Using a dataset of higher education institutional alliances within the framework of the European University initiative (EUi), we test empirically whether the policy-defined goal of a relative balance between "excellence and inclusiveness" within the scheme has been achieved. Specifically, we provide a descriptive and analytical account of the diversity of the higher education institutions (HEIs) participating in the EUi, the composition of--as well as the mechanisms behind--the formation of individual alliances. We observe that alliance formation activated the deep sociological mechanisms of hierarchisation, with the alliances largely reproducing the existing "hierarchy of European HEIs." Specifically, we argue that the global-level stratification hierarchy cast by rankings influences the participation of individual institutions and--although to a more limited extent--the formation/structure of the alliances. Further, we demonstrate that the EUi has strengthened existing ties since most alliances thus far have built on existing forms of collaboration. However, we also show empirically that some of the distinctive policy design measures, namely the requirement for broad geographical coverage and generically framed rules for participation, as well as opening the initiative to new alliances and encouraging enlargement of the existing ones, have generated opportunities for involvement of the lower-status institutions. This broadened the scope of the EUi beyond the core of top-ranked research universities located in the knowledge production centres of Europe. We suggest that these observations may have important implications for how the intended extension of the EUi may be implemented in the future.

Background: The COVID-19 pandemic rapidly spread through Europe in the first months of 2020. On the 9th of March 2020, the Italian government ordered a national lock-down. The study's objectives were: to investigate the effect of lockdown on CI users; and to detect the difference in the perception of discomfort existing between unilateral cochlear implant (UCI) users and bilateral cochlear implant (BCI) users, due to the lockdown experience. Methods: A 17-item, web-based, anonymous online survey was administered to 57 CI users, exploring hearing performance, emotions, practical issues, behavior, and tinnitus. Participation in the study was voluntary. Results: all CI users obtained an abnormal score in all questionnaire themes. For the emotion theme and the practical issue theme, the age range 61–90 showed a significant difference between UCI and BCI users in favor of BCI users (emotion theme: UCI mean = 3.9, BCI mean = 2.3, p = 0.0138; practical issues: UCI mean = 4, BCI mean = 3, p = 0.0031). Conclusions: CI users experienced the lockdown negatively as regards behavior, emotions, hearing performance, and in practical issues. CI subjects with UCI in old age suffered more from the experience of lockdown than subjects with BCI in the same age, with regards to emotions and practical issues. [ABSTRACT FROM AUTHOR]

Neonatal extracorporeal membrane oxygenation (ECMO) is a life-saving procedure for critically ill neonates suffering from a potentially reversible disease, causing severe cardiac and/or respiratory failure and refractory to maximal conventional management. Since the 1970s, technology, management, and clinical applications of neonatal ECMO have changed. Pulmonary diseases still represent the principal neonatal diagnosis, with an overall 74% survival rate, and up to one-third of cases are due to congenital diaphragmatic hernia. The overall survival rate in cardiac ECMO is lower, with congenital heart defect representing the main indication. This review provides an overview of the available evidence in the field of neonatal ECMO. We will address the changing epidemiology, basic principles, technologic advances in circuitry, and monitoring, and deliver a current multidisciplinary management framework, focusing on ECMO applications, complications, and long-term morbidities. Lastly, areas for further research will be highlighted. Conclusions: ECMO is a life support with a potential impact on long-term patients' outcomes. In the next years, advances in knowledge, technology, and expertise may push neonatal ECMO boundaries towards more premature and increasingly complex infants, with the final aim to reduce the burden of ECMO-related complications and improve overall patients' outcomes. What is Known: • ECMO is a life-saving option in newborns with refractory respiratory and/or cardiac failure. • The multidisciplinary ECMO management is challenging and may expose neonates to complications with an impact on long-term outcomes. What is New: • Advances in technology and biomaterials will improve neonatal ECMO management and, eventually, the long-term outcome of these complex patients. • Experimental models of artificial placenta and womb technology are under investigation and may provide clinical translation and future research opportunities. Spotted wing drosophila (SWD) causes significant economic loss in fruit crops to growers worldwide. There is immediate need for efficacious and selective monitoring tools that can detect infestations early. Previously, volatile organic compounds derived from apple were studied and a quinary chemical component blend (QB) was identified as the key SWD attractant in a blueberry orchard in the United States. This study's aim was to determine whether previously observed QB efficacy, selectivity, and early detection levels could be attained within raspberry and cherry fields in the USA and Europe. Results demonstrated that sticky trap baited QB dispenser provided earlier SWD detection potential than the usually adopted apple cider vinegar (ACV) trap. The number of SWD captured/trap by QB baited trapping systems was significantly lower than that of the ACV trap. However, percent SWD/trap of QB baited traps was same within cherry. Lower non-target capture will save farmer/grower's labor and time allocated to traps installation and drosophila species identification. Within the USA, SWD selectivity of QB baited liquid traps was consistently greater than sticky trap in raspberry field, suggesting that the QB dispenser can be an alternative to the standard ACV lure and that trap design could improve selectivity further. Abstract Cross-border commuting is a growing phenomenon both in metropolitan and peripheral areas. Its increase is mostly guaranteed by private vehicles, which cause several negative externalities. Among the European macro-areas of cross-border commuting, Central Europe is characterized by relevant flows, which are originated by EU-13 countries and are headed to EU-15 ones. This article first investigates the specificities of transboundary commuting in Central Europe. Thereafter, it analyzes its transport challenges and best practices. Central European specificities are detected through socio-economic, territorial and transport related indicators, which are compared with other commuting areas. A best practice analysis is performed for four thematic fields: connectivity, multimodality, info-mobility tariffs/ticketing, political cooperation. The followed process highlights the rural character of Central European bordering regions, as well as the necessity to address their cross-border challenges by integrating different mobility aspects. In this way, a proper improvement of the quality of cross-border public transport may be an occasion to enforce minor relationships across borders. Further, it may grant a balance with the numerous policies focused on the development of the main centers and corridors. Objective: Maternal mortality rates have decreased globally but remain off track for Millennium Development Goals. Good-quality delivery care is one recognised strategy to address this gap. This study examines the role of the private (non-public) sector in providing delivery care and compares the equity and quality of the sectors.Methods: The most recent Demographic and Health Survey (2000-2013) for 57 countries was used to analyse delivery care for most recent birth among >330 000 women. Wealth quintiles were used for equity analysis; skilled birth attendant (SBA) and Caesarean section rates served as proxies for quality of care in cross-sectoral comparisons.Results: The proportion of women who used appropriate delivery care (non-facility with a SBA or facility-based births) varied across regions (49-84%), but wealth-related inequalities were seen in both sectors in all regions. One-fifth of all deliveries occurred in the private sector. Overall, 36% of deliveries with appropriate care occurred in the private sector, ranging from 9% to 46% across regions. The presence of a SBA was comparable between sectors (≥93%) in all regions. In every region, Caesarean section rate was higher in the private compared to public sector. The private sector provided between 13% (Latin America) and 66% (Asia) of Caesarean section deliveries.Conclusion: This study is the most comprehensive assessment to date of coverage, equity and quality indicators of delivery care by sector. The private sector provided a substantial proportion of delivery care in low- and middle-income countries. Further research is necessary to better understand this heterogeneous group of providers and their potential to equitably increase the coverage of good-quality intrapartum care. The article presents an analysis of the sociopolitical transition process from totalitarianism into democratic regimes that occurred in the Mediterranean nations comparing to the continental model. According to the author, it was not the "form" of the new political regimes the fundamental differential factors but rather their organizational sophistication and their capacity of social inclusion that determined the dynamics withing political parties and political regimes. Topics on mass media and politics, and Max Weber's ideas on parties are discussed.

According to the principles of sustainable mobility, public transport (PT) is becoming a new paradigm to measure the accessibility of a region. This paper analyses PT accessibility for commuters that travel in cross-border areas of Central Europe, a region that has registered a significant growth of transnational movements in the last 20 years. A specific geographic area (i.e. the boundary between Hungary and Austria) is then deepened, according to its territorial and socio-economic peculiarities. Here, the indicators usually adopted in a gravity model (i.e. distance between origins and destinations and their number of inhabitants) do not completely match with the registered movements; rather, the average income and the work opportunities available in the destinations explain the cross-border flows better. Then, a Cross-Border Commuting PT Accessibility based on the Relative Network Efficiency Indicator is made for the main connections and compared with the Domestic Commuting PT Accessibility. This analysis highlights that 1) cross-border accessibility by PT is limited for several rural destinations that have few inhabitants but a non-negligible number of cross-border commuters; 2) the differences in PT attractiveness between domestic and transnational journeys are still very high and are mainly due to long travel times, complex multimodal chains, and unappealing fares. These results suggest the importance of an integrated approach among operators from different territories, which are called upon to bridge the existing technical, coordination and cooperation gaps.
