The article deals with the problem of eliminating the contradiction between increasing dynamics of the rural population needs in socially significant public goods and entropy in basic conditions formation: logistical, professional and some other, caused by uncertainty of changes in a sphere of the rural population social care, lack of adaptability to the new circumstances of organizational and economic mechanism of this social goods sphere. Special attention is paid to methodological issues of regulatory framework project planning, resource provision of rural social sphere development, information mobility and digitized analysis in a regional system of social services management. The purpose of this study is developing of methodological tools for strengthening the institutional and economic foundations of the provision of social care and social services to the population of rural areas based on the mechanism of project and program-target management of state activities in a social services field. The theoretical basis of the research consists of the conceptual provisions of the theory of public goods, the theory of public choice, the theory of changing technological patterns, and institutional economics. The study results include an analysis of nature of institutional disrupts in social-oriented economy formation in the light of the theory of public goods, the entropy theory, information economics, and reasoning of regulatory framework methodological tools of providing targeted financial support of social services. The scientific novelty of the study results is producing of a model of regulatory framework in social services resource development field, which algorithm involves information technology program creation as part of regional information system of social services that provides digitizing of regional social services management functions. Program operation processability is provided by authors' approach integrity to a formation of social services specific list according to codified services mass usage criteria and key features of their typological diversity: services types, beneficiaries categories, services types special functionality. The research employs methods of grouping, and structural, factorial, logical, statistical and comparative analysis. The study results tested on a example of Sverdlovsk region offer prospects of forced transition to the project management of social services and social care field development, and also maintenance of property and institutions of the rural population social care.
