The EU Copernicus Climate Change Service (C3S) has produced an operational climate service, called C3S Energy, designed to enable the energy industry and policymakers to assess the impacts of climate variability and climate change on the energy sector in Europe. The C3S Energy service covers different time horizons, for the past 40 years and the future. It provides time series of electricity demand and supply from wind, solar photovoltaic and hydropower, and can be used for recent trends analysis, seasonal outlooks or the assessment of climate change impacts on energy mixes in the long term. This article introduces this service and the resulting dataset, with a focus on the design and validation of the energy conversion models, based on ENTSO‐E energy data and the ERA5 climate reanalysis. Flexibility and coherence across all countries have been preferred upon models' accuracy. However, the comparison with ENTSO‐E data shows that the models provide plausible energy indicators and, in particular, allow comparing climate variability effects on power demand and generation in a harmonized manner all over Europe. Annual influenza vaccination is recommended for children with chronic diseases. Studies on influenza vaccines, following controversies related to the 2009 H1N1 influenza, are scarce in Europe. Our aim was to evaluate the influenza vaccination coverage in such children in a French tertiary hospital. Secondary objectives were the evaluation of the influenza vaccination coverage trend and the identification of factors influencing the vaccination status. A prospective and descriptive study by questionnaire was performed at the end of 2017 in 402 French hospital outpatients with various underlying chronic diseases eligible to the influenza vaccination. The 2016–2017 vaccination coverage was 46.5%. Figures of 75% or greater were only found in patients with cystic fibrosis and sickle cell disease. CART analysis identified vaccination in the previous year, medical recommendation for vaccination, and maternal influenza vaccination as a child's decisive factors for being vaccinated. Conclusion: Influenza vaccination coverage remains insufficient in children receiving hospital follow-up for chronic diseases. Its implementation clearly depends on pediatricians' recommendation to vaccinate and on the type of chronic disease. Abstract: Several regions of the world have developed capability in providing services on climate information for risk management, but there are still gaps in service delivery due to inadequate information regarding the needs within the regions. This paper highlights the role of Regional Climate Outlook Forums, assesses the needs for some regions and extracts examples of how regional associations could benefit through the provision of better climate services. Problems are given for Africa, South-East Asia, South America, the Pacific and Europe. Different geographical climate features lead to different climate phenomena and in turn determine the type of climate delivery needs for risk management. Short discussions of regional socio-economic factors that shape the needs for climate information provide further context for the unique character of delivery services. The article offers information on a study concerning the use of the general circulation model's seasonal ensemble forecast for the forecasting of precipitation which can be useful for hydroelectric power. This study aims to heed two main problems regarding seasonal probabilistic forecasts that are to be addressed. The first problem concerns the direct precipitation forecasts that have little skill over Europe, while the second one revolves around the inadequacy of the seasonal forecasting models' spatial scales in predicting the local precipitation at a river basin scale. Moreover, the study also aims to evaluate the quality of the precipitation's seasonal quality for 48 catchments in southern France.

The observed and simulated low-frequency winter variability of the North Atlantic and European region is investigated based on the climate regimes paradigm. Empirical orthogonal functions and cluster analyses are used to describe the variability of monthly mean sea level pressure over the 1958–2001 period, both in the European Centre for Medium-Range Weather Forecasts (ECMWF) 40-yr reanalysis (ERA40) data set and the multi-model ensemble hindcasts from the DEMETER seasonal forecasting system.The clustering partition of ERA40 fields yields four climate regimes. The first two clusters capture the negative and positive phases of the North Atlantic Oscillation (NAO), respectively. The third and fourth clusters, respectively, display a strong anticyclonic ridge off western Europe almost covering the entire basin and a zonal pressure dipole between Greenland and Scandinavia, with a clear south-eastward extension of the low-pressure anomalies towards the Iberian peninsula.DEMETER seasonal forecasting models are able to reproduce the multimodal variability of the winter atmosphere with the same number of modes. For the ECMWF model, the pressure patterns of the regimes are very similar to those obtained for ERA40. For the six other models, the two NAO modes are well reproduced but the two other regimes are more different. In terms of forecasts, different scoring methods are used to evaluate the ability of the models to predict the correct regimes for a given date, but scores appear to be quite low.Then, the link between the pressure regimes and the corresponding temperature fields is investigated using different composite methods. All the ERA40 regimes are characterized by specific patterns of temperature. DEMETER models are also able to reproduce the temperature impacts of the different regimes. Thus, some predictability could arise from reliable seasonal predictions. Indeed, if models are able to forecast pressure fields at a monthly time-scale, it should allow us to forecast which regime will be excited and then to deduce the corresponding large-scale pattern of temperature anomalies. Hydro power can provide a source of dispatchable low-carbon electricity and a storage solution in a climate-dependent energy mix with high shares of wind and solar production. Therefore, understanding the effect climate has on hydro power generation is critical to ensure a stable energy supply, particularly at a continental scale. Here, we introduce a framework using climate data to model hydro power generation at the country level based on a machine learning method, the random forest model, to produce a publicly accessible hydro power dataset from 1979 to present for twelve European countries. In addition to producing a consistent European hydro power generation dataset covering the past 40 years, the specific novelty of this approach is to focus on the lagged effect of climate variability on hydro power. Specifically, multiple lagged values of temperature and precipitation are used. Overall, the model shows promising results, with the correlation values ranging between 0.85 and 0.98 for run-of-river and between 0.73 and 0.90 for reservoir-based generation. Compared to the more standard optimal lag approach the normalised mean absolute error reduces by an average of 10.23% and 5.99%, respectively. The model was also implemented over six Italian bidding zones to also test its skill at the sub-country scale. The model performance is only slightly degraded at the bidding zone level, but this also depends on the actual installed capacity, with higher capacities displaying higher performance. The framework and results presented could provide a useful reference for applications such as pan-European (continental) hydro power planning and for system adequacy and extreme events assessments. Papers and published reports investigating the presence of pesticides in rainfall in Europe were reviewed. Approximately half of the compounds that were analysed for were detected. For those detected, most concentrations were below about 100 ng/l, but larger concentrations, up to a few thousand nanograms per litre, were detected occasionally at most monitoring sites. The most frequently detected compounds werelindane (Gamma-HCH) and its isomer (Alpha-HCH), which were detected on 90/100% of sampling occasions at most of the sites where they weremonitored. For compounds developed more recently, detection was usually limited to the spraying season. A classification of pesticides according to their deposition pattern is proposed. [ABSTRACT FROM AUTHOR]

Climate simulations consistently show an increase in European near-surface air temperature by the late 21st century, although projections for near-surface wind speeds and irradiance differ between models, and are accompanied by large natural variability. These factors make it difficult to estimate the effects of physical climate change on power system planning. Here, the impact of climate change on future European power systems is estimated. We show for the first time how a set of divergent future power system scenarios lead to marked differences in Europe's total energy balance (demand-net-renewable supply) by 2050, which dominate over the uncertainty associated with climate change (∼50% and ∼5% respectively). However, within any given power system scenario, national power systems may be subject to considerable impacts from climate change, particularly for seasonal differences between renewable resources (e.g., wind power may be impacted by ∼20% or more). There is little agreement between climate models in terms of the spatio-temporal pattern of these impacts, and even in the direction of change for wind and solar. More thorough consideration of climate uncertainty is therefore needed, as it is likely to be of great importance for robust future power system planning and design. • Future climate affects European power systems simulated with EURO-CORDEX models. • Significant climate uncertainty in key power system properties (demand, renewables). • Climate uncertainty exacerbated in renewable-intensive power system scenarios. • Spatio-temporal and multi-model aggregation masks complex patterns of change. • Better understanding of climate uncertainty in power system design is needed. This paper describes work carried out within the EU-funded FOOTPRINT project to characterize the diversity of European agricultural and environmental conditions with respect to parameters which most influence the environmental fate of pesticides. Pan-European datasets for soils, climate, land cover and cropping were intersected, using GIS, to identify the full range of unique combinations of climate, soil and crop types which characterize European agriculture. The resulting FOOTPRINT European agro-environmental dataset constitutes a large number of polygons (approximately 1,700,000) with attribute data files for i) area fractions of annual crops related to each arable-type polygon (as an indicator of its probability of occurrence); and, ii) area fractions of each soil type in each polygon (as an indicator of its probability of occurrence). A total of 25,044 unique combinations of climate zones, agricultural land cover classes, administrative units and soil map units were identified. The same soil/crop combinations occur in many polygons which have the same climate while the fractions of the soils and arable crops are different. The number of unique combinations of climate, soil and agricultural land cover class is therefore only 7961. 26-year daily meteorological data, soil profile characteristics and crop management features were associated with each unique combination. The agro-environmental scenarios developed can be used to underpin the parameterization of environmental fate models for pesticides and should also have relevance for other agricultural pollutants.
