risk (irrespective of baseline infection status) was higher among MSM versus HM (age-adjusted odds ratio, 3.0 [95% confidence interval, 2.4–6.4]). Among MSM, statistically significant seropositivity risk factors included younger age at sexual debut, higher number of receptive anal sex partners, and less frequent condom use. No factors assessed were associated with seropositivity in HM. Conclusions Higher proportions of MSM than HM were HPV DNA positive and seropositive, and concordance between HPV DNA positivity and seropositivity, a potential marker of true infection versus carriage, was higher in MSM. Most MSM and HM were seronegative for all 9vHPV vaccine types, suggesting the potential benefit of catch-up vaccination after sexual debut. Clinical Trials Registration. NCT00090285. Economic crises carry a substantial impact on population health and health systems, but little is known on how these transmit to health workers (HWs). Addressing such a gap is timely as HWs are pivotal resources, particularly during pandemics or the ensuing recessions. Drawing from the empirical literature, we aimed to provide a framework for understanding the impact of recessions on HWs and their reactions. We use a systematic review and best-fit framework synthesis approach to identify the relevant qualitative, quantitative and mixed-methods evidence, and refine an a priori, theory-based conceptual framework. Eight relevant databases were searched, and four reviewers employed to independently review full texts, extract data and appraise the quality of the evidence retrieved. A total of 57 peer-reviewed publications were included, referring to six economic recessions. The 2010-15 Great Recession in Europe was the subject of most (52%) of the papers. Our consolidated framework suggests that recessions transmit to HWs through three channels: (1) an increase in the demand for services; (2) the impacts of austerity measures; and (3) changes in the health labour market. Some of the evidence appeared specific to the context of crises; demand for health services and employment increased during economic recessions in North America and Oceania, but stagnated or declined in Europe in connection with the austerity measures adopted. Burn-out, lay-offs, migration and multiple jobholding were the reactions observed in Europe, but job opportunities never dwindled for physicians during recessions in North America, with nurses re-entering labour markets during such crises. Loss of motivation, absenteeism and abuse of health systems were documented during recessions in low-income countries. Although the impacts of recessions may vary across economic events, health systems, labour markets and policy responses, our review and framework provide an evidence base for policies to mitigate the effects on HWs. • Estimating missing Ellenberg Indicator Values (EIV) could help plant ecology studies. • We tested and compared several methods for estimating missing EIV from existing data. • Multiple Linear Regression and k-Nearest Neighbour performed better than the others. • Statistical methods are more effective than imputation based on expert knowledge. • This approach would greatly facilitate monitoring species with unknown EIV. Ellenberg indicator values (EIV) are widely used in vegetation ecology, but the values for many species in Southeastern Europe are not available due to incomplete knowledge of their ecology: it is therefore of paramount importance to estimate missing values in existing databases. The entire EIV set for a single species can be missing or a single EIV can be missing for species for which other indicator values are available. Our aim here is to provide a simple method to impute missing values for species who have missing data in a single or multiple EIV. For this purpose, we adopt a multiple imputation procedure and compare a number of imputation methods on the basis of two datasets: i) "indices", the set of 9 Ellenberg indicators taken from literature, available for 10,824 species and ii) "vegetation", a set describing the physical and climatic characteristics (Light, Temperature, Continentality, Soil moisture, Nitrogen, Soil pH, Hemeroby index, Humidity, Organic_matter) of 29,935 relevés from Southeastern Europe where at least one tree species is present. The imputation methods we considered are: k-Nearest Neighbour, multiple linear regression (with or without collinearity correction), Reprediction Algorithm, Weighted Averaging (WA) and Weighted Averaging Partial Least Squares (WAPLS) regression. The different methods of imputation were compared by looking at the output produced and its deviation from the "true" observed values for a set of species with known EIVs. We have considered a set of species with known EIVs and proceeded to multiple imputation using the methods above; as a measure of performance we adopted the mean squared error (MSE) estimate, and expert judgement of ecological consistency. Models based on Regression and k-Nearest Neighbour seem to outperform the others. On the contrary, Reprediction algorithm in its different forms: produced less satisfactory results. Imputation of missing values is generally based on expert knowledge or on some variant of weighted averaging (also known as Hill's method). Here we show that other methods may be more effective and should be appropriately considered by vegetation scientists, since those may allow the application of EIVs in other biogeographic regions. In Oceania, North America and north‐western Europe, after decades of increase, cutaneous malignant melanoma (CMM) rates began to stabilise or decline before 2000. Anecdotal evidence suggests that the reversal of the incidence trend is extending to southern Europe. To obtain a formal confirmation, this nationwide study from Italy investigated the incidence trends by birth cohort. Twenty‐one local cancer registries covering a population of 15 814 455 provided incidence data for primary CMM registered between 1994 and 2013. Trends in age‐standardised rates were analysed using joinpoint regression models and age‐period‐cohort models. Age‐standardised incidence showed a consistent increase throughout the period (estimated annual percent change, 3.6 [95% confidence interval, 3.2‐4.0] among men and 2.5 [2.0‐3.1] among women). This pattern was confirmed by a sensitivity analysis with removal of low‐risk populations of southern Italy. The rates, however, showed a stabilisation or a decrease in men and women aged below 35. Using the cohort of 1949—the median cohort with respect to the number of cases for both genders—as a reference, the incidence rate ratio increased for successive cohorts born until 1973 (women) and 1975 (men), and subsequently tended to decline. For the most recent cohorts in both genders, the risk of disease returned to the level of the cohort of 1949. The changes observed in the latest generations can be interpreted as the earliest manifestations of a birth‐cohort‐dependent incidence decrease. Our study adds to previous data indicating that the reversal of the long‐term upward incidence trend of CMM is extending to southern Europe. What's new? After increasing for many years, malignant melanoma rates began to stabilise or decline in many regions before 2000. Is this also true for southern Europe? In the current study, the authors found that melanoma rates have also began to decline in Italy. The reversal of the long‐term, worldwide increase in melanoma risk seen in other Caucasian populations thus appears to extend to southern Europe. These results indicate that primary prevention strategies have been effective in modifying sun‐exposure habits in this region, and should continue to be reinforced via public health messaging. Featured Application: Support for policymaking in electricity balancing markets. The future power system, characterized by lower inertia, reduced programmability and more distributed architecture, will depend on prompt and reliable control systems. Quick ancillary services provided by battery energy storage systems (BESS) could be a resource in order to deliver fast and precise response to frequency events. Degrees of freedom in the design of innovative products traded on ancillary services markets give the asset manager room for developing state-of-charge (SoC) restoration mechanisms. These are necessary to effectively exploit BESS as key resources for electricity balancing. This study compares the main SoC restoration strategies. It aims to define which ones are suitable for guaranteeing the reliability of the provision and the return on the investment. A robust regulatory framework analysis describes the degrees of freedom guaranteed by the main experiences around Europe. In this paper, a BESS model with variable efficiency is used to compare the provision of Frequency Containment Reserve (FCR) with different SoC restoration strategies exploiting one or more degrees of freedom. Here, we show that the degrees of freedom are key to the reliability of provision. Among most diffused mechanisms, dead-band strategies secure the desired consistency, but require large energy flows for SoC management. Thus, BESS life and economics decrease. Introduction: The most recent European guidelines on hypertension redefined office blood pressure (BP) treatment targets according to age strata and cardiovascular (CV) risk profile. Aim: To evaluate proportions of adult outpatients achieving office BP treatment targets recommended by current compared to previous hypertension guidelines. Methods: We extracted data from medical databases of adult outpatients followed in three excellence centers in hypertension (Rome, Italy; L'Aquila, Italy; Valencia, Spain). Office BP treatment targets were defined according to either 2013 ESH/ESC guidelines (< 140/90 mmHg in non-diabetic individuals aged 18–80 years, < 150/90 mmHg in those aged ≥ 80 years, and < 140/85 mmHg in diabetic individuals), or 2018 ESC/ESH guidelines: (< 130/80 mmHg in individuals aged 18–65 years, < 140/80 mmHg in those aged 65–79 and ≥ 80 years). SCORE risk was assessed in all patients. Results: From an overall sample of 14,229 adult subjects, 4049 (28.5%) resulted normotensive individuals, 3088 (21.7%) were untreated and 7092 (49.8%) treated hypertensive outpatients. Treated hypertensives showed significantly higher ESC score risk (8.3 ± 13.0% vs. 3.9 ± 8.4%; P < 0.001) and lower systolic/diastolic BP (140.6 ± 18.8/83.9 ± 11.5 vs. 148.3 ± 14.2/94.7 ± 10.1 mmHg; P < 0.001) than untreated hypertensives. Compared to previous guidelines, BP control significantly lowered in non-diabetic outpatients (n = 5847) of all age groups [18–65 years: (13.1% vs. 42.9%), 65–79 years (25.8% vs. 42.5%) and ≥ 80 years (29.1% vs. 66.0%); P < 0.001 for all comparisons]; similar reductions were observed in diabetic outpatients (n = 1245) [18–65 years (32.7% vs. 14.8%), 65–79 years (37.3% vs. 24.7%) and ≥ 80 years (47.1% vs. 27.9%); P < 0.001]. Conclusions: According to the recommended new office BP treatment targets, the proportions of treated uncontrolled hypertensive patients substantially increased. These findings should prompt a tighter application of therapeutic recommendations and, thus, highlight the need for improving hypertension management and control strategies. [ABSTRACT FROM AUTHOR]

Introduction: Nowadays there are more than 5 millions of immigrants (8.3% of general adult population) in Italy. Aim: To evaluate the potential impact of immigration and the possession of a permanent residence on blood pressure (BP) levels and control in a low income population of immigrants from different countries. Methods: We evaluated clinical characteristics and social status of adult individuals with known diagnosis of hypertension afferent to the Poliambulatorio della Caritas Diocesana in Rome, Italy, between 2010–2016. Subjects were stratified according to their macro-areas of origin (Europe, Asia, Africa, South-America), housing (with or without house), and immigration status (presence or absence of residence permit). BP levels were measured in three consecutive visits according to recommendations from current European Guidelines. Results: From an overall population sample of 9827 adult individuals, we initially identified 994 patients with a diagnosis of hypertension (10.1%), among whom 536 (5.4%) had valid BP data. Among these, 50.6% came from Europe, 21.6% from Africa, 24.1% from Asia, and 3.7% from South-America. They were predominantly male (54.7%), middle aged (42.8 ± 12.1 years at arrival and 51.6 ± 10.6 years at first visit) and untreated (72.8%) individuals with baseline systolic/diastolic BP levels of 156.9 ± 22.2/97.3 ± 12.4 mmHg). BP levels remained higher in homeless than in housed people at both visit 2 (150.0 ± 21.8/92.6 ± 12.9 mmHg vs. 142.9 ± 19.3/89.9 ± 11.6 mmHg; P < 0.001) and visit 3 (147.9 ± 22.2/91.7 ± 12.5 mmHg vs. 141.8 ± 19.4/89.2 ± 12.0 mmHg; P = 0.013). We also observed reductions of both systolic and diastolic BP levels compared to baseline values in immigrants stratified according to residence permit, although without relevant differences among groups. Conclusions: Beyond conventional risk factors, socio-economic issues, including lack of residence permit or habitation, may affect BP levels and control in frail populations of immigrants, which have been marginally considered before. Arboviral diseases such as chikungunya, dengue, and Zika viruses have been threatening the European countries since the introduction in 1979 of the major vector Aedes albopictus. In 2017, more than three hundred of CHIKV autochthonous cases were reported in Italy, highlighting the urgent need for a risk assessment of arboviral diseases in European countries. In this study, the vector competence for three major arboviruses were analyzed in eight Ae. albopictus populations from Europe. Here we show that Southern European Ae. albopictus were susceptible to CHIKV, DENV-1 and ZIKV with the highest vector competence for CHIKV. Based on vector competence data and vector distribution, a prediction risk map for CHIKV was generated stressing the fear of CHIKV and to a lesser extent, of other arboviruses for Europe, calling us for new public health strategies. Zoological gardens host large numbers of wild species and domestic forms, mostly not indigenous to the place where the zoological garden is located. Escapes (or releases) from zoological gardens are recognized as a pathway of introduction of alien species, leading in some cases to a naturalized population. Although previously reported worldwide, scientific accounts of escapes from zoos are rare and often anecdotal. In this note, we document, for the first time in Europe and, to our knowledge, in an area outside its native range, a case of introduction and establishment of a feral population of Llama (Lama glama), originating from a group of animals living in captivity at the Zoological Park of Cavriglia (Tuscany, central Italy). We reconstruct in detail the story of the population since 1974, also reporting preliminary data on abundance, distribution and diet. Finally, we critically evaluate the causes of this introduction, highlighting how unsafe the management of a zoological garden can be, and we discuss the implications for conservation and management perspectives. We present observing system simulation experiments (OSSEs) to evaluate the impact of a proposed network of ground-based miniaturized laser heterodyne radiometer (mini-LHR) instruments that measure atmospheric column-averaged carbon dioxide (XCO2) with a 1 ppm precision. A particular strength of this passive measurement approach is its insensitivity to clouds and aerosols due to its direct sun pointing and narrow field of view (0.2 ∘). Developed at the NASA Goddard Space Flight Center (GSFC), these portable, low-cost mini-LHR instruments were designed to operate in tandem with the sun photometers used by the AErosol RObotic NETwork (AERONET). This partnership allows us to leverage the existing framework of AERONET's global ground network of more than 500 sites as well as providing simultaneous measurements of aerosols that are known to be a major source of error in retrievals of XCO2 from passive nadir-viewing satellite observations. We show, using the global 3-D GEOS-Chem chemistry transport model, that a deployment of 50 mini-LHRs at strategic (but not optimized) AERONET sites significantly improves our knowledge of global and regional land-based CO2 fluxes. This improvement varies seasonally and ranges 58 %–81 % over southern lands, 47 %–76 % over tropical lands, 71 %–92 % over northern lands, and 64 %–91 % globally. We also show significant added value from combining mini-LHR instruments with the existing ground-based NOAA flask network. Collectively, these data result in improved a posteriori CO2 flux estimates on spatial scales of ∼10 km 2 , especially over North America and Europe, where the ground-based networks are densest. Our studies suggest that the mini-LHR network could also play a substantive role in reducing carbon flux uncertainty in Arctic and tropical systems by filling in geographical gaps in measurements left by ground-based networks and space-based observations. Background Iodine is an essential micronutrient for intellectual development in children. Information on iodine intakes based on 24-h urinary iodine excretion (UIE) is scant, because iodine status is only assessed by the measurement of urinary iodine concentration (UIC) in spot urine samples. Objectives The aim of our study was to evaluate the iodine intake of school-age children and adolescents, using UIE measurement in 24-h urine collections. Methods The study population included 1270 healthy subjects (677 boys, 593 girls) aged 6–18 y (mean age ± SD: 10.3 ± 2.9) from 10 Italian regions. Daily iodine intake was estimated as UIE/0.92, based on the notion that |$\sim$| 92% of the dietary iodine intake is absorbed. The adequacy of intakes was assessed according to the Dietary Reference Values for iodine of the European Food Safety Authority (EFSA). Body mass index (BMI) and UIC were also measured for each subject. Results Based on the scientific opinion of EFSA, 600 of 1270 subjects (47.2%) had a lower than adequate iodine intake, with a higher prevalence among girls (54.6%) compared with boys (40.2%) (P  < 0.001). Although UIE and 24-h urinary volumes increased with age (P  < 0.001), a progressive decrease in the percentage of subjects with iodine excretion <100 µg/24 h (P  < 0.001) was observed, without any significant difference in the percentage of subjects with UIC <100 µg/L. No significant association was detected between BMI z -score and UIE (P  = 0.603) or UIC (P  = 0.869). Conclusions A sizable proportion of our population, especially girls, appeared to be at risk of iodine inadequacy. The simple measurement of UIC could lead to underestimation of the occurrence of iodine deficiency in younger children, because of the age-related smaller urine volumes producing spuriously higher iodine concentrations. The various activities of the wild boar (Sus scrofa), such as nesting, feeding, and rooting, may impact a wide array of taxa and ecological processes, but there is still controversial evidence about the effects of wild boars on small mammal populations. Here, we tested whether a negative effect of wild boar abundance on the wild populations of the wood mouse (Apodemus sylvaticus) does occur along 24 transects in Sardinia Island, Italy. We found a significantly negative linear relationship between the rooting intensity of wild boars and the density of mice in each transect. Our study, therefore, suggests that wild boars may have a negative impact on mice populations. Monitoring the populations of wild boar would be also useful for the management of free-ranging rodent populations throughout Europe. [ABSTRACT FROM AUTHOR]

Future flood risk in Europe is likely to increase due to a combination of climatic and socio-economic drivers. Effective adaptation strategies need to be implemented to limit the impact of river flooding on population and assets. This research builds upon a recently developed flood risk assessment framework at European scale to explore the benefits of adaptation against extreme floods. The effect of implementing four different adaptation measures is simulated in the modeling framework. Measures include the rise of flood protections, reduction of the peak flows through water retention, reduction of vulnerability and relocation to safer areas. Their sensitivity is assessed in several configurations under a high-end global warming scenario over the time range 1976-2100. Results suggest that the future increase in expected damage and population affected by river floods can be compensated through different configurations of adaptation measures. The adaptation efforts should favor measures targeted at reducing the impacts of floods, rather than trying to avoid them. Conversely, adaptation plans only based on rising flood protections have the effect of reducing the frequency of small floods and exposing the society to less-frequent but catastrophic floods and potentially long recovery processes. Background: Research on socio-economic determinants of migrant health inequalities has produced a large body of evidence. There is lack of evidence on the influence of structural factors on lives of fragile groups, frequently exposed to health inequalities. The role of poor socio-economic status and country level structural factors, such as migrant integration policies, in explaining migrant health inequalities is unclear. The objective of this paper is to examine the role of migrant socio-economic status and the impact of migrant integration policies on health inequalities during the recent economic crisis in Europe.Methods: Using the 2012 wave of Eurostat EU-SILC data for a set of 23 European countries, we estimate multilevel mixed-effects ordered logit models for self-assessed poor health (SAH) and self-reported limiting long-standing illnesses (LLS), and multilevel mixed-effects logit models for self-reported chronic illness (SC). We estimate two-level models with individuals nested within countries, allowing for both individual socio-economic determinants of health and country-level characteristics (healthy life years expectancy, proportion of health care expenditure over the GDP, and problems in migrant integration policies, derived from the Migrant Integration Policy Index (MIPEX).Results: Being a non-European citizen or born outside Europe does not increase the odds of reporting poor health conditions, in accordance with the "healthy migrant effect". However, the country context in terms of problems in migrant integration policies influences negatively all of the three measures of health (self-reported health status, limiting long-standing illnesses, and self-reported chronic illness) in foreign people living in European countries, and partially offsets the "healthy migrant effect".Conclusions: Policies for migrant integration can reduce migrant health disparities. In the last two decades parking has increasingly gained importance in urban planning. Despite the growing number of papers published in recent years, an overall conceptualization of parking policy is still missing. Previous attempts (Shoup, 2005; Litman, 2006; Barter, 2010) focus mainly on the North American planning experience. We try to bridge this gap analysing the evolution of parking policy in Europe. In this paper we first present the key aspects of parking policy, and describe their generic evolution. Next we suggest a novel approach for parking policy making. A dramatic increasing immigration flow was recorded in Europe during the last years. Only in Sicily 120,239 people arrived in 2014. Immigrants may carry neglected tropical diseases endemic in their origin countries. The aim of our study was to evaluate the frequency of geo-helminthiasis, and in particular of intestinal taeniasis, in a sample of migrants hosted in a large asylum seeker centre in the province of Catania. A stool sample was obtained from all the enrolled subjects and a coproparasitological examination was performed. Out of the 274 enrolled subjects (249 men; mean age 26.4 ± 6.2), 30 (11%) carried at least one helminthic infestation. Ancylostomatidae, Trichuris trichiura and Taenia species (spp) were the most common, the latter found in 6 (2.16%) subjects. T. solium carriers can represent a focus of infection for the more complex neurocysticercosis. Even if coproparasitological examination did not allow us to differentiate Taenia spp, we cannot exclude the presence of T. solium carriers among these subjects. Further studies, including coproantigen ELISA to detect Taenia spp, should be carried out in larger samples to better estimate the real burden of T. solium carriers. [ABSTRACT FROM AUTHOR]

Since the 1950s, intensification and scale enlargement of agriculture have changed agricultural landscapes across Europe. The intensification and scale enlargement of farming was initially driven by the large-scale application of synthetic fertilizers, mechanization and subsidies of the European Common Agricultural Policy (CAP). Then, after the 1990s, a further intensification and scale enlargement, and land abandonment in less favored areas was caused by globalization of commodity markets and CAP reforms. The landscape changes during the past six decades have changed the flows and values of ecosystem services. Here, we have reviewed the literature on agricultural policies and management, landscape structure and composition, and the contribution of ecosystem services to regional competitiveness. The objective was to define an analytical framework to determine and assess ecosystem services at the landscape scale. In contrast to natural ecosystems, ecosystem service flows and values in agricultural landscapes are often a result of interactions between agricultural management and ecological structures. We describe how land management by farmers and other land managers relates to landscape structure and composition. We also examine the influence of commodity markets and policies on the behavior of land managers. Additionally, we studied the influence of consumer demand on flows and values of the ecosystem services that originate from the agricultural landscape. [ABSTRACT FROM AUTHOR]

For mitigating climate change and respect targets, humanity must decrease emissions as soon as possible: the later is the action, the harsher will be the trajectory of the mitigating pathway. Structural actions need time to become operational. Therefore, individual actions shall also enter into play, focusing on what has a high impact and whose change is at hand: food-related emissions build up 30% of total anthropogenic impacts and eating is an everyday activity. In this study, regional culturally acceptable low-carbon diets are proposed for China, Europe and US. They are developed considering the requirements of energy and nutrients supply, they respect regionality of food consumption – e.g., they include only foods that are diffused in the area – and they are aimed to limit the individual effort to be adopted – e.g., they include all the food categories, meat included. They are low-carbon since food items are selected on the basis of their lifecycle carbon footprint (CF). Eventually, the regionality constraints are relaxed to develop a World's low-carbon diet. For every area, we found a diet that halves the food-related CF. Instead, our World's low-carbon diet reduces the average food-related CF by 75%. Therefore, the overall individual CF would be reduced by a fifth in case of its adoption. • Short-term and individual actions are fundamental for mitigating climate change. • Sustainable diets can play a major role, if they are culturally acceptable. • Low-GHG regional tailor-made diets are developed and proposed for China, US, Europe. • The proposed low-GHG diets shrink the carbon footprints by 56–75%. • Diet can provide 71% of GHG reduction needed by 2030 targets if massively adopted. We analyse the factors influencing the target company's choice of bank advisor in mergers and acquisitions (M&As). We first examine the choice of hiring an advisor, which is nontrivial, since in one-third of transactions our sample target companies did not hire one. We also analyse the choice to hire as advisor a bank with a strong prior relationship with the company (i.e., the main bank). Using data on 473 European M&A transactions completed in the period 1994–2003, we find evidence that the decision to hire an advisor depends on three main factors: (i) the intensity of the previous banking relationship, (ii) the reputation of the bidder company's advisor, and (iii) the complexity of the deal. We also investigate the impact of the bank advisor on shareholder wealth. We find that the abnormal returns of target company shareholders increase with the intensity of the previous banking relationship, thus indicating a ‘certification role’ on the part of investment banks. This paper introduces different standards implemented in existing Digital Terrestrial Television Broadcasting systems to allow the fruition of interactive services and applications through digital Set Top Boxes. It focuses on the interoperability issue between the Brazilian and the European architectures. In fact, despite in Brazil the GEM specification has been designed to foster wide content compatibility across a range of interactive platforms, it has never come to a final implementation and deployment. As a result the interoperability issue has been deeply explored in the BEACON project and an innovative system architecture has been developed to deploy t-learning services across Europe and Brazil, providing integration of those systems that were not able to interoperate until nowadays. This work is an important step in the direction of standards' interoperability. As a result, MHP and Ginga NCLLua implementation appeared to be the very best choice to deliver interactive services in an interoperable mode between European and Brazilian digital television. STPs create environments that foster collaboration, innovation, and entrepreneurship, and provide innovation services to support new technology-based firms in their activities. However, despite the extensive research on STPs, limited evidence has been provided regarding their organization of a portfolio of innovation services. In this work, we deepen the organizational challenges in developing a portfolio of innovation services through the analysis of the literature and ethnographic research on six case studies of European STPs in Italy, Spain, and Switzerland. In conclusion, based on the literature and the case studies, we highlight i) the four main alternatives to include an innovation service in an STP's portfolio; ii) the fundamental six drivers influencing the choice between these different alternatives. The question of which factors are relevant in determining bond underwriting fees is empirically investigated by analysing 2,202 bond issues completed by European firms during the 1993 – 2003 period. Four major results emerge from the analysis. First, the introduction of the single currency in 1999 has generated an increase in competition among banks, and, as a result, a reduction in underwriting fees. Second, a strong relationship with the issuer's main bank reduces the level of underwriting fees. Third, new issuers are charged with lower underwriter fees relative to firms that have completed issues without building any strong relationship with a bank. Abstract: Objectives: To characterize premature ejaculation (PE) in five European countries using intravaginal ejaculatory latency time (IELT) and the Premature Ejaculation Profile (PEP). Methods: This 8-wk, multicenter, observational study enrolled men ≥18 yr of age and their female partners. Clinicians diagnosed PE using the DSM-IV-TR criteria and at least moderate, subject-reported, ejaculation-related personal distress or interpersonal difficulty. The PEP was administered at baseline and weeks 4 and 8. Partners measured IELT; the average stopwatch-measured IELT for each 4-wk period was calculated and compared with the man''s screening-estimated IELT. Relationships between individual PEP measures and IELT were assessed with path analysis. Results: PE was diagnosed in 201 of 1115 men. Findings were similar to those in a similarly conducted US study. Mean IELT was lower in the PE versus the non-PE group (3.3 vs. 10.0min, respectively), but substantial overlap was observed. Men with PE and their partners reported significantly worse control over ejaculation, ejaculation-related personal distress, satisfaction with sexual intercourse, and ejaculation-related interpersonal difficulty than men without PE and their partners. Path analysis showed that perceived control over ejaculation had a significant effect on ejaculation-related personal distress and satisfaction with sexual intercourse; IELT had an effect on control over ejaculation, no direct effect on satisfaction with sexual intercourse, and a small direct effect on ejaculation-related personal distress. Conclusions: No major cultural differences existed between EU and US men with and without PE and their female partners. These results emphasize the importance of the PEP measures, especially perceived control over ejaculation, in characterizing PE. [Copyright &y& Elsevier]

Vancomycin-resistant enterococci (VRE) in healthy people and in food-producing animals seems to be quite common in Europe. The existence of this community reservoir of VRE has been associated with the massive use of avoparcin in animal husbandry. Eight years after the avoparcin ban in Europe, we investigated the incidence of VanA enterococci, their resistance patterns, and the mobility of their glycopeptide-resistance determinants in a sampling of animal rectal swabs and clinical specimens. A total of 259 enterococci isolated from equine, swine, and clinical samples were subcultured on KF-streptococcus agar (Difco Laboratories, Detroit, MI) supplemented with vancomycin and teicoplanin; 7 (6.7%), 10 (16%), and 8 (8.6%) respectively were found to be glycopeptides resistant (VanA phenotype). Slight differences in antimicrobial resistance patterns resulted among VRE recovered from the different sources. Polymerase chain reaction amplification demonstrated the presence of the vanA gene cluster and its extrachromosomal location in VRE plasmid DNA. VanA resistance was transferred in 7 out of 25 mating experiments, 4 with clinical, 2 with swine, and only 1 with equine donors. The conjugative plasmids of animal strains showed a high homology in the restriction profiles, unlike plasmids of clinical microrganisms. Our observations confirmed the possible horizontal transfer of VanA plasmids across different strains and, consequently, the diffusion of the vancomycin-resistance determinants. The history of western Europe and of European integration has been explained primarily with reference to internal political and economic factors, or to its relations with the United States. This article argues that decolonisation and the emergence of the Third World as a political and economic actor had a profound influence on western Europe, mainly contributing to a further weakening of the role of the nation-state. The EUR-ACE Socrates-Tempus project (September 2004/March 2006) proposed a decentralized European system for accreditation of engineering programmes in the "Bologna process" area (European Higher Education Area) at the First and Second Cycle (FC and SC) level (but including "Integrated Programmes", i.e. programmes leading directly to a SC degree). In this system, "national" engineering accreditation agencies would continue to award their accreditation certificates and give them an added European value by the EUR-ACE quality label, recognized by all participating agencies: this rather novel way of international accreditation will create a consistent accreditation system of engineering education at the continental scale. A non-profit Association (ENAEE) has been established for support and supervision of the EUR-ACE system, and is now working, thanks also to two new EC-supported projects, in order to make the EUR-ACE proposals operational and award the EUR-ACE labels. Western welfare states were built during the postwar years, with one key objective: to protect family (male) breadwinners against the consequences of losing their ability to extract an income from the labor market. Structures of social risk, however, have changed dramatically since then, so that current social risks include precarious employment, long-term unemployment, being a working poor, single parenthood, or inability to reconcile work and family life. Changes in structures of social risk have resulted in the adaptation of welfare states only in the Nordic countries but much less in continental and southern Europe. To account for this divergence in social policy trajectories, this article argues that the reorientation of the Nordic welfare state was possible because new social risks emerged before the maturation of the postwar welfare states. The argument is demonstrated through comparative statistical analysis relating the timing of key socioeconomic developments to current levels of spending in relevant policies. [ABSTRACT FROM AUTHOR]

While Europe still lacks a common system for the accreditation of educational programmes, the Bologna process, now involving more than 40 countries, intends to establish a European Higher Education Area (EHEA) on the basis of ‘a system of easily readable and comparable degrees’. In this context, while recognition of professional qualifications is assured by European Directives (a new overarching Directive was published in September 2005), it is essential to ensure that educational programmes are accredited on a continental scale. This paper illustrates the main outcomes of the EUR-ACE (EURopean ACredited Engineer) project, aimed at the establishment of a pan-European system for accreditation of engineering educational programmes on the basis of a multilateral, bottom-up agreement between national and regional bodies and Associations concerned, and the perspectives for its implementation. In a previous paper the author described the present situation and recent advances regarding accreditation of engineering programmes in Europe. This paper contains an attempt at examining perspectives from a global viewpoint. While the variety of educational approaches within European higher education is to be considered a great asset of the European cultural background, the ‘Bologna Process’ is working to build up the ‘European Higher Education Area’ (EHEA) and ‘a system of easily readable and comparable degrees’ in the context of making Europe ‘the most competitive and dynamic knowledge-based economy in the world’. In this framework a pan-European system of accreditation of engineering programmes and qualifications will be essential in order for European engineers to be competitive on a global scale. While the merely ‘professional’ aspects of recognition are covered by the European Directive 2005/36/EC ‘on the recognition of professional qualifications’ (which replaces all previous Directives on the subject, including the 1989 General Directive 89/48/EEC), little progress has been made towards trans-European accreditation of educational programmes as the entry route to a profession. This is particularly damaging in highly internationalized professions, like engineering. Several initiatives have been put forward in recent years to remedy this situation: in particular, this paper will illustrate the current EUR-ACE (EURopean ACredited Engineer) project, which is working towards the establishment of a European system for accreditation of engineering educational programmes based on a network of spontaneous agreements between national and regional bodies and associations concerned. The "Bologna Process", started in 1998/99 with the Sorbonne and Bologna Declarations and now involving 40 countries, aims at establishing by 2010 the "European Higher Education Area", based on "a system of easily readable and comparable degrees". The actual implementation of this process and its relevance for the European labour market requires a convergence also of the accreditation procedures of educational programmes, that are still very different from a European country to the other. After defining the term "accreditation" in the context of the formation of engineers, this paper will discuss the present situation of accreditation of engineering educational programmes in Europe, and present some examples. The 'Bologna process' is promoting fundamental changes throughout European higher education. Education ministers appear determined to reach, by 2010, a significant convergence of the national educational systems. This implies the necessity of adapting curricula in terms of structures, contents, learning attributes, learning tools and assessment methods. The EC 'Tuning' project was set up in order to investigate the feasibility of this process on the basis of 'available experience and recent developments in several of the Member states… particularly from previous and on-going European co-operation in the context of the Socrates programme'. The Tuning project, initially aimed at five areas only (mathematics, geology, business, history, educational sciences), was later extended to other areas, including engineering: synergy groups were formed for this purpose. This paper summarizes the final report of the Engineering Synergy Group, which examined the 'tuning' of engineering education (EE) into European higher education, taking advantage of the work of previous and current thematic networks, such as H3E, EUCEET and E4. In the European countries the health surveillance may be provided as a part of the national health system intervention. In Italy, the legislative Decree (626/94) makes the health surveillance compulsory for all those workers who are exposed to occupational risks. The aim of this study was to describe the introduction of preventive and protective measures, according to the new regulations, in the teaching hospital of the University of Modena. The population examined in 2000 included 1523 workers. Specific health surveillance protocols were prepared on the grounds of the risk characteristics based on the scientific evidence and on the risk perception. The intervention was oriented towards health promotion. The subjects were classified into 10 groups according to the risk characteristics. The percentage of workers ranged from 4% to 42%, depending on the exposure-related health changes. Moreover, the study explored some of the health surveillance benefits: an improvement in worker's satisfaction, an improvement in relationship between stakeholders, an early detection of health changes and a sickness absence reduction after the influenza vaccination program. Fiber reinforced polymers play a crucial role as enablers of lightweight and high performing structures to increase efficiency in aviation. However, the ever-increasing awareness for the environmental impacts has led to a growing interest in bio-based and recycled 'eco-composites' as substitutes for the conventional synthetic constituents. Recently, the international collaboration of Chinese and European partners in the ECO-COMPASS project provided an assessment of different eco-materials and technologies for their potential application in aircraft interior and secondary composite structures. This project summary reports the main findings of the ECO-COMPASS project and gives an outlook to the next steps necessary for introducing eco-composites as an alternative solution to fulfill the CLEAN SKY target. The article comments on the changing paradigms in radioguided surgery and intraoperative imaging in Europe. The article emphasizes that the growing interactions between nuclear medicine and surgical specialties have been fostered by the special momentum both in technology and in clinical research. Also, these changing paradigms will help improve patient management and outcome and possibly positively impact health economics.

During the glacial episodes of the Quaternary, European forests were restricted to small favourable spots, namely refugia, acting as biodiversity reservoirs. the Iberian, Italian and Balkan peninsulas have been considered as the main glacial refugia of trees in Europe. In this study, we estimate the composition of the last glacial forest in a coastal cave of the Cilento area (SW Italy) in seven time frames, spanning from the last Pleniglacial to the Late Glacial. Charcoal analyses were performed in seven archaeological layers. Furthermore, a paleoclimate modelling (Maxent) approach was used to complement the taxonomic identification of charcoal fragments to estimate the past potential distribution of tree species in Europe. Our results showed that the mesothermophilous forest survived in this region in the core of the Mediterranean basin during the Last Glacial Period (LGP, since ~36 ka cal BP), indicating that this area played an important role as a reservoir of woodland biodiversity. Here, Quercus pubescens was the most abundant component, followed by a wide variety of deciduous trees and Pinus nigra. Charcoal data also pointed at the crucial role of this coastal area, acting as a reservoir for warm temperate trees of genera Tilia, Carpinus and Sambucus, in LGP, in the Mediterranean region. Our modelling results showed that P. nigra might be the main candidate as a "Pinus sylvestris type" in the study site in the Last Glacial Maximum (LGM). Furthermore, we found that P. nigra might coexist with Q. pubescens in several European territories both currently and in the LGM. All models showed high levels of predictive performances. Our results highlight the advantage of combining different approaches such as charcoal analysis and ecological niche models to explore biogeographic questions about past and current forest distribution, with important implications to inform today's forest management and conservation.
