The literature on early modern state-building in Europe has focused on war as its main driver and therefore on states' relationships with men. Feminist scholars have critiqued the Weberian conceptions this literature relies on as being gender biased. I suggest an alternative theoretical starting point for theories of early modern state-building: the political imperatives created by the demographic fluctuations of the Malthusian trap. Harnessing Foucault's concept of biopower and its application to the construction of gender, I argue that population fluctuations incentivized demographic regulation, in particular of childbearing, in order to keep birth rates high and maternal and infant mortality low, implying that early modern European states were constituted through the construction and maintenance of gender regimes. I propose strategies for empirical investigation and argue that a more accurate account of early modern European state-building needs to incorporate demographic regulation and therefore requires gender to be at its center. This article approaches the analytic of the "Muslim Question" through the prism of the discursive and conspiratorial use of demographics as an alleged threat to Europe. It argues that concerns about "Muslim demographics" within Europe have been entertained, mobilized, and deployed to not only construct Muslims as problems and dangers to the present and future of Europe, but also as calls to revive eugenic policies within the frame of biopower. The article begins by sketching the contours of the contemporary "Muslim Question" and proceeds with a critical engagement with the literature positing a deliberate and combative strategy by "Muslims" centered on birth rates—seen by these authors as a tactical warfare—to allegedly replace European "native" populations. The analysis continues by focusing on two images juxtaposing life and death as imagined within the replacement discourse, and that capture that discourse in powerful albeit disturbing ways. Finally, the article proposes reading the population replacement discourse as a deployment of biopolitics and one of its many techniques, namely, eugenics. [ABSTRACT FROM AUTHOR]

Foucault's account of the emergence of biopolitics in the late 18th century helps frame the political economy of 'improvements' as an environmental project linked to the well-being of the population. Since the 1970s, biopolitical concerns have shifted towards non-human populations and the reproduction of natural resources and ecosystems. This has become evident in the European fisheries, where after decades of exploitation greatly intensified since the 1960s, the extractive demands of the fishing industry have caught up with the reproductive capacities of most commercially targeted fish stocks. This contradiction has given rise to a new political economy of 'improvements' that seeks to sustain the biological health of commercially targeted fish populations while maintaining an economically profitable fishing industry. Central to this transition is the active role that fishers are expected to play in sustainably managing the fish stocks they exploit while adapting to 'green' market opportunities. Tradeable quota systems, eco-accreditation schemes and community-based resource management have all emerged as managerial strategies for inciting the active participation of fishers in this 'common' project of sustainable development. Drawing on Foucault's perspective of governmentality, this paper argues that these strategies represent distinct but overlapping apparatuses of neoliberal governmentality that are representative of broader tendencies within environmental governance today. The state subvention and distribution of health care not only jeopardize the financial sustainability of the state, but also restrict without a conclusive rational basis the freedom of patients to decide how much health care and of what quality is worth what price. The dominant biopolitics of European health care supports a healthcare monopoly in the hands of the state and the medical profession, which health care should be (re)opened to the patient's authority to deal directly for better basic health care. In a world where it is impossible for all to receive equal access to the best of basic health care, one must critically examine the plausible scope of the authority of the state to limit access to better basic health care. Classical distributive justice affords a basis for re-examining the current European ideology of equality, human dignity, and solidarity that supports healthcare systems with unsustainable egalitarian concerns. The following article aims to become aware of some of the inquiries emerging from the so-called decolonial perspective regarding the scope of the notion of biopolitics utilized by the French philosopher, Michel Foucault, in the context of his analysis of the phenomena of colonialism and racism within modern European States. In this line, the authors propose to address the way that biopolitical government technologies are inseparable from a colonial dimension that will be reflected starting in the 19th century, with the role of Darwinism and eugenics in controlling the life of populations, both within and outside of Europe.
